2. UGC (UNIVERSITY GRANT COMMISSION):
The UGC is a statutory organization established by an act of
parliament in 1956.
This is the national body for the coordination , determination
and the maintenance of standards of university education.
UGC serves as a vital link between the union and state
governments and the institutions of higher learning.
Provides grants to the university and colleges.
UGC also advice union and state governments on the
measures necessary for the improvement of university
education.
It also forms regulation such as those on the minimum
standards of instruction and qualification of teachers on the
advice of subject specialist and academician with whom it
frequently interact in connection with the formulation,
evaluation and monitoring of the programs.

Section 12 of the UGC act provided that the commission shall , in
consultation with university concerned, take all such steps as it
may think fit for the promotion and co-ordination of the university
education and for the maintenance of the standards in teaching,
examinations and research.
Schemes are implemented by the commission for promoting
excellence and in enhancing standards of the institutions of
higher learning.
The commission being an apex body in maintaining higher
education in the country, has also played a major role in
promoting library and information services in these university and
colleges.
It has also established and constituted a number of library and
information centre and committee to provide quality education
and in the field of library and information servies.
4. ACTIVITIES OF UGC
Financial assistance to university and college libraries.
Curriculum development committee(CDC) on the library
and information science.
Establishment of National information centre.
Establishment of INFLIBNET.
Modernization of University library.
National review committee on university and college
libraries.
5. FINANCIAL ASSISTANCE TO UNIVERSITY AND
COLLEGE LIBRARIES.
Financial assistance is given to university and colleges
including the central universities, state universities,
deemed universities, government and affiliated colleges,
which receives grant from building up libraries so as to
meet demands of the students, teachers and research
scholars. The commission provide substantial grants for
he acquisition of the books and journals.
For infrastructural facility like building and furniture's,
grants are given in every five year plan period.
It also introduces a scheme of “book-bank” in colleges
and university by providing “grants to acquire multiple
copies of costly textbook recommended in all discipline.

Objective of this was to provide textbook to poor's,
needy and deserving students for home study on
long term basis on minimal charges.
This scheme is no longer in operation by UGC
support.
7. CURRICULUM DEVELOPMENT COMMITTEE
(CDC) ON LIS:
UGC constituted CDC on LIS in 1990 to restructure
the course of studies. The committee in its
recommendation framed, guidelines for LIS school,
covering admission policy, student and faculty
strength, instructional methodology, teaching aids,
application of information technology etc.
It also constituted a committee called UGC panel in
library and information science to suggest the
change to be brought in the education and the
training of library and information science course.
8. ESTABLISHMENT OF NATIONAL INFORMATION
CENTRE:
The objective of establishing national information centre in
specialized area is to provide improved access to information
and to provide bibliographic support to teachers and research
scholars in their respective field.
Three such centre's have been established and they develop
computer database to render reference and information
services, documentation service and current awareness
service(CAS).
These three centre's are:-
National centre for science information, Indian institute of
science, Bangalore. (Physics, applied and natural science).
Maharaja Sayaji Rao university, Baroda. (Social science and
humanities).
SNDT women university Mumbai.(Social science and
humanities).
9. ESTABLISHMENT OF INFLIBNET
The UGC establishment of information and library
network (INFLIBNET) with the headquarters at
Ahmadabad as a project of inter university centre for
astronomy and astrophysics(IUCA) Pune in April 1991.
INFLIBNET program aims at the establishment of
national network of library and information centre in
institute of higher learning including universities,
colleges, R&D institutions and national organization like-
CSIR- Council for scientific and industrial research.
ICMR- Indian council of medical research.
ICSSR- Indian council of social science research.
ICAR- Indian council of agricultural research.
DOE- Department of energy.

INFLIBNET is a computer communication network of
library and bibliographical information centre. It is a
cooperative network program for sharing and
optimization of resources, facility and services of library
and information centre.
Provide access to information to students and
researchers in rendering various information and
documentation service such as
Catalogue based services.
Data services.
Document delivery services.
Collection development.
Communication based services.
11. MODERNIZATION OF UNIVERSITY LIBRARY
Recent advancement in ICT and its utility have
forced the university library to computerize their
services and connecting themselves to various
network program like INFLIBNET so as to provide
fast, reliable computerized information services to
its users.
UGC provided special financial assistance to
central university libraries (2 crore) and state
university library (50 lacs) respectively for updating
their library services.
The main objective was to computerize the library
activities and connect them to INFLIBNET
programs.
The utilization of the fund provided for the purpose
to meet the following expanses.
12. NATIONAL REVIEW COMMITTEE ON UNIVERSITY AND
COLLEGE LIBRARY
The purpose of constituting such a committee is to
review the utilization of grant to central universities and
some state university libraries of 2 crore and 50 lacs
respectively.
Secondly to prepare a status report of university and
college library in India.
Thirdly to prepare a strategy plan/ guidelines for the
future for smooth functioning of these universities and
college libraries.
13. UTILIZATION OF FUND
Purchase of computer system, monitor, printer,
software's etc.
Furniture and electrical fittings and air- conditioning.
Telephone lines and connection to nearest
communication mode.
Appointment of information scientist.
Support for data entry work.
Purchase of books, journals and their processing.
Data entry conversion.
Staff training.
