• Paris Summit in July 2008,
- Declaration of the establishment of UfM
- 6 areas of cooperation
• MSP goal is 20 GW from RE by 2020.
• Challenges Face MSP
Sustaining reliable and affordable energy supplies for both Mediterranean Sides.
Climate change abatement is a joint responsibility.
Huge investments over the medium and long terms are substantial.
Sincere efforts to develop the Southern Mediterranean in terms of economic
reforms, social development, advanced technologies and R&D environment are
required.
Keeping up the current momentum to realize the goals.
4. Events relevant to MSP
• An informal meeting of Paris in August 2008,
• The Expert Workshop of Berlin in Oct. 2008,
- Issues of RE technologies and economics,
- Phases of the MSP
• Infrastructure Workshop of Paris on Nov. 21st, to:
discuss upgrading the grid infrastructure in terms of: technologies and cost
effectiveness.
• The Conference on MSP of Paris on Nov. 22nd, 2008, to:
assess level of the interest of the financial institutions to participate in developing
the MSP initiative.
• The informal Meeting of Brussels in May 2009, were:
a draft Strategy Paper and a Working Paper of Guidelines for Coordination of Efforts
were developed to be subject for the comments from the participants of the
UfM.
5. EU funded study
• In Jan., EU has assigned 2 consultants to conduct a study titled
"Identification of the MSP".
- The duration of the study is about 6 month.
- The outcome of the study is: a report contains a
comprehensive analysis with clear and justified
recommendations for the implementation of MSP.
• The preliminary findings of the study were presented in the Med-
EMIP meeting of Brussels, in May 2009.
6. Cont.
– On Feb. 13th, A Round Table Discussion on the MSP was held
in the EC premises in Brussels.
– Some MENA countries attended, but not all the representatives
of the working group were there.
– In April, WB lunched a concept note on "Solar Power Scale up
Initiative", based on availing $ 750 million by CTF for Solar
power projects in the MENA region.
7. Alex. Meeting
• On April 30th, the International Informal Meeting on Financing
Infrastructure in the Euro-Med Region was held in Alexandria
• The main outcomes of the Meeting were:
- WB avails $ 750 mio. from CTF to finance MSP.
- GEF announced its readiness to contribute with $ 50 mio.
- The following institutions will avail finance as follows :
AFD: 1 bio. Euro/year over the coming 5 years.
KfW: 4.4 bio. Euro for energy and water sectors.
EC Projects Directorate Aid: 1 bio. Euro for infrastructure.
EIB: 7.5 bio. Euro for the period 2009-2013.
Others expressed the interest to be associated with UfM projects.
- Establishment of INFRAMED-Fund
8. INFRAMED-Fund
• INFRAMED – Fund represents a regional framework for PPP that
would help Governments and Companies to develop the region
infrastructure
• INFRAMED equity capital is about 400 mio. Euro, which is
committed by:
- Caisse des depots (France )
- Cassa depositie prestiti (Italy)
- EFG Hermes (Egypt )
- Caisse de Depote et de la Gestion (Morocco)
• It is planned to increase its capital up to 1 Billion Euro, to be a
landmark facility for financing the new urban, energy and transport
infrastructure in the Southern and Eastern Mediterranean.
• Many other Gulf Funds (from KSA, Kuwait, Qatar, etc.) expressed
their interest to join such fund.
9. Brussels Meeting
• On May 4th, MED-EMIP Group / Setting Committee Meeting
was held in Brussels.
• EC announced the initiative of paving the way to the MSP in
purpose of leveling the ground to implement the MSP .
• On May 6th, an informal working group meeting was held and
hosted by the German Embassy in Brussels.
The main outcome of the meeting was drafts of :
– Strategy paper
– Guidelines for internal procedures for cooperation
– Concept note for procedures for appraisal of energy
production projects to be discussed.
11. Cairo Meeting
• On June 18th, MSP Working Group Meeting in Cairo.
• The main outcomes were the following proposals to be
presented to Ministerial Meeting of June 25th, in Paris:
– A Strategy Paper
– Guidelines for Coordination of Efforts Towards the
Development of the MSP.
