IPS）[1]是⼀一個網路路通訊模型，以及⼀一整個網路路傳輸協定家族，為
網際網路路的基礎通訊架構。它常被通稱為TCP/IP協定套組（英語：
TCP/IP Protocol Suite，或TCP/IP Protocols），簡稱TCP/IP[2]。
因為該協定家族的兩兩個核⼼心協定：TCP（傳輸控制協定）和IP（網
際網路路協定），為該家族中最早通過的標準[3]。由於在網路路通訊協
定普遍採⽤用分層的結構，當多個層次的協定共同⼯工作時，類似電腦
科學中的堆疊，因此⼜又被稱為TCP/IP協定疊（英語：TCP/IP
Protocol Stack）[4][5] 。這些協定最早發源於美國國防部（縮寫為
DoD）的ARPA網專案，因此也被稱作DoD模型（DoD Model）

網路路主權是⼀一種認為在虛擬的國際網路路上實際存在著領
⼟土主權與國家法治的觀點與主張，因⽽而主張「⼀一個國家的網
路路系統，政府有管理理的權利利、也應該被政府所管控，不容外
國⼲干涉與入侵」，與全球資訊網的觀念念相對，也是反全球化
的體現之⼀一。

「網路路主權」或「網路路空間主權」原本屬於中華⼈人⺠民共和國
的特有詞彙，中國共產黨⾃自中華⼈人⺠民共和國在以習近平為總
書記的領導集體上台執政後，試圖將其逐步推廣⾄至世界各地。
早期中華⼈人⺠民共和國中已經有類似的概念念存在，但⾃自此才正
式於世界網際網路路⼤大會中提出明確界定，包含網路路商業安

| 網路路外交法
1. 2011年年美國發布了了關於《網路路空間的國際政策》。
2. 由聯聯合國⼤大會所成立之 UN GGE 聯聯合國政府專家⼩小組，在2011年年後屢屢次召
集各國在通訊、國際安全有關之專家，對於網路路空間的治理理，每年年形成⼀一
份所謂的《共識報告 (consensus report)》。
3. 2015年年的上海海合作組織 (SCO)，中國與中亞各國在會後聯聯合發表聲明，認知
到主權在資訊和通訊科技主張邊界官制，以確保國家安全之利利益。
4. 2015年年 UN GGE 的《共識報告》的結論之⼀一為：中美雙⽅方同意，主權在網
路路的⾏行行為慣例例能⼤大幅度降低國際和平、安全和穩地的風險。
5. 2015年年 UN GGE 的《共識報告》的結論之⼀一為：中美雙⽅方不會⽀支持以網路路
所發起之智財侵權⾏行行為，例例如竊取營業機密，為商業公司提供基於以上理理
由之不公平資助。
6. 2015年年G20領袖會議認可，國際法適⽤用於網路路空間，各會員國應避免國家資
助透過網路路之商業權利利侵害⾏行行為。
7. 2016年年美國國務院修訂《網路路空間的國際政策》，表⽰示在可⾒見見的未來來國務院
將更更為注重網路路空間之外交投資。
8. 2016年年，美國商務部之「國家網路路安全促進委員會」成立，建立美國總統應
指派網路路安全 (cyber diplomacy) ⼤大使，作為美國在國際安全領域的對話、
標準談判和最佳做為之代表⼈人。
