2. Importance of ‘ Green Belt ‘ in New Capital City of Andhra Pradesh
• A ‘Green Belt’ refers to ‘ any area of undeveloped Natural land that has been set
aside near urban or developed land to provide open space .
• Green belts are very important to ecological health of any given region .
• Green belts can offset ‘Global warming ‘ .
• Green belts provide an invaluable breathing space for the attached city population .
• Green belts protect both nature and people.
• Green belts serve as urban growth boundaries by
not allowing irregular expansion of the city or
merging of the neighbouring towns with one
another .
• Green belts secure nature conservation interest .

Evidences shows that Urban Cities with a good range of Green space close to home,
particularly children, are less likely to suffer from obesity and related health issues .
Green Belts are the only way to bring life and colour to the concrete jungle inhabited by the

4. We need not only a Smart city but also a Green & Eco friendly Capital
city for Andhra Pradesh…!
• The New Capital City of Andhra Pradesh shall be covered by at least 500 to 600 m
“Green Belt “*
• The ‘ Green Belt ‘ act as ‘ welcome breathing space’ in the new capital
• The ‘Green Belt ‘ of capital city …….
Better known internationally as a “Capital feature ‘ .
Planned in such a away that it restricts new capital city sprawl [ irregular/ expansion ] in
later phases .
Planned to provide wide range of economic and social activities [ tourism , outdoor sport ,
agriculture , recreation etc. ] associated with the new capital city communities .
Planned to retain land in Agricultural , forestry and related uses .
Shall host certain government facilities such as ‘Andhra Pradesh Police Academy ‘ ,
Agricultural research facilities , Airport etc..
Provide permanent protection to the natural heritage and water resources [if capital city is
surrounded by any such resources ] .

Provide opportunities for access to the open countryside for the Capital City population
Retain attractive landscapes, and enhance landscapes, near to where people live[ Capital
City ] .
Various trees and plants that may be part of the Green Belt shall be chosen in a such a way
that they serve as organic sponges for various forms of pollution.
Also help in creating a healthier society through providing space for active outdoor lifestyles
and nutritious locally grown food.

Development within Green Belts shall be strictly controlled

• Present ‘Green Belt ‘ enforcements in AP are at industry level .
• Revenue Department’s Govt Land Allotment policy [Annexure to G.O. Mos. No. 571 Revenue
(Assignment-I) Department dated 14.09.2012 ] mandates that ‘ minimum 10% of site‘ shall be
earmarked for Green Belt Development
The Infrastructure and investment Department[Ports] that deals with development of
seaports , airports , natural gas and inland water transport mandates ‘12% of proposed site ‘
for Green Belt development
The AP Pollution Control Board [ APCCB] mandates the Green Belt for different
industries as follows
Industry Green Belt
Cement Grinding Units 20 m
Dairy Units 5 m
Para Boiled Rice Mills 20 m

• Why ‘ Green Belt Plan/Policy ‘ is required for New Capital City of AP …?
There is no Green Belt Policy defined for Town/Cities at present * .
It shall provides a definite course of action for planning , implementation and
management of Green Belt .
It shall result in a vision for ‘Green Infrastructure Approach’ to safeguard natural areas .
It shall define a protocol to guide decisions and achieve desired functions .
It shall provide/enforce guidelines to preserve the most important attributes of ‘Green Belt ‘
, the openness and permanence
It shall state the general intentions of Green Belt policy, including its contribution to
sustainable development objectives
