Creating a local virtual server with XAMPP

Installing XAMPP Directory Structure
C:/ C:/xampp
C:/xampp/htdocs

Start up XAMPP and visit PHPMyAdmin in your browser

Create a New MySQL DB with a utf_general_ci collation

Click on the privileges tab and add a new user

Create your DB user credentials (setup host as localhost)

Check all privileges for yourself as a DB user and ADD User

Visit Wordpress.org and download the latest version

Directory Structure
C:/ C:/xampp
C:/xampp/htdocs
C:/xampp/htdocs/directory

Locate the wp-config-sample.php file
Change the data needed and save as wp-config.php
