  7. WORLD BANK More than 35 percent of the people of the Pacific islands live and work in towns, and the rate of urban population growth throughout most of the region is high (figure 1). Overall, eight of the twenty-two Pacific countries are now predominantly urban; by 2020 more than half the population in a majority of these countries will live in towns.

Coordinated by Secretariat of the Pacific Community (SPC), with guidance from Pacific Islands Forum Secretariat (PIFS) SPC’s Rural Internet Connectivity System (RICS) programme is highly complementary with OLPC. The RICS system enables any rural community to have full and safe Internet connectivity (protected from inappropriate use by filters). RICS provides the broad infrastructure to accommodate large-scale OLPC rollout. At their Oct 2008 review, the SPC Committee of Representative Governments and Administrations approved SPC to seek funding to continue the OLPC program.

The OLPC Programme enhances, strengthens and aligns with regional and country education goals and plans, including countries’ global commitments to the MDGs and Education For All; There is broad country-level demand and political and community support for the OLPC programme in the Pacific, as evidenced by formal requests for trials by 13 countries; Small trials, while encouraging, provide an insufficient evidence base for policy makers; It is essential that M&E systems be integrated at the outset of any OLPC programme; Broader-based regional technical assistance is needed to aid country capacity building; A standing stock of XO laptops and hardware peripherals should be centrally maintained in the region to efficiently feed trial deployments in a timely and cost-efficient manner. OLPC Friends – Volunteer support to field deployments, community development, private sector engagement; knowledge management, lessons learned and best practices.
