Experienced Transport Planning professional and accredited PRINCE2/ APM Project Manger with established track
record in the development and application of large scale transport models to support the formulation and evaluation
of regional and sub-regional transportation policy, master planning of major mixed use developments and promotion
of large scale transport infrastructure in the UK. Solid technical base gained in leading engineering and
transportation consultancies working on both cross-cutting and parallel initiatives in excess of 3000 person days.
Proficient in all stages of the project management lifecycle, from establishing the business case and key benefits
through to project execution and closure. Expertise gained in a variety of project environments including corporate
change programmes. Resourceful and adaptable manager accomplished in requirements analysis, project planning,

Regional and Sub-Regional Transport Modelling
Developed and applied tiered and hierarchical four-stage forecasting models for Greater London, Central England,
the North West and North East regions and a national rail model for the Sea Containers corporation. Modelling
missions include project managing updates and enhancements to the Tyne & Wear 4-stage model and subsequent
development of a lower tier highway assignment component for the city of Sunderland, programme managing a
series of extensive updates to Transport for London’s strategic transport model, lead modeller for the West Midlands
Multi-Modal study, the largest of its kind in the UK, and use of the GNER national model to support successful
renewal of the rail franchise for intercity rail services between London and Scotland.

Master Planning and Development Planning
Promoted the use of rapid model development techniques to build sketch models (modelled in either proprietary GIS
or TransCAD) to support the early ‘optioneering’ stages for development master plans and infrastructure provision,
subsequently translating those into more detailed models to support the statutory planning processes (including
Examinations in Public and Public Inquiries). Examples include the use of GIS-based network and trip distribution
models to refine land use and transportation options for the Bahrain national planning framework, for initial
evaluation of BRT options for an urban extension west of Cambridge, to promote Major Development Areas at
Swindon, Andover and Uckfield, and to successfully overturn the Mayor of London’s objections to a proposed new
1.5m ft2 residential and office development in south London.
Urban Regeneration and Sustainable Travel
Provided expert modelling and accessibility planning services to a variety of clients promoting urban extensions,
regeneration and urban realm projects ranging from proposed remodelling of the road network adjacent to the
Houses of Parliament to successful procurement of Central Government funding for highway intersection
improvements to unlock a landmark brownfield site in the Home Counties. Involved in the early development of
TDM/ travel planning best practice in the UK. Member of the pioneering TravelWise policy and marketing team at
Hertfordshire County where led on development of the Council’s own travel plan and associated ‘greener’ working
initiatives, and worked with software developer Intrinsica to specify and trial first generation commercial journey
planning and car sharing software. Founding member of Vipre UK management team establishing first UK office,
providing marketing support to UK’s first Car Club initiative and designing and implementing numerous operational
travel plans for blue chip organizations including BAA, British Airways, Glaxo, Oracle and Astra Zeneca.

Transportation Policy
Strong background in the development of public sector transport planning policy. At Hertfordshire County prepared
evidence base for annual grant bids to Central Government and supported a range of sustainable travel initiatives
across the county. On secondment to the Chief Executive’s Office worked on several corporate efficiency review
programmes. At Oxfordshire successfully reigned in a failing programme to develop the County’s first Local Transport
Plan. Working with the Director of Environmental Services and lead councillor Lord Bradshaw re-engaged the
Government Office and partner authorities, produced a professionally published evidence base and secured a near
doubling of the County’s transport capital grant to $200m. In 2010, delivered the regional DaSTS study for the Milton
Keynes - Aylesbury Vale growth area working with key partners across the South East region to identify long-term
investment priorities needed to meet the Regional Development Agency’s ambitious economic and environmental
targets to 2030.
Transportation Surveys and Research
Specified, designed and analysed a wide range of survey instruments used in model development and market
research (e.g. household interview and telephone interview surveys, roadside interview and PT intercept surveys, SP
and RP experiments, focus groups) using a variety of data modelling techniques, including spatial statistics, to
integrate them and add value. Recent commissions include the use of geographically weighted regression to improve
calibration of car ownership and trip attraction models for London, use of sample enumeration techniques in
combination with a GIS-based gravity model to evaluate options for road user charging and the application of GIS to
the design of new ‘enclosures’ based sampling of trip OD movements in London.
