His Highness Sheikh Hazza bin Zayed Al Nahyan, Deputy Chairman of Abu Dhabi Executive Council,
inaugurated one of the world’s largest offshore oil platforms – the Umm Lulu Gas Treatment Plant
(ULGTP), in the presence of HH Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and
Minister of Presidential Affairs; and HH Sheikh Hamed bin Zayed Al Nahyan, Chief of the Abu Dhabi
Crown Prince's Court. The platform was made in the UAE by the National Petroleum Construction

Minister of State and ADNOC Group CEO; H.E. Dr. Ahmed Mubarak Al Mazrouei, Chairman of Abu Dhabi
Executive Office; HE Dr. Mohamed Rashed Al Hameli, Chairman of NPCC; Ahmed Al Dhaheri, CEO of
NPCC; and other senior officials of NPCC, Senaat, ADNOC and other Media Marketing Dubai entities.
The Umm Lulu Gas Treatment Platform (ULGTP), weighing 32,000 metric tonnes (MT), is one of five
platforms fully manufactured by the NPCC at its fabrication yard in Musaffah, Abu Dhabi. This is part of
an Engineering, Procurement & Construction (EPC) contract awarded by Abu Dhabi National Oil
Company (ADNOC) to NPCC, in consortium with TechnipFMC, for the Umm Lulu Package 2 Full Field
Development (Process Facilities).
The ULGTP will mainly handle gas including compression, dehydration and sweetening, and forms a key
part of ADNOC’s Umm Lulu Field infrastructure. The field will have oil Media Advertising in Dubai
production capacity of more than 100,000 barrels per day in 2020, supporting ADNOC’s strategy of
increasing it production capacity from 3 to 5 million bpd by 2030.
His Excellency Dr. Sultan Al Jaber said: “The completion of this important infrastructure asset marks
another important milestone for ADNOC as we drive oil production capacity towards four million barrels
per day by end of 2020, delivering on our smart growth strategy and meeting growing global demand for
energy. In line with the guidance of the UAE’s wise Leadership, this achievement also underpins
ADNOC’s critical role in enabling in-country value creation and economic diversification.
HE Dr. Mohamed Rashed Al Hameli, Chairman of NPCC, said: “The ULGTP project is the largest to date
undertaken by NPCC and was led by a team of passionate Emirati nationals committed to achieving the
nation’s vision to be one of the best countries in the world in exporting energy solutions. Building on our

As consortium leader for the major Umm Lulu Field, NPCC is responsible for the detailed engineering,
procurement, fabrication, offshore installation, commissioning and start-up of a large offshore super
complex. The super complex includes an Accommodation Platform (ULAP), Utilities Platform (ULUP),
Water Disposal Platform (UMWDP), Separation Platform (ULSP), Riser Platform (ULRP) and the Gas
Treatment Platform (ULGTP) – all made in the UAE by NPCC. The total Dubai Business weight of the
super complex is over 102,648 metric tonnes (MT).
Earlier, NPCC had commissioned eight platforms for Umm Lulu Package 1. The two phases mark an
investment of over AED 9.18 billion (US$2.5 billion). The contract also includes the laying of over 2,555
kilometres of cable and 150 kilometres of pipeline by NPCC. Substantial in-country value of the total
investment supports UAE companies that are partnering in the development of the full-field.
Nearly as tall as London’s Big Ben, the ULGTP measures 77.7 metres x 83.5 metres. It was built by a
global team of experts including Emirati engineers and professionals. All raw materials were
predominantly sourced from within the UAE. Emirates Steel was the major supplier Dubai Vacancies of

The ULGTP will now set sail to the Umm Lulu Field, following which NPCC will undertake commissioning

fabricate up to 100,000 MT of structural steel annually.

Abu Dhabi’s Energy Strategy Unveiled to Global Leaders at Fourth
Annual IEA Global Conference on Energy Efficiency
7. Abu Dhabi’s comprehensive energy strategy was presented to an audience of global leaders with the
participation of the Abu Dhabi Department of Energy (DoE) at the fourth annual International Energy
Agency (IEA) Global Conference on Energy Efficiency, which took place June 24-25, 2019, in Dublin,
Ireland.
Representing DoE, the government entity mandated to safeguard excellence and sustainability in the
UAE capital’s energy sector, was His Excellency Mohammed bin Jarsh Al Falasi, DoE Undersecretary, who
presented his department’s analysis and plans for the future of energy EXPO 2020 in Dubai in Abu
Dhabi before world leaders and heads of the international energy sector.
Among those in the attendees were Leo Varadkar, Irish Prime Minister; Dr Fatih Birol, IEA Executive
Director; Mark Menezes, Undersecretary of Energy, US Department of Energy; Zhang Yong, Vice-
Chairman of China’s National Development and Reform Commission and Hennadiy Zubko, Ukrainian
Vice Prime Minister and Minister for Regional Development, Construction and Housing.
Taking part in a panel discussion titled ‘Global Policy Insights,’ H.E. Al Falasi gave a presentation
spotlighting Abu Dhabi’s energy scene and future trends, and outlined DoE’s roadmap for the energy
sector. Among the key topics discussed was how DoE was established in March 2018 to be the key
policy-maker and regulator of the Abu Dhabi energy sector during a period of Jobs in Dubai
paradigmatic shift away from fossil fuels towards renewables, a move which aims to reduce emissions
and avoid runaway climate change.
The audience were introduced to Abu Dhabi’s role as a leader in modernising energy systems since
unbundling the sector in 1998, and how over the past three decades the emirate has provided power
and water to approximately two thirds of the UAE, sustaining both itself and other large parts of the

sustainable energy solution. All of this underpins the emirate’s wider economic and social aspirations
under Abu Dhabi Economic Vision 2030.” His Excellency added.
The event was the first international activity DoE had undertaken with IEA since the two bodies signed a
strategic partnership agreement in May this year. Under the terms of the agreement, the entities will

and develop bilateral scientific, technical, legislative, administrative, and commercial expertise in the
energy sector. The partnership will see DoE participate in the IEA’s programme of expert workshops and
