National Transport Policy
Introduction
 Malaysia does not have a National Transport Policy (NTP) as of
now ( 2018) even though we have National Automotive Policy
(NAP)
 A study on transportation system was conducted in 1967-68 which
was financed by United Nations Development Programme and
executed by the World Bank
 However NTP was not developed
 The absence of NTP has caused:
 Disintegration within transportation industry
 Misallocation of resources
 Inappropriate developments and projects

 To provide clear direction, framework or road map for country’s
transportation industry
 To integrate entire modes of transportation, projects,
developments, entities and players in the transportation industry
into one roof
 To assure appropriate allocation of resources and developments
 To preserve ecosystem and environment from harmful effects
and impacts arising from development of transportation industry

Why is needed

 The prime objective of transport policy must be to create or
support an efficient system which provides good transport
facilities at the lowest cost in terms of the resources used
 To contribute to the economic growth of the country by
providing and efficient, economical and safe transport system
 To improve the quality of life as well as maintain and improve
living by providing transport requirement of the people
 To minimize the harmful effects and damage to the environment
as a result of the transport used
 To restrain the rising cost of living in the country by striving for
the most economical use of energy in the transport system

Roles of the government
 The role of the government is to formulate the
national policies and to use its power over the
organization of the transport industries and the
instructions of regulations to guide transport so
that it provides as efficient a services as possible
taking into the account the balance between
economic, social and environmental objective
 The government an appropriate allocation of road
users costs between users i.e. that heaviest lorry
to meet their public cost

 The government to develop more expenditure on
public transport as a priority over new road
construction such as introduction of bus lanes,
relocation of bus stop to meet suitable points,
catering for efficient transfer. Introduce further tax
relief for bus companies and financing the
development and maintains of new transport
modes

 The government to administrative plan for
transport facilities thus contributing to the
economic growth of the country by providing an
efficient economic and safe transport system.
Further to improve the quality of life as well as
maintain and improve everyday living by
providing transport requirement of the people in
particular by ensuring that sufficient transport
services as available

facilitated with the publication of regular reports
by the government for info of the public

transport system in urban areas to reduce
congestion

Define:
A disabled passenger is defined as one whose
physical condition or mental disorder (including
mental illness) requires operators to give
individual attention that is not normally extended
to other passengers.

World Health Organization (WHO) Definition:
 Impairment - A permanent or transitory
psychological, physiological or anatomical loss
or abnormality of structure or function.
 Disability - Any restriction or prevention of the
performance of an activity, resulting from an
impairment, in the manner or within the range
considered normal for a human being.
 Handicap - A disability that constitutes a
disadvantage for a given individual in that it
limits or prevents the fulfillment as ordinary
person.

Air Travel For Disabled
 United Nations General Assembly adopted the
Declaration on the Rights of the Disabled
Persons (Resolution 3447) which
“recognized the inherent right of disabled
persons to respect for their dignity and self
reliance. Disabled persons are entitled to have
their special needs taken into consideration at all
stages of economic and social planning”.

  • 2. 2 National Transport Policy Introduction  Malaysia does not have a National Transport Policy (NTP) as of now ( 2018) even though we have National Automotive Policy (NAP)  A study on transportation system was conducted in 1967-68 which was financed by United Nations Development Programme and executed by the World Bank  However NTP was not developed  The absence of NTP has caused:  Disintegration within transportation industry  Misallocation of resources  Inappropriate developments and projects
