National Transport Policy
Introduction
Malaysia does not have a National Transport Policy (NTP) as of
now ( 2018) even though we have National Automotive Policy
(NAP)
A study on transportation system was conducted in 1967-68 which
was financed by United Nations Development Programme and
executed by the World Bank
However NTP was not developed
The absence of NTP has caused:
Disintegration within transportation industry
Misallocation of resources
Inappropriate developments and projects

To provide clear direction, framework or road map for country’s
transportation industry
To integrate entire modes of transportation, projects,
developments, entities and players in the transportation industry
into one roof
To assure appropriate allocation of resources and developments
To preserve ecosystem and environment from harmful effects
and impacts arising from development of transportation industry

The prime objective of transport policy must be to create or
support an efficient system which provides good transport
facilities at the lowest cost in terms of the resources used
To contribute to the economic growth of the country by
providing and efficient, economical and safe transport system
To improve the quality of life as well as maintain and improve
living by providing transport requirement of the people
To minimize the harmful effects and damage to the environment
as a result of the transport used
To restrain the rising cost of living in the country by striving for
the most economical use of energy in the transport system

United Nations General Assembly adopted the
Declaration on the Rights of the Disabled
Persons (Resolution 3447) which
“recognized the inherent right of disabled
persons to respect for their dignity and self
reliance. Disabled persons are entitled to have
their special needs taken into consideration at all
stages of economic and social planning”.
