8. Brief historical
Higher Education in Ukraine
Ukraine produces the fourth largest number of academic graduates in Europe. The
first higher education institutions (HEIs) emerged in Ukraine during the late 16th
and early 17th centuries. The first Ukrainian higher education institution was the
Ostrozka School, or Ostrozkiy Greek-Slavic-Latin Collegium, similar to Western
European higher education institutions of the time. Established in 1576 in the
town of Ostrog, the Collegium was the first higher education institution in the
Eastern Slavic territories. The oldest university was the Kyiv Mohyla Academy,
first established in 1632 and in 1694 officially recognized by the government of
Imperial Russia as a higher education institution. Among the oldest is also the
Lviv University, founded in 1661. More higher education institutions were set up in
the 19th century, beginning with universities in Kharkiv (1805), Kiev (1834),
Odessa (1865), and Chernivtsi (1875) and a number of professional higher
education institutions, e.g.: Nizhyn
Historical and Philological Institute (originally established as the Gymnasium
of Higher Sciences in 1805), a Veterinary Institute (1873) and a Technological
Institute (1885) in Kharkiv, a Polytechnic Institute in Kiev (1898) and a Higher
Mining School (1899) in Katerynoslav. Rapid growth followed in the Soviet
period. By 1988 a number of higher education institutions increased to 146 with
over 850,000 students.[1]Most HEIs established after 1990 are those owned by
private organizations.
The Constitution of Ukraine (1996), Law on Education (1996), and the Law on
Higher Education (2002) constitute the legal framework for Ukrainian higher
education. The Ukrainian legislation regulating higher education includes
also more limited legislation as well as decrees and regulations of the
President and the Cabinet of Ministers of Ukraine.
Access and affordability
As with most communist Soviet and Eastern European states access to
education for the masses was deemed a high priority, this was largely due to
the fact that during imperial times mostly only the nobles and the wealthy had
access to post secondaryinstitutions. Citizens of the Soviet Union had free
access to secondary education and were required to complete at least a junior
specialist degree, equivalent to an associate degree in the US. Moreover the
Soviet Union exercised mandatory conscription of its male population,
however those perusing their degree were exempt from the draft until the
completion of their studies, therefore men would often stay enrolled to reach
master’s degrees to delay their entry into the military.

secondary education system that is affordable to its population. In 2009 Ukraine
spent 7.3% of GDP on education compared to the United State’s 5.2%. Trade schools
(Technikums), which are analogous to community colleges in the US and award the
junior specialist degree continued to remain freely accessible by most citizens,
students wishing to enroll in a trade school do not need to complete the full 11
grades of school and may enroll in 9th grade. However budget constraints forced
tuition charges on University programs. Students wishing to enroll in universities
must complete the full secondary education curriculum, during the last year of
school they take a placement test which determines their chances of enrolling and
whether or not they will have to pay tuition or not. Moreover students enrolled may
receive a monthly stipend which is designed to cover their living and school
expenses while they are enrolled in college. In 2012 the minimum monthly stipend
was 550 UAH for students enrolled in Technikums and 730 UAH for students
enrolled in Universities. Students pursuing a doctoral degree beyond
Specialist or Master’s degree are generally treated in a similar manner to graduate
students in the US where they are expected to assist the faculty and may receive
pay from the university as they perform their own research.
Although online education is not predominant in Ukraine students may enroll in
extramural college, which is the most common type of long distance education in
Ukraine and many other former Soviet nations. During this type of enrollment
the student continues to work and is given all of their assignments for the
semester ahead of time. Thestudent completes the assignments then returns to
the university to explain their reasoning and complete testing. Many businesses
in Ukraine subsidize their employees who return to peruse a higher degree using
this method.
Higher education qualifications
Higher education qualifications combine both academic and professional

inherited from its Soviet past. The State Diploma serves as both an educational

After reviewing your application, a student will be required to go to any D.H.L
office in his|her countryto pay for the postage of the invitation(postage fees
vary from one country to another )there after the student must send us on

his|her invitation,address and full names of the person going to receive the
invitation letter, and phone number

25. Upon receiving an invitation letter, the student will contact the
Ukraine embassyin his / her country in order to
apply for the student visa.
The following documents should be submitted to the Ukrainian embassy
as part of the visa application process:
• A filled visa application form
• International passport valid for one year or more
• Original invitation letter from the college
• Birth certificate – Translated into Ukrainian.
• Note: The translation is done at the Ukrainian embassy at a small cost
(usually between $60-$85). or we can do in ukraine and sent along with
your invitation
• Original School Certificates – Translated into Ukrainian.
• Medical Certificate-Issued within one month of visa application and
is translated into Ukrainian. This must
be an approved document by the health ministry in your country.
• HIV-AIDS negative certificate- Issued within one month of
visa application and translated into Ukrainian.
This must also be an approved document by the health ministry in
your country.
• One year health insurance-For some countries the insurance required
is only for the traveling period.
• A bank statement from the sponsor to prove their financial ability to
bear the student’s expenses in Ukraine.
If the sponsor is not the student or their parent, a sponsorship letter is
going to be required.
• 12 passport size pictures (3 * 4 cm)
• An open return air ticket valid for one year
After getting the visa e-mail us the scanned copy of the documents in the
list above.
NB: Ensure you have all the required documents before leaving
your country. Entry into Ukraine will be denied if
you’re missing an important document.
We’ll assist you with the airport pickup and transfers from the international
airports in Ukraine{ Lviv Danylo Halytskyi International Airport.} You must

Frequently asked QuestionsWhat is a preparatory faculty?
Preparatory course is an educational program with a duration of 6-10 months. It helps students learn Russian or Ukrainian so they
can have their studies in Russian/Ukrainian. Studying in Russian/Ukrainian is cheaper than studying in English in Ukraine.
At the preparatory course students study Russian/Ukrainian language and the special disciplines required depend on the future
specialty chosen (i.e. Science, Mathematics, Physics, Chemistry, Biology, Computer Science, Geography, History, and
Literature). The Faculty consists of two departments:
Departmentof language training teaches students in Ukrainian or Russian.
Departmentof sciences facilitates pre-university training in such disciplines as mathematics, physics, chemistry, biology, etc.On
successfulpassing the examination of Preparatory course, the student receives the Certificate of the Preparatory Faculty for further
studies at the Medical, Engineering, Aviation/ Flight School, Economic, Maritime & Environmental universities in Russian/
Ukrainian. Note:
Studying in Ukrainian/Russian Medium is much cheaper than studying in
English. Who will pick me up from the airport on arrival?
We advise you to to buy a ticket(s) to Kiev International airport(Boryspil – IATA CODE-KBP) or Lviv Danylo Halytskyi International
Airport (IATA CODE LWO) then a study In Ukraine Today representative will meet you at the airportand make all possible
arrangements to clear with immigration, and transportyou to your destination.
Please note that you should ask our representative to show you his ID before going with him, this is to avoid any security
risks.Please note that Ukrainian Airport authorities do not allow students to enter Ukrainian territory if not informed of their
arrival, therefore kindly scan your air ticket and send it to us at least a week prior to your arrival, so that we can comple te arrival
arrangements and inform airport authorities your arrivaltime and flight number in good time.
Turkish Airlines, Emirates Airlines, Lufthansa, KLM, Austrian Airline, Aeroflot, Air France and many other airlines access
these airports severaltimes a day.
What do I need to have before traveling to Ukraine?
MAKE SURE YOU HAVE THE FOLLOWING BEFORE LEAVING YOUR COUNTRY!!!
You must bring you complete tuition fee as advised by Study In Ukraine Today.
You must have some money for your personalkeep up for at least for a couple of months (300USD is
enough). IMPORTANT!!!
If you come in after November, make sure you wear warmclothes and shoes, and packmore as
well. Bring all your documents returned from Ukraine embassy with your visa.
You must bring one year’s valid air ticket with an open return date.
Do not forget to inform Study In Ukraine Today about your arrival at least 4-5 days prior to your arrival or scan your air ticket and visa
so that our representative welcomes you at the Ukrainian airport. Airport immigration in Ukraine can deport students without notice,
if nobody is present officially to pick the student.

What are the visa requirements?
The submission of documents for student visas starts at the embassies each year from May 15. (Visa issued will be valid from 15th
of August)
Requirements are:
-Passport with expiry date of at least 6 months after the end of visa validity and at least 3 blank pages and photocopy of fir stpage of
passport.
Visa application form, printed or written in block letters. It must be filled in carefully, clearly, precisely and signed per sonally by
the applicant.
-Two recentcolour pictures with a white background (30x40mm).
-Original birth certificate and a copy legalized by the Ministry of Foreign Affairs of issuing country.
-Original invitation letter and its photocopy. When you receive an invitation letter make sure your name, date of birth and
passportnumber are identical to those indicated in the passportyou submit for the visa.
-Original school-leaving certificate of secondary school or college with enclosed statement of results (transcriptof marks received)
and their copies legalized by the Ministry of Foreign Affairs of issuing country. The Ukrainian Embassy translates the document into
Ukrainian and legalizes it.
