Talk delivered at YOW! Developer Conferences in Melbourne, Brisbane and Sydney Australia on 1-9 December 2016. Abstract: Governments collect a lot of data. Data on air quality, toxic chemicals, laws and regulations, public health, and the census are intended to be widely distributed. Some data is not for public consumption. This talk focuses on open government data — the information that is meant to be made available for benefit of policy makers, researchers, scientists, industry, community organisers, journalists and members of civil society. We’ll cover the evolution of Linked Data, which is now being used by Google, Apple, IBM Watson, federal governments worldwide, non-profits including CSIRO and OpenPHACTS, and thousands of others worldwide. Next we’ll delve into the evolution of the U.S. Environmental Protection Agency’s Open Data service that we implemented using Linked Data and an Open Source Data Platform. Highlights include how we connected to hundreds of billions of open data facts in the world’s largest, open chemical molecules database PubChem and DBpedia. WHO SHOULD ATTEND Data scientists, software engineers, data analysts, DBAs, technical leaders and anyone interested in utilising linked data and open government data.

In recent years, link resolver technology has become integral to ensuring successful institutional access to electronic content. The corresponding take-up of OpenURL compliance among content providers in response has resulted in a global solution to the ‘appropriate copy’ problem. However, this solution is only effective if the knowledge base behind the link resolver is up to date, accurate and comprehensive and is a factor that is often overlooked in establishing OpenURL compliance. This presentation explores the importance of OpenURL and knowledge bases to the information community as a whole and provides an overview and update of the role that the KBART (Knowledge Bases and Related Tools) working group has to play in improving knowledge base metadata. KBART, a joint initiative between NISO and UKSG, is a working group comprised of stakeholders (libraries, content providers, and knowledgebase vendors) seeking to improve the metadata supply chain to the knowledgebases that OpenURL linker resolvers depend on. The aim of this work is improved quality and consistency of metadata that knowledgebases receive from content providers, ensuring a better experience for library patrons. The first set of recommendations was announced in January of this year. Since then several content providers and knowledgebase vendors have endorsed KBART guidelines. Learn about the experiences of content providers and linking vendors that have taken up KBART Phase 1 recommendations and the working group’s plans for next phase. Discover what libraries can do to improve the metadata exchange between content vendors and the knowledgebases they use.

For starters, the Ashford University Library is a digital Library. This means that resources you would find in a physical library such as books, magazines, journals, and multimedia have been converted into digital formats and stored in databases, allowing you to access them by going to our webpage on a computer. ------------------------------------- As you progress through your courses at Ashford, many of your assignments will require that you use scholarly resources. Scholarly resources include scholarly journals, certain books, and other publications. Scholarly journals are a collections of articles written by scholars or academics in a field of study, or by someone who has done research in a field. These articles report original research or experimentation to the rest of the scholarly community. Before publication, these articles and books go through a rigorous peer-review process, where other experts in the field review the material for authenticity and reliability. ------------------------------------- Resources that are not scholarly are often referred to as popular resources. Popular resources include things like magazines, newspapers, some websites, and professional blogs. They are usually written by journalists or other professional writers and cover topics of general interest intended to inform and entertain the public. They are reviewed by an editorial staff, usually for style and format. Often times, the information in popular sources is reliable, and can be valuable to your research. ------------------------------------- In the Ashford University Library, you will find these resources in databases. You may ask yourself, why do I need to search in databases when I can search on the internet? Search engines can be great for finding general information, but when you are conducting academic research, there are several reasons why searching in databases is a good choice. When you search for something on the internet, the results you see are usually based on popularity, rather than the quality of the information.
