This presentation gives an overview of the experiences of Malawi in climate change adaptation planning. This was presented by the Malawi Government delegation in April 2014 at the NAP-GSP Africa Regional Training Workshop (Anglophone) in Addis Ababa, Ethiopia. This event gathered Government representatives from Ministries of Environment, Planning and Finance from 15 least developed African countries to consider the NAP process, which aims to address the medium to long–term climate change adaptation challenges for Africa.

4. DEVELOPMENT OF THE NATIONAL
CLIMATE CHANGE POLICY & IMPLEMENTATION PLAN
The Policy has been developed to Guide programming of
interventions for reduction of greenhouse gas emissions into the
atmosphere, as well as adapting to the adverse effects of
climatic change and climate variability.
The Policy also has an implementation strategy & Plan that has
been designed to ensure that we actually undertake the
prioritized interventions stipulated in the Policy.

5. DEVELOPMENT OF THE NATIONAL
CLIMATE CHANGE INVESTMENT PLAN w/ M&E
The NCCIP has been developed with an objective to
increase climate change investments in Malawi.
Specifically, the NCCIP aims at guiding and
supporting the efforts in climate change
investments in the country by serving as an
instrument for mobilizing and catalyzing resources
for Climate Change Management.

6. REVIEW OF THE NAPA AND
DEVELOPMENT OF THE NAP
Malawi’s first NAPA was developed in 2006 but officially launched at
national level in February 2008. Has Five (5)Priority Concepts on which
some projects have been developed and implemented by both Gov. & non
state actors.
Currently Government is Implementing and planning specific projects
from the NAPA focusing on:
Climate Adaptation for Rural Livelihoods and Agriculture (CARLA),
Sustainable Land Management (SLM),
Establishmentof Early Warning Systems.
Mainstreaming Climate Adaptation in local development plans and projects.
Climate Proofing of Development projects/Gains.

Visioning and development of NCCP out of realization of Government and Donors (UN,
DfID, Norway, Spain, World Bank, others) to act on Climate Change (2008-2010);

Governance structures (National CC Technical & Steering Committees; Government -
Donor Working Group)
NCCP Planning Phase 2010 – 2012 >> Achievements: Draft National CC Policy; National
CC Investment Plan; NCC Communication Strategy; CC Capacity Needs Assessment and
Capacity Development Plan; National CC Learning Strategy; CC Atlas and other Data &

CC Technical and Steering Committees to ensure periodic
review and updating of the Programme itself and its related

11. Update, Outreach & Awareness of
National Climate Change Programme
Outreach and Awareness is ensured through the National CC
Communication Strategy.
Awareness is already considerably high in Malawi, especially
among decision-makers (Government, Parliament, Civil
Society, etc.) through training, etc.
Launch of the National Climate Change Investment Plan slated
for 25 April 2014.
Launch of NAP Process in Malawi planned for June 2014 after
elections in May 2014.
