An Accelerator for Localization of SDGs in the Darkhan-Uul Province
Background
The Government of Mongolia has presented its Voluntary National Review
(VNR) Report in 2019, the report presented a snapsho t of progress on the
Sustainable Development Goals in the country. Globally, the VNR adopted as
a main national tool to assess progress towards the SDGs. Since 2016, UN
member states have presented national reviews on SDG progress at the
United Nations High-Level Political Forum on Sustainable Development
(HLPF) organized annually by the Economic and Social Council. In 2019,
Mongolia was one of those countries among 47, submitted its VNR. the 17
sustainable development goals and 169 targets represent aspirations to end
poverty and hunger, protect the planet, promote justice, eliminate disparities
and inequalities, and bring prosperity by 2030. In line with these global goals,
the Parliament of Mongolia adopted its Sustainable Development
Vision-2030 (MSDV-2030) in 2016, a strategic policy document on the
country’s development priorities for the next 15 years. This makes Mongolia
one of the early adopters of the SDGs.
The Government of Mongolia is continually making efforts in mainstreaming
the Sustainable Development Goals (SDGs) into its development plans
through the Sustainable Development Vision (SDV) 2030, approved in
February 2016.
The SDV 2030 sets out SD objectives under economic development, social
development, environmental sustainability, and governance. The SDV 2030
Darkhan City Forum (DCF):
2. from the Mongolian Government and SDG 2030 has significant overlap,
however, Mongolia being a landlocked country, SDG 14 was excluded from
the SDV 2030. The National Development Agency in Mongolia, a supervisory
body for overseeing and reporting on the SDV 2030 to the Prime Minister and
the Parliament, is prioritizing the goal to link existing policies to the SDV 2030
and establish baselines and set targets for its delivery. SDV 2030 is carried
further in a new long-term development policy document, Mongolia’s
Vision–2050 approved by Parliament in 2020. Vision– 2050 is due for review
every 5 years.
It is understood and realized that compiling indicators and providing guidance
to lines ministries through National Statistics Office provides limited opportuni-
ty for cities and local authorities to have
The National Statistics Office of Mongolia (NSO) is the agency responsible
for compiling indicators and providing guidance on methodologies to line
ministries, which are responsible for gathering the data required to compile
indicators and the executing agency (EA) of the project. Mongolia has faced
serious challenges in the SDG indicator availability in Mongolia had significant
gaps, number of technical agencies are cooperating and supporting National
Government in setting up the technical assistance (TA) preparation., they
informed 126 indicators were unavailable out of 233 indicators applicable to
Mongolia.

3. It was concluded that, there has been basket of capacity gaps, which prevent-
ed Mongolia from SDG indicators reporting at National Level:
Steps and approach to decide the methodology and identify the
best data collection vehicle;
Lack of collection, governance, and reporting framework
implementing tools and methodology to apply non-traditional data
collection methods.
The capacity gaps between the National and Sub-National Governments in
SDG planning, integration, implementation, and reporting will need to eliminate
for the acceleration of SDG progress in Mongolia. Local authorities’ (LAs) role
in the implementation of the global agenda 2030 is indisputable. As stated,
that, in order to achieve 17 goals and 169 targets will have involvement of local
authorities will be imminent. More than 60% of the targets relate to responsibili-
ties given to local governments and local authorities. Therefore, the leadership
and participation of local governments in SDGs is a must.
The Darkhan City Forum, under the auspice of the FRIENDSHIP Project, will
be a core Non-Partisan, Open Government Partnership with Innovative
Governance principles that will be working towards more responsible,
accountable, accessible, responsive, transparent, and fair cooperation
between government and citizens.

The forum will provide FRIENDSHIP Project partners a promising
cooperation opportunity to deliver the objective of Local Authority
Partner for Sustainable Cities by Strengthening urban governance in
Darkhan-Uul Province Municipality by supporting the capacity of DUPM
to act as a policy maker, better access to services by the citizens
(including e-governance) and promoting a regional approach to local
development in Darkhan-Uul.
The forum will ensure social inclusiveness of cities by preventing both
the causes and effects of inequality, marginalization, and segregation,
including tackling the needs of women, children, youth, and marginal-
ized and vulnerable groups such as disabled people, migrants and
displaced. Moreover, the will also develop a cooperation Rights-Based
Approach, encompassing human rights, including participation and
access to the decision-making process, non-discrimination (including
Gender Equality) and equal access, accountability, and access to the
rule of law and transparency and access to information.
How DCF Will Provide Darkhan-Uul Province a Roadmap for Implementa-
tion of Global sustainable Development Goals (SDGs) 2030, Sustainable
Development Vision-2030 (MSDV-2030), and Participatory Governance
The Darkhan City Forum will aspire to set up a unique implementation
roadmap until 2030 drawn from the commitments made by the Mongolian
Government of SDG 2030 and Sustainable Development Vision-2030
(MSDV-2030).

The Darkhan City Forum through the FRIENDSHIP Project cooperation
program will provide Darkhan-Uul Province an institutional support and capaci-
ty building to set up the Centre of Good Governance, in collaboration with the
Darkhan Branch of the Mongolian University of Life Sciences with strategic
support from MDBs, European Institutions representing democracy and gover-
nance, intergovernmental organization and mission-driven consulting organi-
zations.
How Darkhan City, Potential Role Model for Cities in Achieving SDG
Goals in Mongolia
Today, 55% of the world’s population lives in cities. This is expected to rise to
70% by 2050, making urbanization one of the most significant trends of the
21st century. Though, the megatrends in urbanization have made cities to
Darkhan City Forum:
The forum will provide a window of opportunity for civil society organi-
zations and other urban governance stakeholders to act and cooper-
ate with Darkhan-Uul Province Municipality to deliver human rights,
the rule of law, accountability, democracy, peace and stability in the
city, and other sums.
The Darkhan City Forum will act as State Strategic Think Tank for
Darkhan-Uul Province in devising and implementing policies and
programs that meet citizens’ needs, including good governance,
humanitarian needs, reducing inequalities, realizing rights, and
delivering inclusive services towards fulfilling the central commitment
of the 2030 Agenda to Leaving No One Behind.

The Darkhan City Forum shall provide Darkhan-Uul Province Municipality a
forum to discuss policy, legislation, inclusive governance, planning, municipal
finance, and sustainable infrastructure development with citizens from Mongo-
lia and with international experts from Europe and Asia. The FRIENDSHIP
Project will provide DUPM with the necessary technical assistance in preparing
their own city and province-level Voluntary Local Reviews (VLR).
To mainstream, empower, and strengthen good governance for effective
local-level citizen-centric policies and projects to accelerate the SDG-aligned
sustainable urbanization and local economic development within the spirit of
Leaving No One Behind with Equality and Non-Discrimination at the Heart of
Sustainable Cities Development.

To scale up and expand institutional capacities and operational excel-
lence of Darkhan-Uul Province municipality in performing their obliga-
tions towards citizens’ services by considering the localization of SDGs
through technical services and capacity development program.
To initiates, establish, and catalyze driven research to measure and
judge the administration and service delivery capacity, gap analysis,
and mapping of policy, governance, and operational inefficiencies in
their work processes of citizen governance and identify best practices
from European Cities for policy and project cooperation.
To provide the information, and knowledge and create an information
system for urban governance stakeholders including elected represen-
tatives, administration, citizens, media, and academia; and works with
municipal leadership amongst its stakeholders to identify and address
inefficiencies in building their capacities to improve work processes in
urban governance.
To Strengthen and empower the capacity of Darkhan-Uul Province municipali-
ty to deliver their constitutional, legal, and institutional mandate to tackle pover-
ty through the application of SDGs goals and indicators in their provincial
policies and planning.
9. To provide enabling accountable governance support, review of
citizen charter for continual reform and transparency in the Citizens
Complaint Grievances Mechanism.
To provide a package of technical assistance through Darkhan City
Forum to province municipalities to produce annual white papers on
the performances of citizen service delivery topics with a focus on
development strategies, sub-program, and projects as stated in the
Darkhan-Uul Province mid-term development strategies.
To Introduce and institutionalize the Citizens’ Report Card (CRC) to
track the performances of elected representatives from each Bags
creating standardized matrixes or governance indicators to support
building the capacities of elected representatives, and executives and
coming up with governance issues highlight trends and gaps across
various issues concerning citizen’s lives in order to guide policy
recommendations.
To introduce the Urban Governance Index, a tool to measure the
extent of structural empowerment of the municipalities by the provin-
cial government, mapping with a focus on democratic governance and
accountability.

DCF will become the accelerator for the localization of the Sustainable Develop-
ment Goals (SDG) in the Darkhan-Uul province. To scale up the local CITIZENS’
involvement in the development of Darkhan in harmony with “Vision-2050”,
“Sustainable Development Goals-2030”, “Mongolian sustainable development
vision-2030”, and Darkhan-Uul province development policy planning documents.
Mongolian Sustainable Development Concept-2030 had been approved In Febru-
ary 2016 by the resolution of the Mongolian Parliament. The 4 groups and 44
goals of our country's SDG-2030 with 17 goals and 169 goals of the SDGs are
coordinated as follows.
In order to implement SDGs in Darkhan-Uul province, the FRIENDSHIP Project is
divided into 4 main areas: Society, Economy, Environment, and Governance. This
is to ensure the voice, contribution, and participation of citizens.

Find a Solution to the Problem
The problem will be discussed during the Darkhan City Forum formal forum, and the decision will be
accepted by the Convenor of the Darkhan City Forum and the Convener shall organize the prepartion
of an action plan to implement it.
The Convenor of the Darkhan City Forum will take part in the meeting and issue the final
solution to a countered problem based on the stakeholders’ opinions.
The Convenor of Darkhan City Forum can assign functions to relevant organizations on
issues that cannot be decided on his own and task professional organizations and working
groups to develop projects and programs.
The council’s working group will prepare a plan to implement the decision of the Darkhan
City forum, submit it to the relevant officials and make demands.
In accordance with the decisions issued, the Convenor of Darkhan City Forum will support
the presentation of projects, programs, and regulations developed by citizens, working
groups, and professional organizations to the Citizen’s representative Khural.

will monitor the implementation of the decision and present the progress report at the consultation meeting
of all members of the Darkhan City Forum.
Citizens’ Representative Khural of Darkhan-Uul Province – For issues that cannot be
resolved within the scope of the governor, the relevant working group will develop programs and
procedures and discuss and resolve them at the Citizens Representative Khural.
Governor of Darkhan-Uul Province – The convener of the Darkhan City Forum is responsible
for solving problems based on the opinions of stakeholders when participating in the formal
forum, and in matters that cannot be decided directly, assign to the relevant organizations, devel-
oping projects and programs, and monitoring their implementation. The Convener of the Darkhan
City Forum shall manage the activities of the coordination committee and represent it abroad and
domestically.

Citizens’ Chamber - One of the activities of the Darkhan Forum is an open discussion. "Citizens'
Chamber" shall be organized when necessary between the formal of the Darkhan City Forum.
Citizens Chamber is an open meeting where citizens can ask their questions and suggestions.
We will receive questions, complaints, and criticisms from the citizens over the phone, and the
Governor and local authorities will provide direct answers and information.
Interregional Darkhan-European Forum (IDEF) - discuss the projects and programs devel-
oped within the framework of the decisions of the Darkhan City Forum, support and cooperate in
the localization of best practices of European countries, attracting international investment and
funding.
Europe Darkhan Innovation, Entrepreneurship Hub (EU-DIEH) - will collaborate with financial
support by providing methodical and organizational support in tasks related to organizing the
Darkhan City Forum.

Development Agency - Non-vacant council under the Governor. The development agency will
define development policies and strategies to support the sustainable and innovative growth of
the region's society, economy, and environment, reduce poverty, and improve the quality of life
in the environment and recommend them to the governor and related departments.
Citizens’ Representative Khural - cooperate with citizens' complaints on their websites.
Governor’s Office - DUPM will cooperate with citizens' complaints in writing and online.
Bagh Public Meeting - Every citizen who has the right to vote, has the right to participate in the
Public Meeting of the Bagh, and the complaints and suggestions put forward by the citizens will
be submitted to the Darkhan City Forum. The Darkhan City Forum will discuss the issues to be
discussed by the Bagh Public Meeting and collect the complaints and suggestions of the citizens.
You can also vote in writing in the Darkhan City Forum complaints receiving box located in the
affiliated team centers.
35. SOLUTION AND RESULT
The participation of every citizen of Darkhan is important in creating a healthy system where problems are
diagnosed, everyone discusses them, comes up with solutions, and implements them responsibly.
The suggestion and decisions of the Forum shall be presented to the Interregional Darkhan European
Forum (IDEF), and the coordination committee, sectors, and EU-DIEH will be responsible for attracting
international investment and funding.
