4.1) ROLE AND DUTIES
a) Incorporate provisions in-line with design and construction data prior execution of pre-
commissioning and testing activities.
b) Review and provide all execution plans, schedules, resources allocation, test
procedures and final documentation for sub-ordinates and contractors.
c) Interface and coordinate with discipline construction field engineers pertaining
construction mechanical completion and pre-commissioning, testing and
commissioning works.
d) Supervise and monitor pre-commissioning, testing and commissioning activities of all
plant/facilities mechanical and piping systems.

with regards with system interface and testing involved.
e) Ensure all mechanical and piping commissioning works are carried out as described
in onshore and offshore commissioning procedures / manual / acceptance criteria, as
well as the Engineering Management System - Construct and Pre-commission
Facilities Procedure & Commission and Facilities Handover Procedure.
f) Ensure all completeness and accuracy for system handover prior implementation the
project completion management system.
g) Comply and well versed in performing technical bid analysis and participate in Factory
Acceptance Test (FAT) when requested. Capable to interface with other discipline
related with issues arises and coordinate test with other discipline as required.
h) Generate and supervise commissioning related punch-lists and other outstanding
works.
i) Facilitate and govern system safe start-up and subsequent facilities handover to asset
holder.
j) Supporting Lead Commissioning Engineer (LCE) comprises planning, work pack
reviews, preparing daily commissioning report and interface with discipline,
fabrication, hook-up engineers on site issues. Capable to solve and recommendation
thru resolving the demonstrate team work.
k) Ensuring all work-pack preparation involving hydro-test preparation and re-
instatement leak test packages.
l) Prepare Commissioning system boundaries, commissioning plan and commissioning
priorities.
4.2) RESPONSIBILITIES
a) Make sure all plant involved in mechanical and piping system have been correctly
hooked up with appropriate construction check sheet completed and sign off.
b) Ensure all the construction and pre-commissioning checks are witnessed and
satisfactory.
c) Coordinate receiving, inspection and testing of commissioning materials and
equipment and ensure that all are in accordance with order / contact prior to receipt

d) Liaise with subordinates, contractors and facilitate vendor on execution of pre-
commissioning and commissioning activities.
e) To make sure the accuracy and completeness of the "As-Built" drawings as well as
perform "red line mark-up.
f) To carried out and ensure pre-commissioning, testing and commissioning works in
safely manner, in accordance with Company standards and procedures and project
specifications and acceptance criteria are meet.
g) Knowledgeable and well verse in demonstrate and utilize mechanical testing and
commissioning tools and equipments.
h) Spearhead site flushing and pressurization test as well as hydro test, inclusive for the
cleanest of the piping system prior to start-up.
i) Capable in supervising and arranging site team or a team of commissioning
technicians.
j) Coordinate Hook-Up and Commissioning (HUC) contractor and ensure plan
developed is in line with Commissioning Strategy.
k) Well verse in dealing with Project Completion Management System such as CCMS or

l) Technically gained hands on experience pre-commissioning and commissioning

i) Static equipment such as tanks / pressure vessels, re-boilers, heat
exchangers, air/gas cooler, heat recovery system, etc.
