Initial approach from KCC Chief Executive in 2005
Vision for the future that service users would have all payments loaded onto a
card
Product being requested did not exist
RBS developed the Kent Card to meet this need and launched in 2006
A learning experience on both sides and true partnership working
Functionality has developed as we understand more about this usage
KCC has become a role model for other authorities
Personalisation legislation has made high on agenda for other
authorities
The journey continues as new applications are progressed

11. Provider Engagement
Key element of issuing the card is ensuring care provider will be
able to accept payment this way
RBS Worldpay will work closely with authorities to ensure
providers are able to accept card payments
A range of solutions available to the provider however there will be
a cost
Solutions permit providers to accept all credit and debit cards
Cost for acceptance balanced against earlier receipt of monies,
reduced admin and providing the service their customers require
As use of PreLoaded cards develops, provider acceptance will
grow
Fastcash facility for clients who wish to employ a PA

Product continues to develop and frequent new requests for usage
Banks are learning from authorities and other public and private
sector bodies what is required = new functionality
Phasing out of cheques will increase demand
