Learning: Engage and Empower
All learners will have engaging and empowering learning
experiences both in and out of school that prepare them to be active,
creative, knowledgeable, and ethical participants in our globally
networked society.
Recommendations:
■ Revise and create standards and learning objectives that
incorporate technology and 21st century requirement/needs
■ Utilize the flexibility and convenience of technology

Assessment: Measure What Matters
Our education system at all levels will leverage the power of
technology to measure what matters and use assessment data for
continuous improvement.
Recommendations:
■ Revise practices and policies to ensure security of information
while enabling assessments that include continuous
improvement and gathering of data on student learning
■ Involve multiple stakeholders in the process of designing,
conducting, and using assessment

and weaknesses in student performance and enable teachers
to proactively develop a plan to address individual student

Teaching: Prepare and Connect
Professional educators will be supported individually and in teams
by technology that connects them to data, content, resources,
expertise, and learning experiences that can empower and inspire
them to provide more effective teaching for all learners.
Recommendations:
■ Utilize technology resources to create opportunities for
educators to collaborate and create a model of connected
teaching that provides access to various resources
■ Provide professional development opportunities that afford for
continuous growth and development of skills

■ Develop technologically proficient teachers that are
knowledgeable of ways in which they can utilize the power of
technology to reach students at their individual learning level

Infrastructure: Access and Enable
All students and educators will have access to a comprehensive
infrastructure for learning when and where they need it.
Recommendations:
■ Ensure that students and educators have access to: people,
processes, learning resources, policies, and broadband
connectivity, servers, and software, both inside and outside of
school
■ Leverage educational resources and accelerate the development
of technology based tools and courses

Productivity: Redesign and Transform
Our education system at all levels will redesign processes and
structures to take advantage of the power of technology to improve
learning outcomes while making more efficient use of time, money,
and staff.
Recommendations:
■ Design, implement and evaluate technology-powered programs to
ensure that students are prepared for the workplace and citizenship
■ Develop standard for measuring and improving productivity of
education system to meet goals for educational attainment within a
set budget

Recommendations [cont.]:
■ Leverage technology to plan, manage, monitor, and report
spending that will provide decision-makers with a complete view
of the financial performance of education system
17. R&D: Innovative and Scale
New approach to R&D for education that focuses on:
■ Providing competitive grants for scaling up innovative and
evidence-based practices through the Department of Education's
Investing in Innovation Fund (i3)
■ Transferring existing and emerging technology innovations from
such sectors as consumer, business, and entertainment into
education
■ Supporting and sustaining the education R&D that is currently
happening at the National Science Foundation
18. R&D: Innovative and Scale
New approach to R&D for education that focuses on

■ Creating a new organization with the mission of serving the public
good through R&D at the intersection of learning sciences,
technology, and education

■ Identification of "grand challenge problems"- which are
problems that establish a community of experts to work
together towards finding a solution. For example:
