appreciate good work, communicate, listen but apply ur mind

– IEC on Ethical Voting and Electoral laws: Alongside SVEEP to sweep away
corrupt practices and appeal to the moral sense of voters.
– The Penal aspects of the Law to be communicated to voters
Some Pointers Regarding Search & Seizure
• Domestic search should not normally be done without warrant, except when searching for liquor /
arms. Executive magistrate can issue warrant
• Cash can be seized if it is associated with propaganda material like posters / voter lists / voter
slips or there is prior information / complaint and the cash is not accounted for by any document
(please note that the wrong doers also know this and tend to create some kind of document with
large amounts of cash)
• Seizures above Rs. 10 lakhs to be handed over to IT authorities
• Normal timings of cash and liquor distribution are from 8pm to midnight and from 5am to 7am in
rural areas and 10pm to 2am & 6am to 8 am in urban areas. In rural areas normally its door to
door. In urban areas its normally at a local point.
• Be polite but firm in dealing with all MCC violations and Corrupt Practices. Do not abuse or strike
anyone. Women are not to be searched unless a female official is at hand.
• If wrong doers try to escape, try to note down vehicle number / identification marks, physical
description etc. Do not chase if you are out numbered. If following a vehicle which refuses to stop,
inform a check post / police station allowing for 5 minutes of response time
• Maintain key phone numbers in a ‘Group’ on your mobile to enable easy SMS to multiple
authorities
• Take Turns to cover maximum area and time. Probability is a team-mate in this game. Never split
up to less than 2 persons. Hunt in pairs or more.
• Recce, Stake-out , send in Scouts. Look for tell-tale signs, unusual behaviour, contradictory
excuses, excessively detailed volunteered information.
• Searching:
– Houses : Look in unusual places like toilet s, behind curtains, innocuous looking rooms, false ceilings, mattresses
– Vehicles : under the chassis, inside the stepney, bonnet, toolbox, under the sunshade, under other goods, shake
boxes / baskets to hear for material sounds,
– Person : Hidden pockets, Caps, under belts, socks
– Associated evidence for political connection: Posters, pamphlets, voter lists, screen savers on mobiles
