Note:
1. The details of the campaign period shall be published on 20th
March, 2015 after the presidential screening. This will be issued to all the
presidential candidates after the screening.
2. All presidential candidates should strictly abide by the time table issued to them as failure to follow the time table will lead to
disqualification of the candidate.
3. All changes made in the above program will be communicated. Therefore, all aspirants are requested to always be checking on the public
notice board and University mails for any changes in the program.
4. All presidential candidates shall not go beyond 10pm after the presidential debate campaigning in the halls/hostels and any area or place
of students’ resident.

In any election the authority of the electoral commission on free and fair election can only derive from the will of the people as expressed
in genuine, free and fair elections held at regular intervals on the basis of universal, equal and secret suffrage.
2. Voting and Elections Rights
(1) Every members in accordance with Union’s constitution article four, section one (1) has the right to vote in elections and be elected,
this should be so long as the member is having a valid ID and on a non-discriminatory basis.
(2) Every member of the Union has the right to access to an effective, impartial and non-discriminatory procedure for the registration of
voters. That is why electoral commission shall always inform the members of the proceedings in the election process.
(3) No eligible member shall be denied the right to vote or disqualified from registration as a voter and as candidate in any position,
otherwise than in accordance with objectively verifiable criteria prescribed by law of the University, the rules and regulations of the
election and the University, and provided that such member has fulfilled the requirements needed.
(4) Every individual or member of the Union who is denied the right to vote or to be registered as a candidate shall be entitled to appeal
to a jurisdiction competent to review such decisions and to correct errors promptly and effectively if the person has met all the
requirements of the University and has followed the Electoral rules and regulation.

(5) Every voter has the right to equal and effective access to a polling station in order to exercise his or her right to vote without causing
any commotion or violence at the polling station.
(6) Every voter is entitled to exercise his or her right equally with others and to have his or her vote accorded equivalent weight to that of
others.
(7) The right to vote in secret is absolute and shall not be restricted in any manner whatsoever.
3. Candidature, Campaign Rights and Responsibilities
(1) Everyone candidate has the right to take part in the leadership in the Union and shall have an equal opportunity to become a candidate
for election unless the person did not met the University and electoral commission requirements. The criteria for participation in
leadership of the Union shall be determined in accordance with Union’s constitutions and laws and shall not be inconsistent with the
University obligations.
(2) Everyone has the right to join, or together with others to establish, a political party or organization for the purpose of competing in an
election.

(3) Everyone candidate individually and together with others has the right: e.g. Petition
• To express political opinions without interference;
• To seek, receive and impart information and to make an informed choice; e.g. Electoral rules and regulations, Union Constitution
and the University rules and regulations.
• To move freely within the campus in order to campaign for election;
• To campaign on an equal basis with other candidates.
(4) Every candidate for election shall have an equal opportunity of access to the media, particularly the University medias of
communication, in order to put forward their political views.
(5) The right of candidates to security with respect to their lives and property shall be recognized and protected in case of any threats
against such candidate/s.
(6) Every individual member of the Students’ Union has the right to the protection of the law and to a remedy for violation of political
and electoral rights. The Union’s constitution, article five (5), section 2.

(7) Permissible restrictions on candidature, activity and campaign rights shall not be applied so as to violate the principle of non-
discrimination on grounds of race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or
other status.
(8) Every individual member whose candidature, or campaign rights are denied or restricted shall be entitled to appeal to a jurisdiction
competent to review such decisions and to correct errors promptly and effectively if he or she feels he had maintained the requirements.
(9) Candidature, and campaign rights carry responsibilities to the community. In particular, no candidate or political party shall engage in
violence.
(10) Every candidate and competing in an election shall respect the rights and freedoms of others.
(11) Every candidate and competing in an election shall accept the outcome of a free and fair election.
4. The Rights and Responsibilities of electoral commission
(1) Electoral Commission shall take the necessary legislative steps and other measures, in accordance with their rules and regulations,
Union constitutional processes, and the university law or rules and regulations to guarantee the rights and institutional framework for
periodic and genuine, free and fair elections, in accordance with their obligations under the Union’s constitution.

In particular, Electoral Commission shall;
• Establish an effective, impartial and non-discriminatory procedure for the registration candidates and voters.
• Establish clear criteria for the registration of voters eligible to vote, such as year of study, faculty/Institutes and residence, and
ensure that such provisions are applied without distinction of any kind;
• Provide for the formation and free functioning of candidates, possibly regulate the electoral processes such as electoral
campaigns, ensure equal campaign in various areas of residence as planned by the Commission.
• Initiate or facilitate the Electoral Commission programmes of civic education, to ensure that the population are familiar with
election procedures and issues;
(2) In addition, electoral commission shall take the necessary policy and institutional steps to ensure the progressive achievement and
consolidation of democratic election goals, including through the establishment of a neutral, impartial or balanced mechanism for the
management of elections. In so doing, among other matters:
• Ensure that those responsible for the various aspects of the election are trained and act impartially, and that coherent voting
procedures are established and made known to the voting public or the union members;

• Ensure the registration of voters, updating of electoral rolls and balloting procedures, with the assistance of observers, and
candidates’ agents as appropriate;
• Encourage candidates and their agents to accept and adopt a Code of Conduct to Union election campaign and the polling Period;
• Ensure the integrity of the ballot through appropriate measures to prevent multiple voting or voting by those not entitled thereto;
That is the Voters should present a valid ID ranging from 2012 – 2014 with an expiry date of 2015, 2016, and 2017 and must
have his or her name registered in the class signing list and the hall/hostel
• Ensure the integrity of the process for counting votes. Here each candidate shall send one or two agents to represent the
candidate.
(3) The electoral commission shall respect and ensure the membership rights within campus territory and subject to their jurisdiction. In
time of elections, the electoral commission shall therefore ensure:
• That freedom of movement, assembly, association and expression are respected, particularly in the context of candidates rallies
or campaigns and meetings;

• Those candidates are free to communicate their views to the electorate, and that they enjoy equality of access to electorates
residences and lecture halls or rooms and around the campus environment.
• The electoral commission shall further ensure all its members are un supportive to any of the candidates subjected to election
upon the candidates application to vie for such position.
(4) In order that elections shall be fair, Electoral commission Shall take the necessary measures to ensure that candidates enjoy
reasonable opportunities to present their electoral platform and this will be done through presidential campaign for all the candidates.
(5) Electoral commission shall take all necessary and appropriate measures to ensure that the principle of the secret ballot is respected,
and that voters are able to cast their ballots freely, without fear or intimidation.
(7) Electoral commission shall take all necessary and appropriate measures to ensure the transparency of the entire electoral process
including, for example, through the presence of candidates agents and duly accredited observers.
(8) Electoral commission shall take the necessary measures to ensure that candidates and supporters enjoy equal security, and that
commission committees take the necessary steps to prevent electoral violence.

Uganda University Martyrs Making a difference UGANDA MARTYRS UNIVERSITY STUDENTS’ UNION – UMUSU ELECTORAL COMMISSION – 2015/2016 “We desire free and fair election through clear principles” In any election the authority of the electoral commission on free and fair election can only derive from the will of the people as expressed in genuine, free and fair elections held at regular intervals on the basis of universal, equal and secret suffrage. 2. Voting and Elections Rights (1) Every members in accordance with Union’s constitution article four, section one (1) has the right to vote in elections and be elected, this should be so long as the member is having a valid ID and on a non-discriminatory basis. (2) Every member of the Union has the right to access to an effective, impartial and non-discriminatory procedure for the registration of voters. That is why electoral commission shall always inform the members of the proceedings in the election process. (3) No eligible member shall be denied the right to vote or disqualified from registration as a voter and as candidate in any position, otherwise than in accordance with objectively verifiable criteria prescribed by law of the University, the rules and regulations of the election and the University, and provided that such member has fulfilled the requirements needed. (4) Every individual or member of the Union who is denied the right to vote or to be registered as a candidate shall be entitled to appeal to a jurisdiction competent to review such decisions and to correct errors promptly and effectively if the person has met all the requirements of the University and has followed the Electoral rules and regulation. (6) Every voter is entitled to exercise his or her right equally with others and to have his or her vote accorded equivalent weight to that of others. (7) The right to vote in secret is absolute and shall not be restricted in any manner whatsoever. 3. Candidature, Campaign Rights and Responsibilities (1) Everyone candidate has the right to take part in the leadership in the Union and shall have an equal opportunity to become a candidate for election unless the person did not met the University and electoral commission requirements. The criteria for participation in leadership of the Union shall be determined in accordance with Union’s constitutions and laws and shall not be inconsistent with the University obligations. (4) Every candidate for election shall have an equal opportunity of access to the media, particularly the University medias of communication, in order to put forward their political views. (5) The right of candidates to security with respect to their lives and property shall be recognized and protected in case of any threats against such candidate/s. (6) Every individual member of the Students’ Union has the right to the protection of the law and to a remedy for violation of political and electoral rights. (8) Every individual member whose candidature, or campaign rights are denied or restricted shall be entitled to appeal to a jurisdiction competent to review such decisions and to correct errors promptly and effectively if he or she feels he had maintained the requirements. (9) Candidature, and campaign rights carry responsibilities to the community. In particular, no candidate or political party shall engage in violence. (10) Every candidate and competing in an election shall respect the rights and freedoms of others. (11) Every candidate and competing in an election shall accept the outcome of a free and fair election. 4. The Rights and Responsibilities of electoral commission (1) Electoral Commission shall take the necessary legislative steps and other measures, in accordance with their rules and regulations, Union constitutional processes, and the university law or rules and regulations to guarantee the rights and institutional framework for periodic and genuine, free and fair elections, in accordance with their obligations under the Union’s constitution. Uganda University Martyrs Making a difference UGANDA MARTYRS UNIVERSITY STUDENTS’ UNION – UMUSU ELECTORAL COMMISSION – 2015/2016 “We desire free and fair election through clear principles” In particular, Electoral Commission shall; • Establish an effective, impartial and non-discriminatory procedure for the registration candidates and voters. • Establish clear criteria for the registration of voters eligible to vote, such as year of study, faculty/Institutes and residence, and ensure that such provisions are applied without distinction of any kind; • Provide for the formation and free functioning of candidates, possibly regulate the electoral processes such as electoral campaigns, ensure equal campaign in various areas of residence as planned by the Commission. • Initiate or facilitate the Electoral Commission programmes of civic education, to ensure that the population are familiar with election procedures and issues; (2) In addition, electoral commission shall take the necessary policy and institutional steps to ensure the progressive achievement and consolidation of democratic election goals, including through the establishment of a neutral, impartial or balanced mechanism for the management of elections. In so doing, among other matters: • Ensure that those responsible for the various aspects of the election are trained and act impartially, and that coherent voting procedures are established and made known to the voting public or the union members; Uganda Martyrs University P.O. Uganda University Martyrs Making a difference UGANDA MARTYRS UNIVERSITY STUDENTS’ UNION – UMUSU ELECTORAL COMMISSION – 2015/2016 “We desire free and fair election through clear principles” • Ensure the registration of voters, updating of electoral rolls and balloting procedures, with the assistance of observers, and candidates’ agents as appropriate; • Encourage candidates and their agents to accept and adopt a Code of Conduct to Union election campaign and the polling Period; • Ensure the integrity of the ballot through appropriate measures to prevent multiple voting or voting by those not entitled thereto; That is the Voters should present a valid ID ranging from 2012 – 2014 with an expiry date of 2015, 2016, and 2017 and must have his or her name registered in the class signing list and the hall/hostel • Ensure the integrity of the process for counting votes. Here each candidate shall send one or two agents to represent the candidate. (3) The electoral commission shall respect and ensure the membership rights within campus territory and subject to their jurisdiction. In time of elections, the electoral commission shall therefore ensure: • That freedom of movement, assembly, association and expression are respected, particularly in the context of candidates rallies or campaigns and meetings; Uganda Martyrs University P.O. (4) In order that elections shall be fair, Electoral commission Shall take the necessary measures to ensure that candidates enjoy reasonable opportunities to present their electoral platform and this will be done through presidential campaign for all the candidates. (5) Electoral commission shall take all necessary and appropriate measures to ensure that the principle of the secret ballot is respected, and that voters are able to cast their ballots freely, without fear or intimidation. (7) Electoral commission shall take all necessary and appropriate measures to ensure the transparency of the entire electoral process including, for example, through the presence of candidates agents and duly accredited observers. (8) Electoral commission shall take the necessary measures to ensure that candidates and supporters enjoy equal security, and that commission committees take the necessary steps to prevent electoral violence.
