Implementing HEARTH in rural communities presents both challenges and opportunities. Key challenges include a lack of experience with comprehensive planning, limited affordable housing options, lack of infrastructure and local development capacity, and less experience with program evaluation. Opportunities include more local control, expanded target populations and permanent supportive housing. Successful models include state leadership, regional coordination, technical assistance, partnerships between housing and services, and sharing best practices.
