11. JOURNEY SO FAR
• SKIMS, the only tertiary care institute with its own enterprise-
level Hospital Management and Information System (HMIS) viz
SmartSkims, has been chosen as the first Government Health
Institute in North India to integrate Ayushman Bharat Digital
Mission (ABDM) into its HIS/LIS as SmartSkims was complaint
with the onboarding process.
• In this regard, SKIMS Administration had a series of meetings
with JK ABDM officials wherein the SKIMS Software
Development Team was given the task of integration and
provided sandbox credentials for the same.
12. PRESENT STATUS
Development
• The computer associates has recently finished Milestone 2, and is ready for
functional testing by ABDM. In fact, SKIMS has provided the ABDM team with the
required URL and credentials.
Deployment
• As of date with regard to SKIMS, the process is at Step 1 but as recommended by
the NHA to proceed with Step 2 viz. Security Audit simultaneously, as before
deployment, SKIMS has to provide a mandatory “Safe-to-Host” certificate to NHA,
SKIMS has raised GeM Bid regarding the same to expedite the process and the
Process is in its final phase
In approximately 2-3 weeks’ time, SKIMS shall pass Step 3.and proceed to the final
step of deployment
15. TELEMEDICINE FACILITY IN J&K
• The present Telemedicine facility was started at SKIMS
in the year 2003 with the help of Indian Space Research
Organization (ISRO) on the standing recommendations
of the Parliament of India.
• Telemedicine facility was established at State, District
and Sub District Hospital Levels constituting a total of 12
Nodes in J&K in 2 phases:
• One in 2003-04 and the other in 2006.

IMPLEMENTATION
AT SKIMS
• Implementation of eOffice has been started at SKIMS in phases. In
the first phase, four Department / Sections of SKIMS namely the
Policy Section, Personnel Section, Office of the Director SKIMS &
EOSG and Office of the Additional Director SKIMS & EOSSG
have been designated to start with the implementation of the e-
Office process.
• In the second phase, all Divisions/Sections of the Finance wing and
Materials Management have been switched over to the e-office
platform from 01-03-2022.
• We are launching the third phase with all Hospital Administration
and Hospital Engineering Today sections.
30. JK PAY SYS
JK payment system (pay manager) is an
another big step towards achieving the
dream of digital India which provides
common and integrated platform for
DDO’S to prepare all types of bills for
booking of expenditure.
The software not only provides the
facilities for pay bill preparation but also
prepares DA arrear, bonus, arrears and
leave en-cashment bills.

The portal JKCPIS (centralized
personnel information system) keeps
track of all the employees who are
currently employed, transferred or about
to retire with respect to their jobs.
The CPIS maintains employee details,
joining details, transfer details,
promotion details, posting details,
nominee details, sanctioned post details
etc.
It also provides list of Employee waiting
to join, List of Employee eligible for
Retirement.
