Global Ocean Forum: ABNJ Meeting Presentation

  1. 1. Global Forum on Oceans, Coasts, and Islands 2007-present  Work since 2007 on identifying policy issues and management options for moving toward ecosystem-based management of ABNJ. About $400,000, funded by the Nippon Foundation, Japan; Government of Singapore; UNESCO; Government of Canada; others.  Several multistakeholder dialogues and consultations held (Nice, Hanoi, Singapore), and participation and contributions to the UN ABNJ process.  Global negotiations on areas beyond national jurisdiction are characterized by deep divisions among nations, especially between developed and developing countries. Global Forum project contributes to understanding the debate and identifying possible areas of commonality and way forward.  Singapore workshop identified the value of promoting regional experimentation in the application of ecosystem approaches to ABNJ in specific world regions with the active participation of countries and regional authorities in the region to produce on-the-ground results, inform, assist, and further catalyze consensus in the global negotiations.
  2. 2. Global Forum on Oceans, Coasts, and Islands 2010-future  With seed funding from GEF ($46,000), identifying possible pilot cases for regional experimentation with ABNJ on such issues as: --applying Environmental Impact Assessment --establishing networks of Marine Protected Areas --inventorying patters of use of marine genetic resources and considering possible access and benefit-sharing mechanisms (work expected to contribute to GEF Objective 4, Outcome 4.2, “Plans and institutional framework for pilot cases in ABNJ have catalytic effect on global discussions”) --Regions with interest in regional experimentation: Agulhas/Somali LME plus Mauritius/Seychelles and Seamounts Project; Coral Triangle plus South Pacific/French Polynesia region; Mediterranean; OSPAR; Arctic. --Regional experimentation structured to link the regional experiments with each other and with global discussions of ABNJ.  Continue work and multistakeholder dialogues on policy issues and management options at global level, linked to Global Forum’s Oceans and Rio+20 Process.
