CATALONIA The political and administrative context Catalonia: 4 provinces and 7,3 millions inhabitants Catalonia is the only Autonomous Community that gathers all the competences transferred on the subject of juvenile justice, penitentiary administration and police. The Criminal Code and the Penitentiary Law they are the same ones in all the State but there is two penitentiary administrations completely independent: the one of Spain and the one of Catalonia Catalonia has created an agency, the SSPRJJ, with the mission of: taking care of the execution of sentences and measures on the whole population (adults as well as minors) offering technical advice to the judiciary, victim-offender mediation programs and victim protection offices services and of attention to the victim. The SSPRJJ is organized in two directions general:DG of Resources and Penitentiary RegimeDG of Penal Execution in the Community and of Juvenile Justice
