NPC FORCM WEEKLY 3-7 December 2012Career progression, community management, personnel matters, and general information from the desk of the Navy Personnel Command, Force Master Chief, FORCM Jon Port SEA SHORE FLOW UPDATED FOR 10 ENLISTED COMMUNITIESNAVADMIN 361/12 updated the Seas Shore flow for 10 Enlisted Communities, the following Communities have beenchanged: ETSRF: Increase Sea Tour 2 by 12 months, MA Decrease all tours to 36 months, MMSSW Increase Sea Tour 2by 6 months, MMSW Increase Sea Tour 1 by 12 months, MT Increase Sea Tour 2 by 6 months, NC Decrease Sea Tours3 and 4 by 12 months and Increase all Shore Tours to 42 months, ND Decrease all Shore Tours to 36 months, PSDecrease Sea Tour 2 by 6 months, SH Decrease Sea Tour 2 and 4 by 6 months, YN Decrease all Shore Tours to 48months. The NAVADMIN also contains the current Sea Shore flow for all other communities. Sea Shore flow isdesigned to ensure all of our Sea Billets are manned with the right Sailor. SEXUAL ASSAULT PREVENTION AND RESPONSE –FLEET TRAINING GETS UNDERWAYThe SAPR Master Mobile Training Teams are deploying from the Center for Professional and Personal Development toprovide SAPR Fleet training (SAPR-F) to mid-level leadership personnel (O-3/0-4, and E-7/E-8) in fleet concentrationareas. The Mid-level leadership teams will then deliver the SAPR-F training to all personnel E-6 and below.SAPR-F training must be completed for all E-6 and below by March 31, 2013 and SAPR-F training completion shall bedocumented by individual commands via (FLTMPS).Additional information on the MMTT and SAPR-F training efforts can be found at the SAPR L/F training Web pages,including how to document SAPR-F training in FLTMPS, and more importantly how to enroll in the preparatory trainingin ESAMS: SAPR L/F Training. ENLISTED EARLY TRANSITION PROGRAM SUSPENDEDEffective immediately the Enlisted Early Transition Program is suspended until further notice. NAVADMIN 359/12announces the suspension of the program, packages submitted and received before 30 November 2012 will beconsidered; any packages submitted after 30 November will not be considered and will be returned. The Early CareerTransition Program for Sailors wishing to transition to the Reserves is not affected. Further questions can be answeredvia NPC Customer Service Center at 1-866-U-ASK-NPC. SECURITY CLEARANCES AND THE UPCOMING ADVANCEMENT EXAMSecurity Clearances are required by the Navy Advancement Manual (BUPERSINST 1430.16F). All ratings and all paygrades, listed in Para 204 of the advancement manual are required to submit to the Director, Department of Navy CentralAdjudication Facility (DONCAF) for a clearance determination to be made and be properly annotated in Joint PersonnelAdjudication System (JPAS) in accordance with SECNAVINST 5510.30B. A Commanding Officer’s granting of anInterim Clearance does not constitute a waiver of this requirement. Bottom line a DONCAF determination of eligibilityfor clearance is required, there is no waiver! Too many sailors in the past have not been able to take the exam becausethis guidance was not followed. If any of your sailors need to get a clearance adjudicated before the March Exam now isthe time to start the process.
