RCREEE will play the watch role for implementing and
evaluating the NEEAPs
•Tunisia workshop recommended “To request a regional
institution to monitor the qualitative progress and
quantitative impact of national energy efficiency action plans
(NEEAP) and to publish regularly an annual report about its
findings to be widely distributed and discussed through the
stakeholders’ networks”
•Resolution of the last EE workgroup and then the RE&EE
Experts Committee meeting that RCREEE will be this regional
institution

12. Objectives
• Developing evaluation methodology and finding criteria for the screening and the evaluation
of National Energy Efficiency Action Plans (NEEAP) and defining the content, structure and
format of the outcome and reports
• Creation and maintenance of a sustainable and well function network in which RCREEE is
institutionalized as the core-platform for the smooth exchange of communication in between
all national stakeholders (policy makers, private industry and civil society,,,etc), regarding the
Arab EE Guideline and NEEAPs.
• Screening (all NEEAPs) and in-depth evaluation (13 NEEAPs) and update of evaluation of
political and legislative measures, instruments in the field of energy efficiency within the
framework of the NEEAPs as prescribed in the Arab EE Guideline on the Promotion of End-
use Efficiency; Highlighting good practice examples

13. Objectives
• Experience and knowledge exchange (mutual learning process) as well as awareness raising
amongst policy makers, civil servants, scientists and stakeholder about the benefits, political
and legislative measures, instruments and activities in the field of energy efficiency and the
NEEAPs (e.g. within reference group meetings and national events)
• Writing a screening document, conducting an update of evaluation and a final report
• Producing a brochure on good practices of energy efficiency measures in the National Energy
Efficiency Actions Plans
• Awareness raising through disseminating of M&E mission findings:
• Supporting awareness raising on the energy efficiency through communication elements
(newsletter, press releases), expert articles and media campaigns
