National Education Technology Plan


The National Education Technology Plan (NETP) provides:

■ Vision for how technology can help transform American
  education


■ Set of concrete goals to inform state and local educational
  technology plans, as well as recommendations to inspire
  research, development, and innovation
Executive Summary

Goals of NETP 2010 :

■ Fundamentally change the learning process
  to focus on individualized and differentiated
                                                     Technology
  education

■ Use technology in the next generation of
  assessments                                     Teachers


■ Connect teachers with peers and experts

                                                      Education
■ Build infrastructure to support access

■ Harness the power of technology to become
  more productive
Executive Summary

Purpose of NETP 2010:
Utilize the immense potential of technology to:

  ■ Prepare students to succeed and compete in the global economy

  ■ Provide path to good jobs and higher earning power

  ■ Foster collaboration, problem solving and the sharing of resources

Introduction

Transform education system to:
■ Have clear outcomes

■ Include collaborative redesign and standard structure of processes

■ Institute continuous monitoring and measuring of performance

■ Promote accountability for progress and results of the processes

■ Increase number of college graduates to 60% by 2020

■ Prepare students for college and careers
Introduction

Improve:
■ Student achievement, build partnerships, develop leaders and
  provide flexibility for innovation


Improvement achieved through:
■ Setting strategic goals and benchmarking
■ Establishing a cohort of leaders and educators
■ Building and enhancing core competencies for teachers
■ Creating a foundation to sustain current and future growth
The Five Goals of NETP 2010

The NETP includes five goals with recommendations that address
  the essential components of learning powered by technology:



Learning      Assessment   Teaching    Infrastructure   Productivity
Goal: Learning

Learning: Engage and Empower
All learners will have engaging and empowering learning
experiences both in and out of school that prepare them to be active,
creative, knowledgeable, and ethical participants in our globally
networked society.

Recommendations:
■ Revise and create standards and learning objectives that
  incorporate technology and 21st century requirement/needs

■ Utilize the flexibility and convenience of technology
Goal: Learning

Recommendations [cont.]
■ Enhance learning by developing,
  adopting and evaluating
  technology learning resources
  that use design principles from the
  learning sciences

■ Leverage the power of technology to
  provide and adopt personalized
  learning methodologies that will
  enable all learners to excel
Goal: Assessment

Assessment: Measure What Matters
Our education system at all levels will leverage the power of
technology to measure what matters and use assessment data for
continuous improvement.


Recommendations:
■ Revise practices and policies to ensure security of information
  while enabling assessments that include continuous
  improvement and gathering of data on student learning

■ Involve multiple stakeholders in the process of designing,
  conducting, and using assessment
Goal: Assessment

Recommendations [cont.]:

■ Adopt technology tools that will assist in identifying strengths
  and weaknesses in student performance and enable teachers
  to proactively develop a plan to address individual student
  needs
Goal: Teaching

Teaching: Prepare and Connect
Professional educators will be supported individually and in teams
by technology that connects them to data, content, resources,
expertise, and learning experiences that can empower and inspire
them to provide more effective teaching for all learners.


Recommendations:
■ Utilize technology resources to create opportunities for
  educators to collaborate and create a model of connected
  teaching that provides access to various resources

■ Provide professional development opportunities that afford for
  continuous growth and development of skills
Goal: Teaching

Recommendations [cont.]:

■ Develop technologically proficient teachers that are
  knowledgeable of ways in which they can utilize the power of
  technology to reach students at their individual learning level
Goal: Infrastructure

Infrastructure: Access and Enable
All students and educators will have access to a comprehensive
infrastructure for learning when and where they need it.


Recommendations:
■ Ensure that students and educators have access to: people,
  processes, learning resources, policies, and broadband
  connectivity, servers, and software, both inside and outside of
  school

■ Leverage educational resources and accelerate the development
  of technology based tools and courses
Goal: Productivity

Productivity: Redesign and Transform
 Our education system at all levels will redesign processes and
structures to take advantage of the power of technology to improve
learning outcomes while making more efficient use of time, money,
and staff.

Recommendations:
■ Design, implement and evaluate technology-powered programs to
  ensure that students are prepared for the workplace and citizenship

■ Develop standard for measuring and improving productivity of
  education system to meet goals for educational attainment within a
  set budget
Goal: Productivity

Recommendations [cont.]:

■ Leverage technology to plan, manage, monitor, and report
  spending that will provide decision-makers with a complete view
  of the financial performance of education system
R&D: Innovative and Scale

New approach to R&D for education that focuses on:

■ Providing competitive grants for scaling up innovative and
  evidence-based practices through the Department of Education's
  Investing in Innovation Fund (i3)

■ Transferring existing and emerging technology innovations from
  such sectors as consumer, business, and entertainment into
  education

■ Supporting and sustaining the education R&D that is currently
  happening at the National Science Foundation
R&D: Innovative and Scale

New approach to R&D for education that focuses on
[cont.]:

■ Creating a new organization with the mission of serving the public
  good through R&D at the intersection of learning sciences,
  technology, and education
R&D: Innovative and Scale

■ Identification of "grand challenge problems"- which are
  problems that establish a community of experts to work
  together towards finding a solution. For example:

    o Establishing an integrated, end-to-end real-time
      system for managing learning outcomes and
      costs across our entire education system at all
      levels."
Summary of NETP 2010

■ Develop and incorporate: assessment, learning, teaching,
  infrastructure and productivity, as the essential
  components of learning powered by technology


■ Focus on more individualized and differentiated education
  for each student


■ Establish continuous learning communities, social networks,
  information and communications tools for educators
Summary of NETP 2010

■ Implement new learning model where students are learning
  from teachers, mentors, coaches, and parents



■ New model provides for:

 o Students mastering both content and procedural learning
 o Teachers teaching and learning new skills collaboratively
   and continuously

National Education Technology Plan The National Education Technology Plan (NETP) provides: ■ Vision for how technology can help transform American education ■ Set of concrete goals to inform state and local educational technology plans, as well as recommendations to inspire research, development, and innovation
  • 3. Executive Summary Goals of NETP 2010 : ■ Fundamentally change the learning process to focus on individualized and differentiated Technology education ■ Use technology in the next generation of assessments Teachers ■ Connect teachers with peers and experts Education ■ Build infrastructure to support access ■ Harness the power of technology to become more productive

Executive Summary Purpose of NETP 2010: Utilize the immense potential of technology to: ■ Prepare students to succeed and compete in the global economy ■ Provide path to good jobs and higher earning power ■ Foster collaboration, problem solving and the sharing of resources “By 2020, America will once again have the highest proportion of college graduates.” President Barack Obama, Address to Congress, February 24, 2009

Introduction Transform education system to: ■ Have clear outcomes ■ Include collaborative redesign and standard structure of processes ■ Institute continuous monitoring and measuring of performance ■ Promote accountability for progress and results of the processes ■ Increase number of college graduates to 60% by 2020 ■ Prepare students for college and careers

Introduction Improve: ■ Student achievement, build partnerships, develop leaders and provide flexibility for innovation Improvement achieved through: ■ Setting strategic goals and benchmarking ■ Establishing a cohort of leaders and educators ■ Building and enhancing core competencies for teachers ■ Creating a foundation to sustain current and future growth
  • 7. The Five Goals of NETP 2010 The NETP includes five goals with recommendations that address the essential components of learning powered by technology: Learning Assessment Teaching Infrastructure Productivity
  • 8. Goal: Learning Learning: Engage and Empower All learners will have engaging and empowering learning experiences both in and out of school that prepare them to be active, creative, knowledgeable, and ethical participants in our globally networked society. Recommendations: ■ Revise and create standards and learning objectives that incorporate technology and 21st century requirement/needs ■ Utilize the flexibility and convenience of technology

Goal: Learning Recommendations [cont.] ■ Enhance learning by developing, adopting and evaluating technology learning resources that use design principles from the learning sciences ■ Leverage the power of technology to provide and adopt personalized learning methodologies that will enable all learners to excel
  • 10. Goal: Assessment Assessment: Measure What Matters Our education system at all levels will leverage the power of technology to measure what matters and use assessment data for continuous improvement. Recommendations: ■ Revise practices and policies to ensure security of information while enabling assessments that include continuous improvement and gathering of data on student learning ■ Involve multiple stakeholders in the process of designing, conducting, and using assessment
  • 11. Goal: Assessment Recommendations [cont.]: ■ Adopt technology tools that will assist in identifying strengths and weaknesses in student performance and enable teachers to proactively develop a plan to address individual student needs
  • 12. Goal: Teaching Teaching: Prepare and Connect Professional educators will be supported individually and in teams by technology that connects them to data, content, resources, expertise, and learning experiences that can empower and inspire them to provide more effective teaching for all learners. Recommendations: ■ Utilize technology resources to create opportunities for educators to collaborate and create a model of connected teaching that provides access to various resources ■ Provide professional development opportunities that afford for continuous growth and development of skills
  • 13. Goal: Teaching Recommendations [cont.]: ■ Develop technologically proficient teachers that are knowledgeable of ways in which they can utilize the power of technology to reach students at their individual learning level
  • 14. Goal: Infrastructure Infrastructure: Access and Enable All students and educators will have access to a comprehensive infrastructure for learning when and where they need it. Recommendations: ■ Ensure that students and educators have access to: people, processes, learning resources, policies, and broadband connectivity, servers, and software, both inside and outside of school ■ Leverage educational resources and accelerate the development of technology based tools and courses
  • 15. Goal: Productivity Productivity: Redesign and Transform Our education system at all levels will redesign processes and structures to take advantage of the power of technology to improve learning outcomes while making more efficient use of time, money, and staff. Recommendations: ■ Design, implement and evaluate technology-powered programs to ensure that students are prepared for the workplace and citizenship ■ Develop standard for measuring and improving productivity of education system to meet goals for educational attainment within a set budget
  • 16. Goal: Productivity Recommendations [cont.]: ■ Leverage technology to plan, manage, monitor, and report spending that will provide decision-makers with a complete view of the financial performance of education system
  • 17. R&D: Innovative and Scale New approach to R&D for education that focuses on: ■ Providing competitive grants for scaling up innovative and evidence-based practices through the Department of Education's Investing in Innovation Fund (i3) ■ Transferring existing and emerging technology innovations from such sectors as consumer, business, and entertainment into education ■ Supporting and sustaining the education R&D that is currently happening at the National Science Foundation
  • 18. R&D: Innovative and Scale New approach to R&D for education that focuses on [cont.]: ■ Creating a new organization with the mission of serving the public good through R&D at the intersection of learning sciences, technology, and education
  • 19. R&D: Innovative and Scale ■ Identification of "grand challenge problems"- which are problems that establish a community of experts to work together towards finding a solution. For example: o Establishing an integrated, end-to-end real-time system for managing learning outcomes and costs across our entire education system at all levels."
  • 20. Summary of NETP 2010 ■ Develop and incorporate: assessment, learning, teaching, infrastructure and productivity, as the essential components of learning powered by technology ■ Focus on more individualized and differentiated education for each student ■ Establish continuous learning communities, social networks, information and communications tools for educators
  • 21. Summary of NETP 2010 ■ Implement new learning model where students are learning from teachers, mentors, coaches, and parents ■ New model provides for: o Students mastering both content and procedural learning o Teachers teaching and learning new skills collaboratively and continuously
