11. CSA Oceans: General objective
CSA Oceans aims to reduce the time for the Joint Programming
Initiative on Healthy and Productive Seas and Oceans (JPI
Oceans) to move to the operational phase by:
- Supporting the governance structures in its work to establish JPI
Oceans;
- Proposing procedures and tools for cooperation
- Facilitating the development of a Strategic Research and
Innovation Agenda

14. WP6 “Mapping and gap analysis of ocean observation, research
infrastructures, capacity building”:
draft optional solutions to overcome some of the major gaps &
needs related to MRI, observations/data collection, human
resources and capacity building
- Identify Infrastructures that requires concerted efforts and
commitment of member states
- Analyze technological and other barriers for maintaining,
developing and sustaining a long-term EU oceans observing system
- Analyze gaps and overlaps in data collection and obstacles for
accessing to data and infrastructures at large for public and private
purposes
- Develop a human capacity building scenario for marine and
maritime activities, including initiatives and unbalances among the
regions

15. Identifying gaps and needs: building on existing knowledge
Many EU projects aiming at developing new MRI, coordinating existing MRI
and data management at EU level were launched in 2007-2013: ASSEMBLE,
EMBRC, EUROFLEETS, MESOAQUA, AQUAEXCEL, MARINET, EURO-ARGO,
EMSO, SEADATANET, JERICO, EuroSites, MyOcean, EMODNET, etc….
SEASERA: updated overview of MRI to foster a coherent articulation,
consistent scientific coverage in order to plan their evolution and long term
stabilisation.
MRI Expert Group (European Commission): analyse the gaps and needs at
European level in the field of marine research infrastructures for ocean
observation
> CSA OCEANS WP6 will follow up on what has been done by
SEASERA and other projects or expert group in order to
identify specific needs and gaps that require concerted efforts
and commitment of member states.

16. WP3 “Mapping and analysis of scientific needs, gaps and overlaps”
(leaded by MINECO) :
Main aim: to identify gaps and needs that must be addressed to
tackle the grand challenges related to our seas and oceans to
achieve the objectives of JPI Oceans to feed the SRIA.
•Update and complete the current mapping on marine research
funds, programmes and strategies (bulding on ERANETs)
•Develop a repository of relevant research organisations, platforms
and projects to provide a basis to asses the current landscape at EU
and national level.
•Conduct an analysis of marine research needs and gaps and
define priorities to support the further
development and implementation of the JPI Oceans – long term
sustained mapping.
