Regulation, standardization, business
Contributions to CEPT on LSA concept (ECC Report 205) and ITU-R on cognitive radio systems in the land mobile service with chairmanship.
Business studies on LSA work flow and tasks of key stakeholders, business models for MNOs, scenarios for incumbents and benefits for key stakeholders.
Technical research on LTE SON and LSA architecture.
Finland (Finnish Trial program) as the single most contributing country at COST Action IC0905 TERRA 2010-2014.

Lessons learnt
12
09/05/2014
Lesson 1: The Power of Collaboration
Trial program introduced a new way of doing research in a collaborative way
Required a big change in attitude which was not always easy
Project internal between organizations (research, industry, regulation)
Between Trial program projects
Collaboration turned out to be the key for achieving big results
Concrete example: Joint LSA trials
Collaboration should continue to share information and avoid overlapping and duplication of work
13
09/05/2014
Lesson 2: Holistic view covering interrelations of technology, research and regulation
Regulation (CEPT, ITU-R)
Standardization (ETSI, 3GPP)
Business aspects
Technical research
Trials
All interrelated and on the same topic.
14
09/05/2014
Lesson 3: Agile/Lean/Iterative methods for trial development
Consecutive public LSA trial demonstrations with new features (several per year)
Force you to work efficiently by selecting and developing the most important features first, integrate and test continuously with others
Opportunity to collect feedback from stakeholders
Essential in the development of new concepts whose features are unknown in the beginning of the project
Opportunity to take into account technical/business/regulation developments in the trials
15
09/05/2014
Lesson 4: Publicity
LSA concept brought to the attention of the whole world
Public trials in Europe, US and Asia (?) to promote the LSA concept and Finland’s cutting edge position in spectrum sharing
Presentations to all involved stakeholders in different forums with clear and simple messages to collect feedback
Regulation (regulatory forum workshops), research (academic conferences), and industry
Active publication work coupled with trials to get publicity
Trials and papers in same events

Other related activities – European LSA development
LSA concept development in Europe continues in ETSI and CEPT
Only 2.3-2.4 GHz band considered so far
European Commission
Current mandate on geolocation database
Upcoming mandate on the 2.3-2.4 GHz band for wireless broadband with LSA (if needed) in 2015
On-going work on RSPG report “Efficient awards and use of spectrum bands harmonised for Electronic Communications Services” (best practices on spectrum award approaches and related conditions, including spectrum sharing and/or pooling with a view to achieve higher transmission speeds and capacity in 2015)
Identification of beneficial sharing opportunities (BSOs)

09/05/2014
Other related activities
US spectrum sharing developments
Three-tier hierarchy model under study in 3.55-3.65 GHz band
ITU-R work on spectrum sharing
ITU-R WP5A will finalize its work on CRS in 2014 giving the general guidelines for spectrum sharing
ITU-R WP1B work on “dynamic access” is on-going and could expand in the future
Current sharing models (LSA and US model) are only for the first band – and not yet implemented even there
There is a need to continue the spectrum sharing studies and trials
20
09/05/2014
Future trial topics
New interfaces in LSA
Larger LSA LTE network
Different types of incumbents
Visualisation
Small cells and clusters of small cells
LSA with Active Antenna Systems (AAS)
Load balancing and traffic steering
Interference studies
21
09/05/2014
Conclusions
Power of collaboration
Trial program introduced a new way of doing research in a collaborative way => This has led to results with big impact.
Holistic view covering interrelations of technology, research and regulation
Looking at the concept from different angles improves the quality.
Agile/Lean/Iterative methods for trial development
Consecutive public trials increase the quality by getting feedback.
Publicity
Spectrum sharing still requires further research and trials
Current models (LSA and (US model) are being studied for single band and not yet implemented even there.
