The Zubin Mahtani Gidumal Foundation (also known as The Zubin Foundation (TZF)) is a non-profit
social policy think tank in Hong Kong. We focus on social issues in Hong Kong including patient care,
racial integration, and education of non-Chinese speaking children with special education needs (SEN).

BY THE ZUBIN FOUNDATION
It gives me great pleasure to launch Race for Opportunity: Diversity List, 2016.
Race for Opportunity: Diversity List is a list of Hong Kong’s most talented ethnic
minorities, developed by The Zubin Foundation, in partnership with Spencer Stuart
Hong Kong. These 16 impressive individuals are qualified to serve on Hong Kong’s
government advisory bodies. Each one of these individuals has
significant experience in their line of work and has demonstrated a commitment to Hong Kong. Each of
them has a unique perspective and set of skills and our hope at The Zubin Foundation is that they will be
considered for appointments to government advisory bodies.
Although Race for Opportunity: Diversity List was developed specifically with Hong Kong SAR government
advisory bodies in mind, it will be of use to any private company or non-profit organisation that values
diversity and seeks talented Hong Kong people to lead on their boards.
What has been most satisfying to me is that, in addition to identifying talented individuals for
representation on leadership committees, we have also identified role models for our youth. With one third
of ethnic minority children living in poverty and a high percentage of then ending up in elementary work,
what has been lacking in Hong Kong’s strategy to tackle these issues is both inclusion of the ethnic minority
voice and inspiration that comes when our youth can aspire to succeed. Race for Opportunity: Diversity List
provides a tangible way for us to address both inclusion and inspiration.

On behalf of my firm Spencer Stuart, I wanted to thank The Zubin Foundation
for inviting us to partner in this worthy cause, and I hereby extend my warmest
congratulations to the candidates on the Race for Opportunity: Diversity List.
Along with the base criteria set for the selection of the Race for Opportunity:
Diversity List which include: significant experience in the candidate’s professions, a strong commitment to
serving Hong Kong, and the endeavour to make time and effort if they are appointed on government
committees, we also evaluated them based on the key attributes we use for board candidates. These
include: an intellectual approach, independent-mindedness, integrity, interpersonal skills, and an inclination
to engage.
The primary goal of Race for Opportunity: Diversity List was for the HKSAR government committees. It has
been a humbling experience to study the self-nomination forms and conduct the interviews, during which
we met this group of hardworking, talented, dedicated and passionate people who regard Hong Kong as
home, many of whom have endured adversity as minorities but persevered, who have gone on to make
significant contributions to the professions and communities they serve in. This is a group of people who
exemplify as inspirations and role models, not only to the ethnic minorities groups they represent, but
also the general population of Hong Kong. As such, we firmly believe the list can be hugely beneficial for
non-profit and businesses alike, to the wide range of individuals, institutions and organisations for which a
better and bright future of Hong Kong is a shared goal.
We at Spencer Stuart hold this close to heart, in our mission and daily practice, to help the public, private
and non-profit sectors in identifying and nurturing the best of leaders and talents, across the diverse
communities in Hong Kong. This partnership we have with the Zubin Foundation is an example of that, and
we are grateful for the support this initiative has received. We hope the message from this initiative can

METHODOLOGYINTRODUCTION
Many of Hong Kong’s ethnic minorities are well educated professionals in their field of work. Many of them
have been calling Hong Kong home for generations and self-define as a “Hong Kong person”. Hong Kong’s
ethnic minorities have played a significant role in Hong Kong’s history in the founding of HSBC, the establish-
ment of the Star Ferry, The University of Hong Kong and the Ruttonjee Hospital, to name but a few
examples. Representatives from ethnic minority communities are leaders in business, finance, trade,
academia and the various professions in Hong Kong – and yet, their representation in the Hong Kong SAR
government (HKSARG) advisory bodies is low.
In April 2015, the Zubin Foundation looked at the ethnic composition of the members of 100 government
advisory bodies composed of committees, boards, panels and councils. There were 1,454 appointees on
these advisory bodies and some of them, at the time, were serving in more than one advisory body. Only
1.9% of these positions were held by ethnic minorities, of which 79% were “White”. We concluded that
clearly more work was needed to improve the representation of ethnic minorities in Hong Kong-
particularly those from the Indian, Pakistani, Nepalese, Filipino, Thai and Indonesian communities. This
was the beginning of the Race for Opportunity: Diversity List.
Furthermore, ”The Status of Ethnic Minorities in Hong Kong, 1997 to 2014”¹, produced in September 2015
by The Zubin Foundation with The Centre for Comparative and Public Law, found that the status of ethnic
minorities was generally poor. For some ethnicities in particular, the high secondary school dropout rate,
the significantly high percentage who end up in elementary positions, and the rising crime rate is alarming.
Clearly the great intentions by the government and many non-profit organisations to assist ethnic minorities
have not yet produced positive results.
Common sense and research tells us that in order to improve the lives of ethnic minorities, it is important to
substantively engage them in decisions that affect them. It is also important to give the youth in these
communities’ role models to aspire to. Race for Opportunity: Diversity List does exactly this - it is a list of
ethnic minorities who can help navigate Hong Kong’s future on various government committees and it is
also a list of role models.
In addition to Race for Opportunity: Diversity List, this year we have also produced a Special Mention List of
individuals who did not meet the criteria to be included in the Race for Opportunity: Diversity List but who
are nevertheless outstanding in their particular field. This list is a useful resource for organisations and
government advisory bodies that want to understand a specific area in greater depth.
CRITERIA
The Zubin Foundation set forth criteria for individuals in the self-nomination process. Nominees were asked
to meet the following criteria before nominating themself:
•	 Be over the age of 18 and a permanent resident of Hong Kong
•	 Be ethnically: Indian, Pakistani, Nepalese, Filipino, Thai, or Indonesian.
•	 Have significant experience in his/her area of work
•	 Have achieved a certain standing in his/her profession
•	 Committed to serving Hong Kong
•	 Will dedicate the time required to serve on an advisory body including both meeting and preparation
time

DIVERSITY OF NOMINEES
The Race for Opportunity: Diversity List process was self-nomination. Candidates completed an online self-
nomination form which opened on 17 July 2015 and closed on 11 December 2015. The self-nomination
process yielded 62 nominees. The ethnicity, gender and duration of years in Hong Kong of the nominees is

Professional Experience:
Dr. Theresa Cunanan joined the College of International Education
(CIE) in 2001 and earned the rank of Senior Lecturer in 2013. CIE is
part of the School of Continuing Education at Hong Kong Baptist
University. Prior to working at HKBU, she taught English Literature
and English at Diocesan Girls’ School for 10 years, mainly preparing
students to sit for the Hong Kong Advanced Level Examination and
the Hong Kong Certificate Examination. In 2012 she received her
PhD in Education from the University of East Anglia with a research
focus on the study of education for ethnic minorities in Hong Kong.
Voluntary Contribution to Hong Kong:
In 2015, Dr Cunanan was invited to join the Committee on the
Promotion of Racial Harmony with the Home Affairs Bureau as a
non-official Committee member.
She was invited as guest speaker to Uniquely Me in 2013 and
again in 2015 as part of the International Day for the Elimination
of Racial Discrimination organized by the Equal Opportunities
Commission. In 2014 she was a guest speaker at the We as One
event organized by the Kely Support Group, Hong Kong.
In 2014, she was a volunteer ambassador for Aide et Action
International Cambodia Program to Educate, Empower, Enable
Changing the World through Education
She has given radio Interviews on various topics such as racial
discrimination, education opportunities for Non-Chinese
students on DBC Radio 5, as well as on personal narratives, as
part of an Equal Opportunities Commission Diversity Project in
2015 in collaboration with RTHK Radio 2.

Regional Tax Leader for GE Capital & General Electric where she

Professional Experience:
Mr. Vijay Harilela is a qualified Solicitor in Hong Kong, England and
Wales. He is currently a Consultant and Alternate Director at
Harilela Hotels Limited/Ashoka Investments Limited, a part of the
Harilela Family Group of companies. He advises and consults on
investment opportunities and strategies and is general legal
counsel on corporate matters. Prior to this, he was a Solicitor at
Victor Chu & Co (Solicitors) specialising in corporate and
commercial and employment laws.
He completed his Masters in Business Administration from

Mr. Alok Jain is the Deputy Operations Director of The Kowloon
Motor Bus Co. (1933) Ltd (“KMB”). Prior to joining KMB in 2013, Mr. Jain
worked as a director of MVA Asia Ltd. and Trans-consult Asia Ltd. and
led the design and planning of a number of large-scale transport
infrastructure projects in the Middle East and South Asia. Prior to that,
Mr. Jain worked for MTR Corporation / KCR Corporation, Hong Kong
for 12 years holding various senior positions.
Mr. Jain played an active role in a number of other business
organisations. With several publications to his credit, including a
contribution to a book on best practices in railways operations and
management, he is a regular speaker at conferences and universities.
Mr. Jain is a Civil Engineer with postgraduate qualification in
Transportation Engineering and further education in Business

Professional Experience:
Dr Hanif Kanji is the CEO of Sinophi Healthcare, a company
founded in 2004 which invests in and manages hospitals in China.
Sinophi is also bringing the next generation of cost-effective proton
treatment systems for radiotherapy for cancer to China and SE Asia
using technology derived from CERN. In late 2014, Hanif led the
financing of a landmark deal in China which entailed the
privatisation and acquisition of a 1,100 bed hospital in a RMB 800m
(HK$1bn) transaction.
Dr. Kanji qualified as a doctor and has 11 years experience in bank-
ing with leading financial institutions including Prudential-Bache
in London and New York, and Société Générale in Paris and Hong
Kong. Hanif returned to healthcare in 2000 in a turnaround role as
COO for EHealthCareAsia Ltd., a HK-listed company, where he led
the development of an innovative medical claims processing and
clinic management software, its subsequent implementation into
Hong Kong’s largest physician group of 700 doctors, and turned
the company from loss to profit in nine months. Dr. Kanji has had
numerous speaking engagements at international healthcare con-
ferences.
He graduated in medicine from Cambridge University and received
his MBA from The Wharton School, USA.
Voluntary Contribution to Hong Kong:
Co-Chair – Insurance and Healthcare Committee, American
Chamber of Commerce in Hong Kong.

Race for Opportunity: Diversity List 2016 started as an initiative of The Zubin Foundation and quickly gained
the support of various ethnic minorities. This has demonstrated the desire of Hong Kong’s minorities to play
their part in making Hong Kong stronger and better.
At The Zubin Foundation, our commitment remains to strengthen the voice of ethnic minorities in Hong
Kong with the objective of developing racial inclusion. We are delighted to announce that Race for
Opportunity: Diversity List 2017 will begin to solicit nominations from 1 September 2016 until 31 December
2016. We hope that you will help us spread the word.
In line with the need to create a Hong Kong that is inclusive to different races, we believe that the term
“ethnic minority” may be in need of reform. It appears from our work at The Zubin Foundation that ethnic
minorities themselves do not associate with this term. As such, in 2016/2017 our aim is to engage in a
community-wide project of non-Chinese in Hong Kong, including our youth, on the subject of identity. We
are keen to understand how such individuals self-define and will take our findings to government and poli-
cy makers for review and deliberation.
Furthermore, in 2017 we will begin our work on ethnic minority women and girls. The education of ethnic
minority girls is shockingly low compared to their Hong Kong Chinese counterparts and domestic violence
amongst our women is significantly high. There is clearly much work that needs to be done in these
communities to both educate and empower women and girls. We are in the process of developing our
strategy to best address these issues.

Race for Opportunity: Diversity List is a list of Hong Kong’s most talented ethnic minorities, developed by The Zubin Foundation, in partnership with Spencer Stuart Hong Kong. These 16 impressive individuals are qualified to serve on Hong Kong’s government advisory bodies. Each one of these individuals has significant experience in their line of work and has demonstrated a commitment to Hong Kong. Each of them has a unique perspective and set of skills and our hope at The Zubin Foundation is that they will be considered for appointments to government advisory bodies. Although Race for Opportunity: Diversity List was developed specifically with Hong Kong SAR government advisory bodies in mind, it will be of use to any private company or non-profit organisation that values diversity and seeks talented Hong Kong people to lead on their boards. What has been most satisfying to me is that, in addition to identifying talented individuals for representation on leadership committees, we have also identified role models for our youth. With one third of ethnic minority children living in poverty and a high percentage of then ending up in elementary work, what has been lacking in Hong Kong’s strategy to tackle these issues is both inclusion of the ethnic minority voice and inspiration that comes when our youth can aspire to succeed. Race for Opportunity: Diversity List provides a tangible way for us to address both inclusion and inspiration. This project would not have been possible without the contribution of Town House, our sponsor, and our contributors; Caravel Group, Ovolo Hotels and The India Association Hong Kong. Along with the base criteria set for the selection of the Race for Opportunity: Diversity List which include: significant experience in the candidate’s professions, a strong commitment to serving Hong Kong, and the endeavour to make time and effort if they are appointed on government committees, we also evaluated them based on the key attributes we use for board candidates. These include: an intellectual approach, independent-mindedness, integrity, interpersonal skills, and an inclination to engage. The primary goal of Race for Opportunity: Diversity List was for the HKSAR government committees. It has been a humbling experience to study the self-nomination forms and conduct the interviews, during which we met this group of hardworking, talented, dedicated and passionate people who regard Hong Kong as home, many of whom have endured adversity as minorities but persevered, who have gone on to make significant contributions to the professions and communities they serve in. This is a group of people who exemplify as inspirations and role models, not only to the ethnic minorities groups they represent, but also the general population of Hong Kong. As such, we firmly believe the list can be hugely beneficial for non-profit and businesses alike, to the wide range of individuals, institutions and organisations for which a better and bright future of Hong Kong is a shared goal. Race for pportunity DIVERSITY LIST Race for pportunity DIVERSITY LIST www.zubinfoundation.org www.zubinfoundation.org4 5 METHODOLOGYINTRODUCTION Many of Hong Kong’s ethnic minorities are well educated professionals in their field of work. Many of them have been calling Hong Kong home for generations and self-define as a “Hong Kong person”. Hong Kong’s ethnic minorities have played a significant role in Hong Kong’s history in the founding of HSBC, the establish- ment of the Star Ferry, The University of Hong Kong and the Ruttonjee Hospital, to name but a few examples. Representatives from ethnic minority communities are leaders in business, finance, trade, academia and the various professions in Hong Kong – and yet, their representation in the Hong Kong SAR government (HKSARG) advisory bodies is low. In April 2015, the Zubin Foundation looked at the ethnic composition of the members of 100 government advisory bodies composed of committees, boards, panels and councils. There were 1,454 appointees on these advisory bodies and some of them, at the time, were serving in more than one advisory body. Only 1.9% of these positions were held by ethnic minorities, of which 79% were “White”. We concluded that clearly more work was needed to improve the representation of ethnic minorities in Hong Kong- particularly those from the Indian, Pakistani, Nepalese, Filipino, Thai and Indonesian communities. This was the beginning of the Race for Opportunity: Diversity List. Furthermore, ”The Status of Ethnic Minorities in Hong Kong, 1997 to 2014”¹, produced in September 2015 by The Zubin Foundation with The Centre for Comparative and Public Law, found that the status of ethnic minorities was generally poor. For some ethnicities in particular, the high secondary school dropout rate, the significantly high percentage who end up in elementary positions, and the rising crime rate is alarming. Clearly the great intentions by the government and many non-profit organisations to assist ethnic minorities have not yet produced positive results. Common sense and research tells us that in order to improve the lives of ethnic minorities, it is important to substantively engage them in decisions that affect them. It is also important to give the youth in these communities’ role models to aspire to. Race for Opportunity: Diversity List does exactly this - it is a list of ethnic minorities who can help navigate Hong Kong’s future on various government committees and it is also a list of role models. In addition to Race for Opportunity: Diversity List, this year we have also produced a Special Mention List of individuals who did not meet the criteria to be included in the Race for Opportunity: Diversity List but who are nevertheless outstanding in their particular field. This list is a useful resource for organisations and government advisory bodies that want to understand a specific area in greater depth. CRITERIA The Zubin Foundation set forth criteria for individuals in the self-nomination process. In late 2014, Hanif led the financing of a landmark deal in China which entailed the privatisation and acquisition of a 1,100 bed hospital in a RMB 800m (HK$1bn) transaction. Dr. Kanji qualified as a doctor and has 11 years experience in bank- ing with leading financial institutions including Prudential-Bache in London and New York, and Société Générale in Paris and Hong Kong. Hanif returned to healthcare in 2000 in a turnaround role as COO for EHealthCareAsia Ltd., a HK-listed company, where he led the development of an innovative medical claims processing and clinic management software, its subsequent implementation into Hong Kong’s largest physician group of 700 doctors, and turned the company from loss to profit in nine months. NEXT STEPS Race for Opportunity: Diversity List 2016 started as an initiative of The Zubin Foundation and quickly gained the support of various ethnic minorities. This has demonstrated the desire of Hong Kong’s minorities to play their part in making Hong Kong stronger and better. At The Zubin Foundation, our commitment remains to strengthen the voice of ethnic minorities in Hong Kong with the objective of developing racial inclusion. We are delighted to announce that Race for Opportunity: Diversity List 2017 will begin to solicit nominations from 1 September 2016 until 31 December 2016. We hope that you will help us spread the word. In line with the need to create a Hong Kong that is inclusive to different races, we believe that the term “ethnic minority” may be in need of reform. It appears from our work at The Zubin Foundation that ethnic minorities themselves do not associate with this term. As such, in 2016/2017 our aim is to engage in a community-wide project of non-Chinese in Hong Kong, including our youth, on the subject of identity. We are keen to understand how such individuals self-define and will take our findings to government and poli- cy makers for review and deliberation. Furthermore, in 2017 we will begin our work on ethnic minority women and girls. The education of ethnic minority girls is shockingly low compared to their Hong Kong Chinese counterparts and domestic violence amongst our women is significantly high. There is clearly much work that needs to be done in these communities to both educate and empower women and girls. We are in the process of developing our strategy to best address these issues.
