1. Major Street Vehicular Volume: 300 per hour for 8 hours, and
2. Minor Street Vehicular, Ped, Bike Volume:200 per hour for 8
hours
3. If 85th-percentile speed on Major Street exceeds 40 mph, then
70% of volume requirement (210 major street, 140 minor street)
4. No signal criterion is met, but all are satisfied at 80% (4
collisions, 240 major street, 160 minor street)
C. Other Criterion
1. Control Left-turns
2. Control vehicle/pedestrian conflicts in high pedestrian area
3. Locations where road user, after stopping, cannot see conflicting
traffic and is not able to negotiate the intersection unless
