Setiap perusahaan jasa perencana konstruksi dan jasa pengawas konstruksi yang ingin mengajukan permohonan Sertifikasi dan Registrasi Badan Usaha baik untuk golongan Kecil, Menengah atau Besar harus memiliki tenaga ahli bersertifikat keahlian (SKA) sebagai persyaratan untuk dapat ditetapkan sebagai Penanggung Jawab Teknik (PJT) dan Penanggung Jawab Klasifikasi (PJK).
