2. WHAT IS RAILWAY BUDGET?
Railway Budget of India also referred
as Rail Budget is the Annual Financial
Statement of the state Indian Railways,
which handles rail transport in India. It is
presented every year by the Minister
of Railways, representing the Ministry
of Railways, in the parliament.

Nav Arjan – New revenues,
Nav Manak – New norms,

5. FINANCIAL PERFORMANCE
2015-16- Savings of Rs. 8,720 crore neutralizing
most of the revenue shortfall,
expected OR 90%;
2016-17- Targeted Operating Ratio (OR) - 92%,
restrict growth of Ordinary Working
Expenses by 11.6% after building in immediate
impact of 7th PC, reductions planned
in diesel and electricity consumption, Revenue
generation targeted at Rs. 1,84,820
crore.
6. INVESTMENTS AND RESOURCES
Process bottlenecks overhauled including
delegation of powers to functional levels;
average capital expenditure over 2009-14 is Rs.
48,100 crore, average growth of 8%
per annum.
2015-16 investment would be close to double of
the average of previous 5 years.
2016-17 CAPEX pegged at Rs. 1.21 lakh crore
implementation through joint ventures with states,
developing new frameworks for PPP, etc.
7. VISION
By 2020, long-felt desires of the common man to be
fulfilled i.e, reserved accommodation on trains
available on demand, time tabled freight trains, high
end technology to improve safety record,
elimination of all unmanned level crossings,
improved punctuality, higher average speed of
freight trains, semi high speed trains running along
the golden quadrilateral, zero direct discharge of
human waste.
9. THE WAY TO IMPROVE
Launching Tejas and uday express: Tejas & uday
express operate at a speed of 130 kmph.and it also
offer wifi service, entertainment services.
Cleanliness:clean my couch service through
sms,awareness campaign &by building additional
30000 bio toilets.
Rail mitra sewa launchment: expanding sarathi in
konkan railway to help old and disabled
passengers.
Jananisewa : children menu items on train baby
food, hot milks& hot water would be made available

11. THE MAIN IMPROVEMENT IN TRAVEL ARE AS
FOLLOWS:
No increase in rail fares and freights.

Introduction of Antyodaya Express, a long-distance,
fully unreserved, superfast train service.

65,000 additional berths, installing 2,500 water
vending machines.

Vending Machines, mobile apps & Go India
smartcard for cashless purchase of UTS and PRS
tickets, enhanced capacity of e-ticketing system
from 2,000 tickets per minute to 7,200 tickets per
minute.

Suresh Prabhu, a recent entrant to the Bharatiya
Janata Party (BJP), is yet to complete a year as the
railway minister in the Narendra Modi government.
His maiden railway budget had a string of creditable
firsts to it.
In the history of Indian railway budgets, he will
perhaps be the first railway minister not to have
announced either a single new train or a new
railway line.
16. Between November 2014 and now, contracts for
17,500 crore were finalized.(ready to eat meals in
railways, E-booking of railways in many eastern
and southern stations, cleanliness, rail tourism etc.)
Financial report of Indian railway 2015 shows that
gross receipt is 15744 crore,
Working expense is 110690 crore whereas
budgeted working expense is 120000 crore
17. 34900 crore were spent on pension fund.
BULLET TRAIN was proposed on identified
MUMBAI-AHMADABAD sector.
Increase in the speed of trains to 160-200 in
selected 9 sectors.( Delhi-Kanpur, Nagpur-Bilaspur,
Mysore-Bengaluru- Chennai, Mumbai-Goa,
Chennai-Hyderabad and Nagpur-Secuderabad
sectors)

21. Here are the highlights of the Estimation of Rail
Budget 2016 :
Envisaging capital expenditure of Rs.1.21 lakh
crore
Saving of Rs.8,720 crore from last year's estimates
Rs.8.8 lakh crore to be spent on infrastructure in all
the regions of railway.
Wi-Fi facilities at 100 more stations this year and
totally 400 stations
22. The Indian Railway will raise 17,655 crore from the
market through its two companies Indian Railway
Finance Corporation (IRFC) and Rail Vikas Nigam
limited (RVNL).
IRFC will try to raise 17,276 crore to invest in rolling
stocks. RVNL will try to raise 376 crore by market
borrowing.
In the year 2014-15, according to the revised
estimates, IRFC raised 11,772 crore, and RVNL
raised ₹273 crore from the market. Overall
856020 crore will be spent on the Railways in the
period 2015-19
