RDC XII selects Private Sector Representatives
for the term 2019-2022
KORONADAL CITY, South
Cotabato – The Regional
Development Council (RDC) XII
completed its selection of Private
Sector Representatives (PSR) for
the term 2019-2022 on August 9,
2019 at the SOCCSKSARGEN
Hall, NEDA XII Building,
Koronadal City.
The RDC is the primary
institution that coordinates and
sets the direction of all economic
and social development efforts
in the region. It also serves as
a forum where local efforts can
be related and integrated with
national development activities.
Based on Executive Order (EO)
325, series of 1996 and other
pertinent issuances, RDC XII
is composed of 15 Local Chief
Executives (LCEs), 24 Regional
Line Agencies (RLAs), and 13
PSRs which is equivalent to 25%
of the total membership of the
Council.

The 13 PSRs were selected
geographically and by sector.
By area, the PSRs were selected
from South Cotabato Province,
Koronadal City, General Santos
City, Sarangani Province,
Tacurong City/Sultan Kudarat,
and Kidapawan City/Cotabato
Province.
The Sectoral PSRs were selected
to represent the four (4) main
sectors of the region, namely:
Social Development, Economic
Development, Infrastructure
and Utilities Development, and
Governance and Development
Administration. One (1) PSR
was selected to represent the
Labor Sector based on EO 384,
series of 1996, and one (1) for the
Indigenous Peoples as required
under RA 8371 or the IPRA Law.
The remaining slot was allotted
for a PSR at large.
The PSRs selected for the various
areas of the region were the
following: Mr. Nestor S. Lumawig
for Koronadal City, Mr. Carlito
Y. Uy for South Cotabato, Mr.
Richlie Lyndon L. Magtulis for
Sarangani, Mr. Ryan S. Vidanes
for General Santos City, Mr.
Ronan Eugene C. Garcia for
Tacurong City/Sultan Kudarat,
and Dr. Ramon N. Floresta
for Kidapawan City/Cotabato
Province.
Selected for the different sectors
were Dr. Rolando S. Doria for
Economic Sector, Ms. Liza D.
Hora for Social Sector, Sister
Susan O. Bolanio for Governance
and Development Administration
Sector, and Mr. Alfredo Bronx P.
Hebrona, Jr. for Infrastructure and
Utilities Sector.

Mr. Jose Ronie V. Mondragon and
Mr. Fred P. Basino were selected
to represent the Labor and
Indigenous Peoples of the region,
respectively.
Mr. Roy B. Moreno was chosen as
PSR at large.
The selected PSRs agreed to
assign Mr. Lumawig as the PSR
for Regional Project Monitoring
Committee (RPMC) XII, and Mr.
Basino as PSR for Regional Land
Use Committee.
All selected Private Sector
Representatives shall serve a
period of three (3) years. They
are scheduled to be confirmed in
September 2019 during the 3rd
Quarter Meeting of the Council.
KORONADAL CITY, South
Cotabato – The Regional
Development Council XII and
Regional Peace and Order Council
XII jointly convened to formally
organize the Regional Task Force
to End Local Communist Armed
Conflict (RTF-ELCAC) for
Region XII on July 04, 2019 at the
SOCCSKSARGEN Hall, NEDA
XII Bldg., Koronadal City.
Agriculture Secretary Emmanuel
F. Piñol, Cabinet Officer for
Regional Development and
Security (CORDS) for Region
XII, presided the meeting and
underscored the importance of the
task force in institutionalizing the
“whole-of-nation” approach in
addressing poverty and peace and
security problems in the region.
“This is where we will work
together, contribute all our
ideas, bring in the aspirations
and needs of our people, so that
together we can build a better
SOCCSKSARGEN,” Piñol said.
The Secretary also highlighted
that the problem of insurgency
will not be solved if government
agencies continue to act
independently of each other,
“not minding the other’s turf”.
He further stressed the important
role of local chief executives
and enjoined them to actively
participate in RTF meetings to
strike through critical peace and
development concerns.
The participants were initially
briefed on the Communist
Terrorist Group Problem and
the NTF-ELCAC Strategic
Framework by RD Eduardo T.
Marquez of NICA XII and LTC
Joel Jonson of the NTF-ELCAC
Secretariat, respectively.
In order to ensure a consistent
and unified direction toward the
development and security agenda,
the 12 lines of effort (LOEs) were
presented by Regional Director
Josephine C. Leysa of DILG
XII. From 12, the said LOEs
were eventually clustered into
six, grouping together clusters
with interrelated functions and
common member-agencies.
Programs and projects supportive
to the lines of effort were
presented by Regional Director
Teresita Socorro C. Ramos of
NEDA XII. RD Ramos explained
that both NEDA and DILG have
started putting together current
efforts on the ground which are
responsive to the 12 LOEs and
these are already being integrated
in the chapters of the Updated
Regional Development Plan.

priority programs and projects
for 2019 and PhP1.27 billion for
2020, were identified in support
of the lines of effort, based on
the initial submission of line
agencies. Majority of these were
attributed to the clusters on ‘Basic
Sector’ and ‘Infrastructure and
Resource Management’. The
creation of the RTF-ELCAC is
an offshoot of President Duterte’s
directive to institutionalize the
whole-of-nation approach to put
an end to the 50-year insurgency
of communist terrorist groups.
Executive Order 70, series of 2018
provides for “Institutionalizing
the Whole-of-Nation Approach
(WON) in Attaining Inclusive
and Sustainable Peace, Creating
a National Task Force to End
Local Communist Armed Conflict
(ELCAC), and Directing the
Adoption of a National Peace
Framework.”
General Santos City – During
the 2019 Awards Ceremony
and Appreciation Lunch for the
Bangko Sentral ng Pilipinas
(BSP) Stakeholders on August 6,
2019 at the Vancouver Room of
Sydney Hotel in General Santos
City, NEDA XII was recognized
and declared winner in the
category of Outstanding Partner
for Report on Regional Economic
Developments in the Philippines
(REDP) for Region XII. It was the
first time for NEDA XII to receive
such award from BSP.
The recognition is given to
an institution or agency that
consistently provided valuable
information to the BSP necessary
in the annual publication of the
REDP report. The judging of the
winner was based on the 4-point
criteria namely: a) track record of
cooperation (25 pts.); b) relevance
(25 pts.); c) completeness (25 pts);
and d) timeliness (25 pts.).
Other categories included in
the annual awards were: a)
Information Support: Business
Expectations Survey; b) Advocacy
Support: LGU Coordination-
Kapit-Bisig Award; c) Advocacy
Support: Outstanding Regional
Partner for Currency Programs of
the BSP; d) Advocacy Support:
Outstanding Regional Partner for
Implementing BSP’s Advocacy
on the Conduct of the Public
Information Campaigns; e)
Advocacy Support: Outstanding
Regional Partner for Knowledge
Resource Network. Each of
the awardees in the different
categories were given the
Dynamic Balance, Philippine
Eagle Award which was designed
by Ferdinand Cacnio.
In his keynote address during the
awarding ceremony, Monetary
Board Member V. Bruce Tolentino
stated that BSP’s close partnership
with its stakeholders has provided
resiliency and support for
growth throughout the years.
He added that the BSP together
with the private and public
sector stakeholders reflected the
“One Team, One Goal” theme
of resilient partnership toward
inclusive economic growth.
Throughout his message,
Monetary Board Member
Tolentino expressed the profound
gratitude of the BSP family to
the people, respondents, entities,
institutions and organizations that
participated and contributed to the
information gathering activities
crucial in the crafting of fiscal and
monetary policies of the country.

– The Sectoral Committees
(SeComs) of Regional
Development Council (RDC) XII
endorsed the SOCCSKSARGEN
Regional Development Plan
(RDP) 2017-2022 Midterm
Update through MEDAFC XII
Resolution No. 19 and EDC XII
Resolution No. 23 during their
Special Meetings on August 20,
2019. Likewise, RSDC XII and
InfraCom XII, passed Resolution
No. 33 and No. 29, respectively
during their 3rd Quarter Regular
Meetings on September 05, 2019.
The SOCCSKSARGEN
RDP 2017-2022 Midterm
Update underwent a long and
conscientious participative
process prior to the SeComs’
endorsement. The plan updating
activities commenced in March
2019 upon the RDC XII’s
approval and adoption of the
preliminary guidelines and
the passage of a resolution
constituting the four (4) SeComs
as the Regional Planning
Committees (RPCs).
As the RPCs, the SeComs
(MEDAFC, EDC, InfraCom,
and RSDC) were responsible
for undertaking the assessment,
identifying the objectives and
strategies, harmonizing the
targets, development outcomes,
and legislative agenda of the
thematic chapters of the plan.
The SeComs also steered several
activities such as data gathering
and initial assessment. RDC
XII conducted focus group
discussions (FGDs) with the
LGUs, consistency review and
validation of challenges and
strategies with the members of
the RPCs, and the multi-sectoral
stakeholders’ area consultations.
The FGDs with the local planners
validated the role of the region’s
provinces, cities, and strategic
municipalities in regional
development.
Moreover, the multi-sectoral
stakeholders area consultations
were participated in by private
academic institutions, labor
sectors, urban poor, business
sectors, senior citizens, persons
with disabilities (PWDs), religious
organizations, Indigenous
Peoples, farmers and fisher folks,
market vendors, logistics groups,
multi-purpose cooperatives,
General Santos, and Koronadal
ensuring inclusivity, holistic and
participatory process of all sectors
in the region.
Also mainstreamed in the
SOCCSKSARGEN RDP 2017-
2022 Midterm Update are the
12 Lines of Efforts (LOEs)
that are anchored on Executive
Order No. 70, series of 2018,
“Institutionalizing the Whole-
of-Nation Approach in Attaining
Inclusive and Sustainable Peace,
creating a National Task Force
to End Local Communist Armed
Conflict (NTF-ELCAC), and
Directing the Adoption of a
National Peace Framework.”
The SOCCSKSARGEN RDP
2017-2022 Midterm Update
contains 21 Chapters and each
chapter has its own assessment
and challenges, development
strategies, priority legislative
agenda, priority projects, and
harmonized results matrices. The
midterm update version will be
presented to RDC XII during its
67th
Regular and Reorganizational
Meeting on 17 September 2019
for approval, adoption and
endorsement to the NEDA Central
Office by end of September
2019 and onward submission
to the Office of the President
as an accompanying document
of the Philippine Development
Plan (PDP) 2017-2022 Midterm
Update.

RDC XII RSA-TWG Supports
Nationwide Simultaneous
Road Safety Advocacy of LTO XII

Koronadal City, South Cotabato
– On May 15, 2019, the
Land Transportation Office
(LTO) Regional Office XII, in
coordination with the Regional
Development Council (RDC)
XII Road Safety Advocacy –
Technical Working Group
(RSA-TWG), spearheaded the
Nationwide Simultaneous Road
Safety Advocacy in Region
XII at the Gaisano Grand Mall,
Koronadal City to promote greater
awareness on traffic rules and
regulations, and the roles and
responsibilities of pedestrians,
commuters and drivers in general.
LTO XII Regional Director
Macario D. Gonzaga in his
welcome message said that road
crash incidents have increased
tremendously and will continue
to be one of the greatest health
hazards if not properly and
squarely addressed.
“In the Philippines, per World
Health Organization (WHO) data,
we have an average of 27 deaths
per day or more or less an average
of 10,000 deaths per year due to
road crashes,” Gonzaga said.
In support to the activity, the
RDC XII RSA-TWG, chaired
by Private Sector Representative
(PSR) Nestor S. Lumawig
provided technical assistance
through lectures about Road
Safety Awareness for the Youth
and Basic Traffic Signs and
Signals for Road Safety.
About 500 participants were
present representing the various
regional line agencies, transport
groups, youth sector and private
organizations.
The members of RDC XII RSA-
TWG are CHED XII, DepEd XII,
TESDA XII, DOH XII, DPWH
XII, DOTC-LTO XII, public and
private educational institutions,
and UTODCO.
