Senor Presidente,
Senor Secretario General,
Senoras y senores delegados,
Quiero felicitar al Sr. Ban Ki-Moon por su reciente reeleccion como Secretario
General y a Ud., Senor Presidente, por haber sido elegido para presidir el sexagesimo sexto
periodo de sesiones.
En esta asamblea convergen multiplicidad de paises y etnias, de culturas y lenguas,
de religiones y credos. Todas las cuales se encuentran cada vez mas unidas y vinculadas
entre sl. Al fin y aI cabo, mas alIa de nuestras legitimas diferencias, todos habitamos el
mismo planeta, respiramos el mismo aire y nos alumbra el mismo sol. Todos enfrentamos
un mismo futuro, todos compartimos similares desafios y oportunidades y todos tenemos
los mismos deseos de paz, libertad, justicia y prosperidad para nuestros pueblos y naciones.
Senor Presidente,
He venido a esta Asamblea a expresar con humildad, pero tambien con conviccion,
10 que mi pais tiene que decir a la comunidad intcrnacional. Y tambien a escuchar, con
atencion y respeto, 10 que otros paises de la comunidad internacional tengan que decirnos.
Porque Chile, senor Presidente, es y ha sido siempre un pais practicante, defensor y
promotor del dialogo como el mejor mecanismo de solucion de controversias. Dialogo que,
lejos de temerle a las diferencias y el disenso, los valora y se nutre de elias. Pues el dialogo
que Chile propicia se funda en la intima conviccion de que toda nacion, cultura, tradicion 0
credo tiene algo que ensenar, pero tambien algo que aprender, de las demas.
Senoras y senores delegados,
Estamos frente a un mundo nuevo, muy distinto al que conocieron nuestros padres y
abuelos, que emergio con fuerza en las ultimas decadas. Un mundo nuevo, hijo de la
revolucion del conocimiento, la tecnologia y la informacion, que ha abierto y seguira
abriendo oportunidades de progreso material y espiritual para miles de millones de personas
en el mundo entero, que eran imposibles de imaginar 0 sonar hace solo algunos anos atras.
Este mundo nuevo nos enfrenta a nuevos riesgos, desafios y oportunidades, que
superan 10 que cada gobierno por si mismo puede hacer y que solo juntos podremos
enfrentar con exito. Asi, por ejemplo, las crisis financieras, ademas de hacerse cada vez
mas frecuentes, han ido adquiriendo crecientes implicancias regionales y globales. Los

2. males de la sociedad moderna, como el terrorismo, el narcotrafico y eI crimen organizado
ya no conocen fronteras, territorios ni jurisdicciones. Y cualquier intento por enfrentar con
eficacia el calentarniento global, las catastrofes naturales, las emergencias sanitarias, el
harnbre y la pobreza extrema, requeriran de una accion mucho mas concertada y eficaz de
la comunidad de naciones y de organismos internacionales, como esta Organizacion de
Naciones Unidas, el Banco Mundial, EI Fondo Monetario Internacional, el Grupo de los 20,
los organismos de comercio y otras instancias globales y regionales.
En consecuencia, es urgente replantearnos y repensar las estructuras de cada una de
estas organizaciones, muchas de las cuales nacieron en el periodo de postguerra pero ya no
responden a las realidades, desafios, y oportunidades del presente y el futuro. Sin duda
hemos hecho progresos, pero ellos han sido demasiado lentos e insuficientes. Y no
podemos pretender dirigir este mundo nuevo con organizaciones viejas.
Si bien esta revolucion del conocimiento, la tecnologia y la informacion no es la
primera que ha enfrentado la humanidad es, sin duda, la mas profunda en cuanto a la
magnitud y extension de los desafios y oportunidades que presenta.
Pero al igual que las revoluciones del pasado, como la de los metales, la agricultura,
o la revolucion industrial, esta revolucion del siglo XXI sera muy generosa con aquellos
paises que quieran abrazarla, pero indiferente, e incluso cruel, con aquellos paises que
simplemente la ignoren 0 la dejenpasar. Y por tanto de nosotros depenrle que ella se
convierta en un factor de unidad y progreso, y en un puente que acorte las distancias entre
los paises desarrollados y las naciones emergentes 0, por el contrario, se transforme en un
nuevo factor de division, en un muro que aleje aun mas al mundo de la riqueza del mundo
de la pobreza.
Por cierto, la primera responsabilidad de subirse a esta revolucion, que ya esta
golpeando nuestras puertas, corresponde a cada uno de los paises y gobiernos representados
en esta asamblea. En el caso de los paises emergentes, como son todos los de America
Latina incluido Chile, ello supone, ademas de una enorme responsabilidad y una
oportunidad unica para reivindicarnos con nuestro pasado y, sobre todo, con nuestro futuro.
Porque 10 cierto es que America Latina ha tenido todo para superar la pobreza y alcanzar el
desarrollo. Contarnos con un territorio extenso y fertil, abundantes recursos naturales, dos
idiomas hermanos, y, 10 mas importante, pueblos solidarios y pujantes que han demostrado
ser capaces de superar cualquier obstaculo que la naturaleza 0 la Providencia nos depare.
Ademas, no hemos tenido guerras como las que asolaron a Europa en el siglo XX, ni
enfrentamientos etnicos 0 conflictos religiosos como los que afectan a otras regiones.
Y sin embargo, no supimos subirnos a tiempo al carro de la revolucion industrial. Y
ello explica que hoy sigarnos siendo un continente subdesarrollado, profundarnente
desigual y con cerca de un tercio de nuestra poblacion viviendo en condiciones de pObreza.
Pero junto con los estados tambien la comunidad de naciones tiene una gran
responsabilidad en hacer que las bondades y beneficios de esta revolucion del
conocimiento, la tecnologia y la informacion Ileguen efectivamente a todos los rincones del
planeta y no terminen favoreciendo a unos en desmedro de otros.

3. Y esa integracion, senor Presidente, solo podni ser efectiva y eficaz si promueve y
expande aquella fuente inagotable de progreso de la humanidad a 10 largo de los siglos, que
ha sido y es la libertad. Libertad que corresponde a un concepto integral imposible de
dividir 0 compartimentalizar. Libertad que en 10 politico nos exige llevar la democracia y la
defensa de los derechos humanos hasta el ultimo rincon del planeta, tal como en estos
mismos instantes esti ocurriendo en buena parte del Medio Oriente y el norte de Africa,
proceso que nuestro pais no se cansara nunca de apoyar. Libertad que, en 10 economico,
implica fomentar la creatividad, el emprendimiento y la innovacion, que son los unicos
recursos realmente inagotables con que contamos, y derribar todas las barreras que impiden
a muchas naciones emergentes competir en igualdad de condiciones con los paises mas
desarrollados. Y libertad que, en 10 social, supone promover la paz y avanzar hacia estados
cada vez mas eficientes y eficaces en la lucha contra la pobreza y la generacion de una
verdadera igualdad de oportunidades para todos.
Por cierto Chile ha hecho y seguira haciendo importantes contribuciones en cada
uno de estos aspectos.
Junto con dar un decidido apoyo a la causa de la democracia y la defensa de los
derechos humanos en todos los paises que 10 requieren, en el ambito regional Chile ha sido
un promotor incansable del perfeccionamiento de la Carta DemocrMica Interamericana, asi
como de la suscripcion de un protocolo de proteccion preventivo de la democracia al
interior de UNASUR. Adicionalmente, hemos participado activamente en las negociaciones
para la reforrna del Consejo de Seguridad de Naciones Unidas, tendientes a aumentar sus
miembros permanentes y rotativos, para hacerla mas representativa del nuevo orden
mundial. Tambien, hemos sido activos promotores de la revision de su Consejo de
Derechos Humanos, en el cual Chile ha sido recientemente reelecto.
En materia econ6mica, hemos suscrito tratados de libre comercio con 58 paises, que
en conjunto representan el 80% de la poblaci6n mundial. Pero nuestro compromiso con el
libre comercio no terrnina ahi. Adicionalmente, hemos sido firrnes impulsores de la Ronda
de Doha de la Organizaci6n Mundial de Comercio para la liberalizacion del comercio
mundial y seguiremos apoyando todas las gestiones que perrnitan contar con respuestas
oportunas y eficaces a las crisis financieras intemacionales.
En cuanto a la promoci6n de la paz mundial, hemos reconocido al Estado Palestino,
pais al que esperamos dar muy pronto la bienvenida a esta Organizacion, y hemos apoyado
resueltamente todos los esfuerzos intemacionales tendientes a alcanzar una soluci6n justa y
duradera en el Medio Oriente, que permita a los palestinos tener un Estado libre, soberano y
democratico y al Estado de Israel tener fomteras reconocidas, seguras y respetadas. S6lo asi
palestinos e israelies podran convivir y progresar en paz y armonia.
Y en materia de promoci6n social y lucha contra la pobreza, el hambre y las
pandemias, estamos fortaleciendo el rol de la cooperacion Sur-Sur y Triangular; sin que
ella signifique sustituir la cooperaci6n Norte - Sur y hemos implementado la creaci6n de
un Fondo chileno contra el Hambre y la Pobreza en Africa y efectuado aportes al Fondo
UNITAID de las Naciones Unidas para el tratamiento del VIH SIDA, la malaria y la

4. tuberculosis alrededor del mundo. Y este ano, queremos ir un paso mas alia, procediendo a
una rebaja unilateral de aranceles para la importacion de productos provenientes de las
naciones mas pobres de Africa.
Chile tambien apoyo la puesta en marcha de ONU-Mujeres, organismo dirigido por
nuestra compatriota Michelle Bachelet, cuyo principal objetivo es lograr que hombres y
mujeres tengan los mismos derechos y oportunidades.
Pero en este siglo nuevo, el siglo de la sociedad del conocimiento, la tecnologia y la
informacion, ni siquiera 10 anterior sera suficiente. Ademas de contar con democracias
solidas, economias abiertas y competitivas y estados eficaces en la lucha contra la pobreza
y en favor de una mayor igualdad de oportunidades, debemos constroir los nuevos pilares
del desarrollo, invirtiendo en ciencia y tecnologia, promoviendo la innovaci6n y el
emprendimiento, construyendo sociedades flexibles capaces de adaptarse al cambio e
invirtiendo mas y mejor en nuestro capital humano, que es, sin duda, el recurso realmente
renovable e inagotable con que contamos.
No cabe duda que la carrera por el desarrollo y el futuro la debemos ganar en la sala
de clases. La educacion es la madre de todas las batallas y tambien, lamentablemente, en
muchos casos, el principal talon de Aquiles de los paises emergentes.
En las ultimas semanas han sido miles los jovenes chilenos que han salido a las
calles a manifestarse en favor de una causa noble, hermosa y legitima como es una
educaci6n de calidad para todos, que les permita ser protagonistas y no meros espectadores
de esta sociedad del conocimiento y la informacion.
Nuestro gobierno comparte esta misi6n, y ha dispuesto la mayor inversi6n de
recursos econ6micos, humanos, profesionales y tecnicos para avanzar hacia una mejora
sustantiva de la calidad, la cobertura, el acceso y el financiamiento de la educaci6n
preescolar, escolar,tecnica, universitaria y de post grado en nuestro pais.
Y queremos invitar a todas las naciones y gobiernos de America Latina a celebrar
una alianza estrat6gica que nos permita garantizar a todos nuestros ninos y jovenes,
cualquiera sea la situaci6n economica del hogar que los vio nacer, una educacion de calidad
que les permita realizarse integralmente como personas y desarrollar en plenitud todos sus
talentos.
Senor Presidente,
Ayer, el senor Presidente de Bolivia se ha referido a la pretension de su pais de
alcanzar un acceso soberano al Oceano Pacifico, a traves de territorio chileno.
Quisiera reiterar que entre Chile y Bolivia no existen asuntos territoriales
pendientes. Ellos quedaron definitivamente resueltos por el Tratado de Paz y Amistad de
1904. Este tratado fue validamente negociado mas de veinte anos despues que el conflicto
entre ambos paises habia cesado; aprobado por los parlamentos y ratificado por los
Gobiernos. Como Bolivia 10 ha reconocido, el Tratado fue froto de una negociaci6n libre y

5. consentida y, en consecuencia, de acuerdo al derecho intemacional, tanto Chile como
Bolivia deben respetarlo y cumplirlo.
Chile ha dado pleno y oportuno cumplimiento a todas las c1ausulas del Tratado de
Paz y Amistad de 1904. Mas ann, las facilidades que ha otorgado a Bolivia superan
ampliamente las previstas en la Convenci6n de Naciones Unidas para Paises sin litoral.
Nuestro pais siempre ha estado y estara dispuesto a dialogar con Bolivia sobre la
base del pleno respeto al derecho y tratados intemacionales, y a traves del dialogo directo
con Bolivia, Chile tiene la mas firma voluntad y mejor disposici6n para asegurar soluciones
concretas, factibles y utiles para ambos paises.
Senor Presidente,
Senoras y senores delegados,
Quienes estamos aqui tenemos todo cl derecho, y tambien el deber, de hablar y
actuar en defensa de los intereses de nuestras respectivas naciones y pueblos. Pero no
podemos desconocer que esa defensa, para ser fecunda, supone y exige trabajar sobre 10
mucho que nos une, antes que sobre aquello que nos divide. Al fin y al cabo, queramoslo 0
no, los riesgos y nubarrones que avizoramos en el horizonte, los desafios y oportunidades
que nos aprontamos a enfrentar, y las respuestas y soluciones que habremos de
implementar, son las mismas 0 se encuentran de tal manera vinculadas, que cuesta
distinguir d6nde termina la responsabilidad de cada miembro de esta organizaci6n, y d6nde
comienza la del resto. Y si bien cada uno actuando por su cuenta puede avanzar mas rapido,
la historia nunca se cansara de demostramos que s610 actuando unidos podremos construir
sobre roca y llegar verdaderamente lejos.

MR. SEBASTIAN PINERADURING
ON OCASSION OF THE GENERAL DEBATE OF THE SIXTY-SIXTH SESSION
OF THE GENERAL ASSEMBLY OF THE UNITED NATIONS
New York, 22 September 2011
Mr. President,
Mr. Secretary-General,
Ladies and Gentlemen,
I should like to congratulate Mr. Ban Ki-moon on his recent re-election as
Secretary-General and you, Mr. President, on your election to preside over this sixty-sixth
session of the General Assembly.
In this Assembly a multiplicity of countries and ethnicities, cultures and languages,
religions and creeds converge. All are increasingly linked and connected. Because over
and above our legitimate differences, we all live on the same planet, breathe the same air
and are warmed by the same sun. We all face the same future, we all share similar
challenges and opportunities and we all have the same desire for peace, freedom, justice
and prosperity for our peoples and nations.
Mr. President,
I come to this Assembly to express with humility, but also with conviction, what my
country has to say to the international community. And also to listen, carefully and
respectfully, to what the international community has to say to us. Because Chile, Mr.
President, is and has always been a country that practices, defends and promotes of
dialogue as the best mechanism of dispute settlement. Dialogue which, far from fearing
difference and dissent, values them and thrives on them. Because the dialogue that Chile
advocates is based on the intimate conviction that every nation, culture, tradition or creed
has something to teach but also something to learn from others.
Distinguished delegates,
We face a new world, very different from the one which our parents and
grandparents know, which emerged with great strength during the last decades. A new
world, which is the offspring of the revolution of knowledge, technology and information,
that has created and will continue to create opportunities for material and spiritual progress
for thousands of millions of people all over the world - opportunities that could not have
been imagined or dreamed of only a few years ago.

This new world presents us new risks, challenges and opportunities that exceed
what each government can do on its own and that can only be addressed successfully if we
act together. For example, financial crises, in addition to becoming more frequent, have
increasing regional and global implications. The evils of modem society, such as terrorism,
drug trafficking and organized crime now know no frontiers, territories or jurisdictions.
And any attempt to deal effectively with global warming, natural catastrophes, health
emergencies, hunger and extreme poverty will require much more concerted and effective
action by the community of nations and international bodies, such as the United Nations,
the World Bank, the International Monetary Fund, the Group of 20, trade organizations and
other global and regional bodies,
In consequence, we must urgently reposition ourselves and rethink the structures of
each of these organizations, many of which emerged in the post-war period and don't
respond to the realities, challenges, problems and opportunities of the present and future.
Without a doubt we have achieved some progress, but it has been too slow and insufficient.
We cannot pretend to lead this new world with old organizations.
Although this revolution of knowledge, technology and information is not the first
that mankind has faced it is, without a doubt, the most far-reaching in terms of the
magnitude and extension of the challenges and opportunities that it creates.
But like the revolutions of the past, such as that of metals, agriculture or the
industrial revolution, this twenty-first century revolution will be very generous towards
those countries which wish to embrace it, but indifferent and even cruel towards those
which ignore it and let it pass by, Thus it will depends on us whether it is a factor of unity
and progress and a bridge that shortens the distances between developed countries and
emerging nations or, on the contrary, it becomes a new factor of division, a wall distancing
even further the world of wealth from the world of poverty.
Certainly, the primary responsibility for rising up to greet this revolution that is
already knocking at our doors lies with each of the countries and governments represented
in this Assembly. In the case of the emerging countries, which include all those in Latin
America including Chile, this signifies, in addition to a huge responsibility, a unique
opportunity to re-identify with our past and, above all, with our future. Because it is clear
that Latin America had everything to overcome poverty and achieve development. We
have a large and fertile territory, abundant natural resources, two closely related languages
and, most importantly, peoples which with solidarity and vigor that have demonstrated that
they are able to overcome any obstacle placed in our way by nature or Providence. In
addition, we have not had wars such as those which devastated Europe in the twentieth
century, or ethnic or religious conflicts such as those which have affected other regions.
And yet for some reason we were not able to get on the bandwagon of the industrial
revolution on time. And this is why even today we are still an under-developed continent,
profoundly unequal and with almost one third of our population living in conditions of
poverty.

9. However, together with States, the community of nations has a great responsibility
to ensure that the bounties and benefits of this revolution of knowledge, technology and
information effectively reach all the comers of the planet and do not ultimately favor some
to the detriment of others.
And this integration, Mr. President, can be effective and efficient only if it promotes
and expands that inexhaustible source of mankind's progress over the centuries, which has
been and is freedom. Freedom understood as an integral concept that cannot be divided or
compartmentalized. Freedom which in the political sphere requires us to take democracy
and the defense of human rights to the farthest comer of the planet, as is happening at this
very moment in much of the Middle East and in the north of Africa, in a process that our
country will not tire of supporting. Freedom which, economically speaking, means
encouraging creativity, entrepreneurship and innovation, the only truly inexhaustible
resources which we possess, and demolishing all the obstacles that are preventing many
emerging nations from competing on equal terms with the more developed countries. And
freedom which, socially speaking, involves promoting peace and moving towards states
that are ever more efficient and effective in the fight against poverty and the creation of real
equality of opportunity for all.
My country, Chile, undoubtedly has made and will continue to make important
contributions to each of these aspects.
As well as giving strong support to the cause of democracy and defense of human
rights in all countries that require it, at the regional level Chile has been a tireless advocate
of improvement of the Inter-American Democratic Charter and of the conclusion of a
protocol of preventive protection of democracy within UNASUR. In addition, we have
participated actively in the negotiations on the reform of the Security Council of the United
Nations, which favors the increase of its permanent and non-permanent members in order
to make it more representative of the new world order. Moreover, we have been active in
the process of the review of its Human Rights Council, to which Chile has been recently re-
elected.
In regard with economic issues, Chile has concluded free trade agreements with 58
countries, representing 80 per cent of the world population. But our commitment to free
trade goes further. In addition, we have been strong supporters of the Doha Round of the
World Trade Organization for the liberalization of world trade and shall continue to support
all actions to provide timely and effective responses to international financial crises.
With regard to the promotion of world peace, we have recognized the Palestinian
State and hope very soon to welcome it to this Organization, and we have resolutely
supported all the international efforts to achieve a just and lasting peace in the Middle East
that will allow Palestinians to have a free, sovereign and democratic State and Israel to have
frontiers that are recognized, secure and respected. Only in this manner Palestinians and
Israelis will be able to coexist and progress in peace and harmony.
As regards social welfare and efforts to combat poverty, hunger and pandemics, we
are strengthening South-South and triangular cooperation; which does not mean that it can

10. substitute North-South cooperation, and we have implemented the establishment of a
Chilean Fund to combat hunger and poverty in Africa and have given to the UNITAID
Fund for the treatment ofHIV/AIDS, malaria and tuberculosis throughout the world. This
year, we wish to go a step further by unilaterally reducing duty on imports from the poorest
nations of Africa.
Chile also supports the launch of UN-Women, headed by our compatriot Michelle
Bachelet, with the principal goal of ensuring ht men and women have the same rights and
opportunities.
But in this new century, the century of the society of knowledge, technology and
information society, not even this will suffice. In addition to solid democracies, open and
competitive economies and States effectively combating poverty and for greater equality of
opportunity, we need to build new development pillars, investing in science and
technology, promoting iunovation and entrepreneurship, building flexible societies able to
adapt to change and investing more and better in our human capital, which is undoubtedly
the truly renewable and inexhaustible resource that we possess.
There is no doubt that the race for development and the future must be won in the
classroom. Education is the mother of all battles and unfortunately, in many cases, also the
main Achilles heel of emerging countries.
In recent weeks, thousands of young Chileans have gone out to demonstrate in favor
of the noble, beautiful and legitimate cause of a quality education for all, which enables
them to be players and not mere spectators of this society of knowledge and information.
Our Government shares this mission and has determined major investments in
economic, human, professional and technical resources to move towards a substantive
improvement in the quality, coverage, access and financing for pre-school, school,
technical, university and posFgraduate education in our country.
And we want to invite all the nations and governments of Latin America to join us
in celebrating a strategic partnership that will allow us to ensure to all our children and
young people, whatever the economic situation of the household into which they were born,
with a quality education that allows them to fully realize themselves a people and develop
all their talents.
Mr. President,
Yesterday the President of Bolivia referred to his country's claim to obtain
sovereign access to the Pacific Ocean, through Chilean territory_
I wish to reiterate there are no territorial issues pending between Chile and Bolivia.
They were settled once and for all by the 1904 Treaty of Peace and Friendship. This Treaty
was validly negotiated more than 20 years after the conflict between the two countries had
ended; approved by the parliaments and ratified by the Governments. As Bolivia has

11. recognized, the Treaty was the outcome of free and agreed negotiation and therefore, in
accordance with international law, both Chile and Bolivia must respect and implement it.
Chile has fulfilled fully and in a timely manner all the clauses of the 1904 Treaty of
Peace and Friendship. Moreover, the facilities that it has given to Bolivia go far beyond
those envisaged in the United Nations
Convention on Land-locked Countries.
Our country has always been and will always be willing to dialogue with Bolivia on
the basis of full respect for international law and treaties and through direct dialogue with
Bolivia Chile has the firm will and best disposition to ensure concrete, feasible and useful
solutions to both countries.
Mr. President,
Distinguished delegates,
All of us here have the right and also the duty to speak and act in defense of the
interests of our respective nations and peoples. But we cannot ignore the fact that, in order
to be fruitful, this defense involves and requires work on the many things that unite us
rather than on those which divide us. When all is said and done, whether we like it or not,
the risks and storm clouds looming on the horizon, the challenges and opportunities that we
shall encounter, and the responses and solutions that we shall have to implement are the
same or are so interlinked that it is difficult to see where the responsibility of each Member
of this Organization ends and where the responsibility of the others begins. And even
though each one acting on its own can move faster, history unfailingly shows us that it is
only when we act in unison that we can build on rock and go really far.
