This is the March 8, 2004, memo from Lisa Bronson, Deputy Under Secretary of Defense, Technology Security Policy and Counterproliferation, regarding use of the 7 Department of Defense (DOD) exemptions under the International Traffic in Arms Regulations (ITASR). The 7 page letter is still in effect and according to knowledgeable US Government sources it has been extended indefinitely. While there has been a long standing debate over validity, the Military Services and other DOD organizations are still processing requests regarding the 7 DOD ITAR Exemptions in question [i.e. 125.4(b)(1), 125.4(c), 125.5(a), 125.5(b), 125.5(c), 126.4(a) and 126.4(c)]. NOTE: Each DOD organization has their own points of contact and different procedures for applying. A draft revised policy was in coordination and has been for a number of years. Most recently it remains on hold pending developments/outcomes with Export Control Reform.
