  3. 3. Defination • A presidential system is a system of government where a head of government is also head of state and leads and executive branch that is separate from legislative branch • (www.citelighter.com)
  4. 4. Presidential Government In Presidential form there is the separation of power between the branches of government (executive and judiciary). Executive authority president who is head of state as well as head of government Legislature perform function independent of control or guidance of executive President has free hand to exercise power Presidential system exist in America and Latin America
  5. 5. Silent feature of presidential system Election of chief executive: chief executive directly elected by people. In America president is elected indirectly by electoral college. Tenure: tenure of president is fixed and he can not remove from office prior to expiry of that period. Separation of Power: There is separation of power between executive and legislative. President wield executive power in respect to administrative affair Legislature perform law making function

Stability in government enable president to initiate long term planning and give full attention to administrative affair Demerits: While in cabinet form of government is dependent on parliament. In countries having multi party system government are comparatively weak and instable Due to this there is discontinuity in policies

(2)Appointment of talent: Merits:In presidential system all administrative power are concentrated in chief executive who assign administrative duties to the most competent person Membership of legislature is not necessary Demerits:While in parliamentary system only such person can include in ministry who are member of legislature irrespective of their ability

(3)Separation of power:  Merits:There is division 0f legislative and adminstrative power between two deparments The executive is not overburden due to absence of legislative business and concentrate on adminstrative affair The legislature concentrate on legislation.Goverment is not involve in passing over bill Demerits:While in parlimentary system cabinet may assume the role of dictator it can control legislative effectively Real function of legislature is to provide support to cabinet Due to this parlimentarian lose all intrest in legislation

(4) Effciency Merits:In presidential system incharge of different portfolios can concentrate their attention on adminstrative affairs They do not waste their time on legislative process.due to this maximum output gain. Demerits:While in Parlimentary system adminstrative polices generally reflect political expediencies It is base on political bargainings. The cabinet remain under constant stress and pressure for keeping support to majority group in parliment

American political system has edge over the parliamentary system in respect to its stability. There is a separation of power between branches of government. President has free hand to exercise power.
