6. ABSTRACT-
Thepresentstudyanalyzestheresidentialenergyefficiency(EE)policyoftheUKandChile,whichwereintroducedseveralyearsapart.ItattemptstoidentifypossiblecontributionsfromtheUKexperiencetotheChileanprocess.InitiallywediscussthehistoryoftheUKandtheChileanbuildingandenergyinstitutionalframework,policyandthebuildingregulationsregardingenergyefficiency.Thenextstepwastodevelopacomparativeanalysisoftheirpolicyandthefirstplanimplementedineachcountry.
TheanalysisresultsshowthatalthoughtheUKhistoricprocessoftheinstitutionalframeworkanditspolicyimplementationhasbeencomplex, thepolicystructureisclearedthantheChilean.Thelatterhassomemeasuresbutithaslacksaclearpolicytoorganizethosemeasuresaswellasprograms.Inaddition,theChileanresidentialenergyefficiencypolicyhasalackofincentivesformiddleclassandalsoforenergysupplierstoimplementenergyefficiencymeasuresinresidentialbuildings,tocontributewiththefulfilmentofthenationaltargets.Ontheotherhand,initiativesrelatedtoimplementrenewableenergyinresidentialbuildings,arenotmentionedintheChileanEEplan, althoughtherearesomeprogramsofsolarthermalenergyalreadyimplemented.
Finally,anewprogrammeisproposedandevaluated,tocommitenergysupplierstoimplementaneconomicalinstrumenttoencouragetheinstallationofenergyefficiencymeasuresinmiddle-classhomes. Thisprogrammeisspecificallyfocusingonimplementingsolarthermalenergyforhotwaterinresidentialbuildings.Thiscouldhaveapositiveimpactinthegasconsumptionreduction,since78%ofgasisimportedandthecurrentChileanenergyproblemistheenergydependenceorenergysecurity,andalsocouldcollaboratetoachievethenationalenergyreductiontarget.

11. 2009-2012E2 Arquitectura e Ingeniería (Chile)
Founding partner and project manager, developed services to architectural firms and real state of residential, offices, industry and public buildings.
•Undertook environmental modelling analysis for new and existing buildings and wrote reports to show the thermal, energy and daylight performance of the buildings as:
-More than 10,000 m2 of offices and Industry. -More than 3,000 m2 of private housing. -More than 4,000 m2 of public buildings and cultural buildings.
•Developed Public Policy Consulting, in educational infrastructure to the Ministry of Education of Chile (2010). Advising the client with the international environmental standards in this area.
•Advising public and private clients on policy and environmental standards and solar passive design.
•Carried out Thermal Solar Energy projects and installations for Housing, as:
-More than 800 private housing units.(Real Estate).
-More than 100 social housing units.
