Mainstreaming is not an end in itself but a strategy, an approach, a means to achieve the goal of gender equalityMainstreaming involves ensuring that gender perspectives and attention to the goal of gender equality are central to all activities - policy development, research, advocacy/ dialogue, legislation, resource allocation, and planning, implementation and monitoring of programs and projects.
This requirement calls for a more holistic approach to gender policy in order to tackle the interconnected causes that create an unequal relation between the sexes in all areas of life (work, politics, sexuality, culture. and male violence)Reference of gender issues should be found in all policy areas. There must be evidence that the mainstream political agenda has been reoriented by rethinking policy ends and means from a gender perspectiveGender mainstreaming requires an equal representation of women and men in decision-making institutions. Every effort be made to broaden women's participation at all levels of decision-makingThere should be evidence that gender equality objective and policies of special concern for women (for example, social policy) have been prioritized in the organization among competing objectives (in terms of financial and human resources, type of measures adopted and more).Gender mainstreaming can be seen as a process of organizational change. This change involves three aspects:1.Policy process is reorganized so that ordinary actors know how to incorporate a gender perspective or that gender expertise is included as normal requirement for policy-makers2. A shift in policy mechanism which involves: a) the adoption of organizational cooperation on gender issues across all policy areas, levels and departments. b) the use of appropriate policy tools and techniques to integrate the gender variable in all policies and to monitor and evaluate all policies from a gender perspective.3.The range of actors participating in the policymaking process is broadened to include gender experts and civil society
The Plan of Action has been developed as an instrument for gender mainstreaming, the ultimate goal being to ensure gender-equitable access to project resources and benefits and to promote broader equality in rights and opportunities.examplesSetting quantitative targets for men or women to achieve a morebalanced participation in training; Developing specific measures to protect women who are victims ofdomestic violence and to help them resume a normal life; Developing, in addition to legal sanctions against domestic violence,tailor-made measures to rehabilitate the male perpetrators
translate the principles and objectives of the strategic framework into a set of concrete actions to be taken to mainstream gender, accompanied by specific, verifiable and time-bound indicators to monitor performance;fine-tune and generalize progress in design, while increasing emphasis on implementation, learning and innovation, policy and partnerships, by building on and generalizing IFAD best practices; Andimplement United Nations recommendations regarding the mainstreaming of a gender perspective in the operations of the United Nations family.
examines the conditions for change, the potential benefits of mainstreaming gender into the operation, and whether the will exists.
action plan is developed by formulating objectives, indicators and measures for creating a more gender-equal operation.
