Community mobilization and participatory resource management which involves the development at the community level to ensure the integration of fisheries in the whole frame of local development. Creation of the Fisheries and Aquatic Resource Management Councils (FARMC) to advise and assist the local government units in the management, conservation and protection of the fishery resources within the respective municipal waters.
