I. Introduction
A. Company Profile
1. Company History
American schools were immediately established soon after the end of the Philippine
American war. The first American school was established in Corregidor as early as 1898.
The passage of Act No. 372 by the Philippine Commission on January 21, 1901 marked
the beginning of the Philippine Public School System. The Act known as Educational Act
of 1901 established the Department of Public Instruction.
On August 23, 1901 a group of six hundred American teachers disembarked from
U.S. Transport Thomas on a unique education mission. Collectively known as
Thomasites, this group, though the first, was the largest assembly of American teachers
recruited to help set up public education system in the Philippines. Included in the list of
American teachers who were stationed in Cavite were H. Buck, M.A. Colton, T.E.
Dennis, Clyd De Witt, Olive L. Mc Call, Sidnry K Michell, Charlotte E. Neal. These two
events were the turning point of education in our country.
The passage of Act No. 372 dated March 1902 which amended Act No. 83 dated
February 1901 entitled “A General Act for the Organization of Provincial Governments
in the Philippine Islands” authorized provincial boards to establish secondary schools. On
September 1902, there were twenty-three (23) such schools with an enrollment of over
one thousand four hundred (1,400) students.
On July 1, 1902, the Cavite High School commenced with thirty (30) students. Mr.
Sidney H. Mitchell was the school principal and Mr. Richard Leonard was the school
assistant teacher. M.H. Colton was Division Superintendent of schools of Lucena,
Batangas and San Roque Cavite while Mr. Hammond Buck was the Deputy Division
Superintendent of Cavite. By September 1, 1902, the number of students increased to
sixty-one (61) and in November to eighty (80). The students came chiefly from all town
of the province. The high school offered academic and commercial courses.
The Supreme Court decreed in 1906 that the churches and their properties confiscated
during the Philippine Revolution be returned to Catholic Church. The Cavite High School
was transferred to an old Spanish Treasury building owned by Maximo Inocencio at P.
Gomez Street (formerly Calle Arsenal) which is the site of the present Dra. Olivia
Salamanca Hospital. In June 1928, Cavite High School was transferred to a rented
building owned by the Guzman Family in the district of La Caridad, Cavite prepraratory
to the acquisition of a permanent site. On November 21, 1930, the first stone was
officially laid in a 6-hectare site donated by Caridad Estate of Cavite. Through Mr.

Hammond H. Buck who engaged in real estate business after he left the Bureau of
Education.
By the virtue of Proclamation No. 1081, the Department of Education was renamed
Department of Education and Culture. The Cavite National High school was placed under
the supervision of Division of Cavite in 1974. Later, the Department of Education and
Culture was changed to Ministry of Education, Culture and Sports conformably to the
provisions of P.D. 1973.
The Cavite Nation High School opened its annex classes at Sangley Point in school
year 1983 – 1984 for military dependents. The opening of the annex classes was
sanctioned by the Ministry of Education, Culture and Sports. School facilities were
provoded by the Philippine Naval Base authorities. On April 14, 2001, Republic Act No.
9113 seperated the Cavite National High School Annex located at Sangley Point, Cavite,
from Cavite National High School and converted it into a full fledge high school known
as Sangley Point National High School.
