  1. “Real” water savings result in part from reductions of non-recoverable losses such as non-beneficial evapo-transpiration (NBET) or even ET by reducing irrigation areas, or losses to non-usable water bodies such as saline aquifers or the ocean; Based on the “real” water saving concept, water reduced by raising irrigation water use efficiencies is not lost. It remains in the groundwater aquifers or is used by downstream users. If this part is considered as saved water and is all used for expanding irrigation area or for improving irrigation reliability in the local areas, not only it is not saved but also more water is used because the net consumptive water use for crops is increased correspondingly. This will result in more serious groundwater overdraft; The concept of “real” water savings has been applied in the design of the Water Conservation Project (2000-2005) prepared by the Bank Task Team led by Douglas Olson together with Ministry of Water Resources. The project objective is to substantially reduce the non-beneficial water losses or total ET as necessary through engineering measures, agricultural measures and irrigation management measures in groundwater overdraft areas of North China Plain.
