4.0) SUMMARY OF WORK EXPERIENCES
a) Extensive experience in the field of Mechanical / Piping / Commissioning Engineering
for 18 years designated as an Engineer in Safety Health and Occupational executive
cum Testing & Commissioning which covers EPC, EPCC and EPCIC project.
b) Attached as a Lead Commissioning for Hook-up and Commissioning for Onshore /
Offshore which includes Safety Assessment, Quality, Scope of Work in Contract,
Planning and Scheduling, Job Safety Analysis (JHA), Engineering, Bidding and
Tendering and Final Documentation for projects involved. HIRARC member for
establishing the risk assessment.
c) Familiar with the Standard Specification and Design Practice such as Petronas
Technical Standard (PTS), Detailed Engineering Procedure (DEP), Standard
Engineering Specification (SES), Standard Engineering Guidelines (SEG), Standard
Engineering Procedure (SEP), American Society of Mechanical Engineers (ASME),
American Petroleum Institute (API), American Standard Testing Material (ASTM) and

4.1) ROLE AND DUTIES
a) Incorporate provisions in-line with design and construction data prior execution of pre-
commissioning and testing activities.
b) Review and provide all execution plans, schedules, resources allocation, test
procedures and final documentation for sub-ordinates and contractors.
c) Interface and coordinate with discipline construction field engineers pertaining
construction mechanical completion and pre-commissioning, testing and
commissioning works.
d) Supervise and monitor pre-commissioning, testing and commissioning activities of all
plant/facilities mechanical and piping systems.
e) Liaise and coordinate with other discipline Commissioning Engineer and Supervisors
with regards with system interface and testing involved.
e) Ensure all mechanical and piping commissioning works are carried out as described
in onshore and offshore commissioning procedures / manual / acceptance criteria, as
well as the Engineering Management System - Construct and Pre-commission
Facilities Procedure & Commission and Facilities Handover Procedure.
f) Ensure all completeness and accuracy for system handover prior implementation the
project completion management system.
g) Comply and well versed in performing technical bid analysis and participate in Factory
Acceptance Test (FAT) when requested. Capable to interface with other discipline
related with issues arises and coordinate test with other discipline as required.
h) Generate and supervise commissioning related punch-lists and other outstanding
works.
i) Facilitate and govern system safe start-up and subsequent facilities handover to asset
holder.
j) Supporting Lead Commissioning Engineer (LCE) comprises planning, work pack
reviews, preparing daily commissioning report and interface with discipline,
fabrication, hook-up engineers on site issues. Capable to solve and recommendation
thru resolving the demonstrate team work.
k) Ensuring all work-pack preparation involving hydro-test preparation and re-
instatement leak test packages.
l) Prepare Commissioning system boundaries, commissioning plan and commissioning
priorities.
4.2) RESPONSIBILITIES
a) Make sure all plant involved in mechanical and piping system have been correctly
hooked up with appropriate construction check sheet completed and sign off.
b) Ensure all the construction and pre-commissioning checks are witnessed and
satisfactory.
c) Coordinate receiving, inspection and testing of commissioning materials and
equipment and ensure that all are in accordance with order / contact prior to receipt
and/or acceptance by the Company involved.
d) Liaise with subordinates, contractors and facilitate vendor on execution of pre-
commissioning and commissioning activities.
e) To make sure the accuracy and completeness of the "As-Built" drawings as well as
perform "red line mark-up.
f) To carried out and ensure pre-commissioning, testing and commissioning works in
safely manner, in accordance with Company standards and procedures and project
specifications and acceptance criteria are meet.
g) Knowledgeable and well verse in demonstrate and utilize mechanical testing and
commissioning tools and equipments.
h) Spearhead site flushing and pressurization test as well as hydro test, inclusive for the
cleanest of the piping system prior to start-up.
i) Capable in supervising and arranging site team or a team of commissioning
technicians.
j) Coordinate Hook-Up and Commissioning (HUC) contractor and ensure plan
developed is in line with Commissioning Strategy.
k) Well verse in dealing with Project Completion Management System such as CCMS or
equivalent.
l) Technically gained hands on experience pre-commissioning and commissioning
comprises of:-
i) Static equipment such as tanks / pressure vessels, re-boilers, heat
exchangers, air/gas cooler, heat recovery system, etc.
ii) Rotating equipment such as positive displacement pumps / compressors.
iii) Centrifugal pumps
iv) Mechanical equipment packages such as turbine compressors, turbine /
diesel generators, instrument air compressors and dryers, chemical injection
system, etc.
v) Material handling such as pedestal crane, jib crane, gantry crane, overhead
crane, monorail trolley hoist, etc.
f) Familiar with piping system pre-commissioning works such as flushing and cleaning,
hydro testing, P&ID line walk, reinstatement leak test, etc. Able to prepare hydro test
and reinstatement leak test procedure/packages and spading / isolation plans and
have hands on experience in leading reinstatement leak test works, experience in
using Nitrogen/ Helium method.
g) Knowledgeable in control and measurement philosophies, which comprises
commissioning, start-up, HSSE matters and operational requirements.
h) Knowledge in piping size and materials, liquid/gas transmission system prior meeting
process requirements.
i) Capable in communication, interpersonal and leadership / influencing skills.
j) Computer literate and proficient in MS Office, familiar with Project Completion System
i.e. CCMS or similar software is preferred.
k) Obtained and attended Job Hazard Analysis (JHA), Permit to Work (PTW) and Sea
Survival trainings with valid certificates.
l) Work out with Check sheet and checklist, Check sheet overview, Job card, Variation
Order (VO), Piping and Instrumentation Diagram (P&ID) Utility Flow Diagram (UFD),
Process Flow Diagram (PFD), Isometric, Piping Schedule, Cable Schedule, Tie-ins for
Hook-up Drawings and Design Drawings.
m)Computer literate using Microsoft Words, Microsoft Excel, Microsoft Project, Microsoft

  • 3. e) Liaise and coordinate with other discipline Commissioning Engineer and Supervisors with regards with system interface and testing involved. e) Ensure all mechanical and piping commissioning works are carried out as described in onshore and offshore commissioning procedures / manual / acceptance criteria, as well as the Engineering Management System - Construct and Pre-commission Facilities Procedure & Commission and Facilities Handover Procedure. f) Ensure all completeness and accuracy for system handover prior implementation the project completion management system. g) Comply and well versed in performing technical bid analysis and participate in Factory Acceptance Test (FAT) when requested. Capable to interface with other discipline related with issues arises and coordinate test with other discipline as required. h) Generate and supervise commissioning related punch-lists and other outstanding works. i) Facilitate and govern system safe start-up and subsequent facilities handover to asset holder. j) Supporting Lead Commissioning Engineer (LCE) comprises planning, work pack reviews, preparing daily commissioning report and interface with discipline, fabrication, hook-up engineers on site issues. Capable to solve and recommendation thru resolving the demonstrate team work. k) Ensuring all work-pack preparation involving hydro-test preparation and re- instatement leak test packages. l) Prepare Commissioning system boundaries, commissioning plan and commissioning priorities. 4.2) RESPONSIBILITIES a) Make sure all plant involved in mechanical and piping system have been correctly hooked up with appropriate construction check sheet completed and sign off. b) Ensure all the construction and pre-commissioning checks are witnessed and satisfactory. c) Coordinate receiving, inspection and testing of commissioning materials and equipment and ensure that all are in accordance with order / contact prior to receipt
  • 4. and/or acceptance by the Company involved. d) Liaise with subordinates, contractors and facilitate vendor on execution of pre- commissioning and commissioning activities. e) To make sure the accuracy and completeness of the "As-Built" drawings as well as perform "red line mark-up. f) To carried out and ensure pre-commissioning, testing and commissioning works in safely manner, in accordance with Company standards and procedures and project specifications and acceptance criteria are meet. g) Knowledgeable and well verse in demonstrate and utilize mechanical testing and commissioning tools and equipments. h) Spearhead site flushing and pressurization test as well as hydro test, inclusive for the cleanest of the piping system prior to start-up. i) Capable in supervising and arranging site team or a team of commissioning technicians. j) Coordinate Hook-Up and Commissioning (HUC) contractor and ensure plan developed is in line with Commissioning Strategy. k) Well verse in dealing with Project Completion Management System such as CCMS or equivalent. l) Technically gained hands on experience pre-commissioning and commissioning comprises of:- i) Static equipment such as tanks / pressure vessels, re-boilers, heat exchangers, air/gas cooler, heat recovery system, etc. ii) Rotating equipment such as positive displacement pumps / compressors. iii) Centrifugal pumps iv) Mechanical equipment packages such as turbine compressors, turbine / diesel generators, instrument air compressors and dryers, chemical injection system, etc. v) Material handling such as pedestal crane, jib crane, gantry crane, overhead crane, monorail trolley hoist, etc. f) Familiar with piping system pre-commissioning works such as flushing and cleaning, hydro testing, P&ID line walk, reinstatement leak test, etc. Able to prepare hydro test and reinstatement leak test procedure/packages and spading / isolation plans and have hands on experience in leading reinstatement leak test works, experience in using Nitrogen/ Helium method. g) Knowledgeable in control and measurement philosophies, which comprises
