Poverty/crisis
Where GIS/IT capacities/education is rare
Where time devoted for hobbies is less/null
So number of local OSM contributors is scarce (if any)
Same situation for Free software and opendata
But local OSM contributors are totally needed
To support in country GIS/IT generate baseline data
To support in country GIS/IT generate Hum/Dev data

Supporting the growth of local, autonomous OSM
communities, collectives, associations, OSM/GIS
cooperatives

free software, opendata & OSM movements
