Sailing Instructions

1 RULES

1.1 The Regatta will be governed by rules as defined in the Racing Rules of Sailing (RRS).

1.2 The following prescriptions of US SAILING shall apply:

RRS 61.4 Fees for Protests and Requests for Redress
US SAILING prescribes that no fees shall be charged for protests or requests for redress.

RRS 68 Damages
US SAILING prescribes that: (a) A boat that retires from a race or accepts a penalty does not, by that action alone,
admit liability for damages. (b) A protest committee shall find facts and make decisions only in compliance with the
rules. No protest committee or US SAILING appeal authority shall adjudicate any claim for damages. Such a claim is
subject to the jurisdiction of the courts. (c) A basic purpose of the rules is to prevent contact between competitors. By
participating in an event governed by the rules, a boat agrees that responsibility for damages arising from any breach of
the rules shall be based on fault as determined by application of the rules, and that she shall not be governed by the
legal doctrine of ‘assumption of risk’ for monetary damages resulting from contact with other boats.

RRS 76.1 Exclusion of Boats or Competitors
US SAILING prescribes that an organizing authority or race committee shall not reject or cancel the entry of a boat or
exclude a competitor eligible under the notice of race and sailing instructions for an arbitrary or capricious reason or
for reason of race, color, religion, national origin, gender, sexual orientation, or age.”

RRS 76.3 Exclusion of Boats or Competitors
US SAILING prescribes that a boat whose entry is rejected or cancelled or a competitor who is excluded from a race or
series shall be, upon written request, entitled to a hearing conducted by the protest committee under rules 63.3, 63.6.

1.3 If there is a conflict between the meaning of these Instructions in different languages, the English text will prevail.

2 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located at Chicago Yacht Club, Belmont Station.

3 CHANGES IN SAILING INSTRUCTIONS
Any change to these sailing instructions will be posted before 0830 hrs on the day it will take effect, except that any
change to the schedule of races will be posted by 1930 hrs on the day before it will take effect.

4 SIGNALS MADE ASHORE
Signals made ashore will be displayed from the flagpole located on the patio.
When Flag AP is displayed ashore, “1 minute” is replaced with “not less than 60 minutes.” This changes RRS Race Signal AP.
Flag B fully hoisted with one horn means Protest Time has begun. When lowered it means Protest Time has ended.
5 SCHEDULE OF RACES
5.1 Races are scheduled as follows:

5.2 No warning signal will be made after 1400 on the last day of racing.

5.3 The races will be sailed consecutively.

5.4 Under no circumstances will more than four races be sailed on any one day.

6 CLASS FLAG
The class flag will be code flag Foxtrot.

7 RACING AREA
The racing area is located in Lake Michigan approximately two nautical miles east of the Belmont Harbor red nun buoy or as
posted on the official notice board at Chicago Yacht Club, Belmont Station.

8 THE COURSE
8.1 The diagrams in Attachments A-D show the courses, the order in which marks are to be passed, and the side on which each
mark is to be left. Mark W will be approximately 1.25 nautical miles from Mark L. The first and last legs will be approximately
0.1 nautical miles longer than the distance from Mark W to Mark L.

8.2 The approximate compass bearing from the Port Limit Mark to Mark W will be displayed from the race committee signal boat.

8.3 The starting area will normally be approximately 1.35 nautical miles to leeward of Mark W.

9 MARKS
Marks W, L, and G will be orange tetrahedrons. The port limit mark will be a white tetrahedron. New marks as provided in
Instruction 12, Change of Course After the Start, will be yellow tetrahedrons. The finish mark will be a white tetrahedron.

10 THE GATE START
10.1 Starting Marks will be: The Port Limit Mark, (a white tetrahedron on the starboard side of the race committee signal boat),
the Pathfinder, and the Gate Launch (displaying flag G).

10.2 Races will be started using RRS 26. The G flag signifying a gate start shall be displayed 8 minutes before the starting signal
from the Race Committee Signal Boat and Gate Launch. Remaining signals will be displayed from the Race Committee Signal
Boat. The time between the starting signal and the time at which the Gate Launch will stop at the starboard end of the starting line
will be posted on the Race Committee Signal Boat.

10.3 The Pathfinder for the first race sailed will be appointed by the Race Committee. The Pathfinder for subsequent races will be
the boat that finished sixth in the preceding race. When this boat is unable to race or has acted as Pathfinder previously, the
Pathfinder will be appointed by the Race Committee and will normally be the boat that finished seventh in the preceding race. The
national letters and sail number of the Pathfinder will be posted on the official notice board for the first race of the day and on the
Race Committee Signal Boat for subsequent races that day. Prior to the preparatory signal the Pathfinder shall report to the Gate
Launch, which will be near the Race Committee Signal Boat.
10.4 Approximately 10 seconds prior to the starting signal: The Pathfinder will begin a close‐hauled port tack from the Port Limit
Mark. The Gate Launch will keep station close astern of the Pathfinder.

10.5 The starting line (except for the Pathfinder) will be between the Port Limit mark and the center of the stern of the Gate
Launch.

10.6 The starting line will be open from the time The Pathfinder and the Gate Launch have passed the Port Limit Mark. This
changes RRS 26.

10.7 All boats (except for the Pathfinder) shall start on starboard tack after the Pathfinder and the Gate Launch pass the Port Limit
Mark. RRS 29.1, Individual Recall, shall not apply.

10.8 The Pathfinder shall sail its close‐hauled course until it is released by the hail from the Gate Launch, after which it ceases to
be a starting mark and may continue or tack onto starboard tack.

10.9 After the release of the Pathfinder the Gate Launch will continue its course and speed until the gate has been opened for the
posted period in sailing instruction 11.2. It will then stop, make a long sound signal, drift for two minutes, and finally signal the
close of the gate by lowering flag G with a short sound signal. Thereafter no boat shall start.

10.10 Before starting, a boat shall not interfere with the Pathfinder. Any boat that interferes with, or passes between or attempts to
pass between the Pathfinder and the Gate Launch or that causes another boat to interfere in any of these ways as it opens the gate,
shall retire from that race and shall be ineligible for any restarts of that race unless the infringing boat can satisfy the Race
Committee that its actions were caused either by another boat not having right of way or by some other unavoidable circumstance.
This changes RRS 36 and RRS 63.1.

11 MARK BOATS
Mark boats may be stationed beyond each mark. At the finish, the Mark Boat may be stationed beyond the finishing line. Mark
Boats will display a blue flag with RC on it. Failure of a Mark Boat to be on station or to display her signal will not be grounds for
redress. This changes RRS 62.1.

12 CHANGE OF COURSE AFTER THE START
To change the position of the next mark, the Race Committee will lay a new mark (or move the finishing line) and remove the
original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

13 THE FINISH
The finishing line will be between the staff displaying an orange flag on a race committee boat on one end of the finishing line and
the apex of the yellow tetrahedron on the other end of the finishing line as shown in Attachments A-D. This instruction shall not
apply when RRS 32.2 applies.

14 TIME LIMIT
The time limit will be two hours. Boats failing to finish within thirty minutes after the first boat finishes or within the time limit,
whichever is later, will be scored Did Not Finish. This changes RRS 35.

15 PROTESTS AND REQUESTS FOR REDRESS
15.1 Protests shall be written on forms available at the Race Committee room located next to the Official Notice Board, and
delivered there within the Protest Time Limit.

15.2 The Protest Time Limit shall be 60 minutes after the Race Committee Signal Boat has docked at Chicago Yacht Club.
15.3 Protest notices will be posted no more than 30 minutes after the Protest Time Limit to inform competitors of hearings in
which they are parties or named as witnesses, the time of the first hearing and the order in which the hearings will be held. Except
for RRS 69, at the discretion of the Jury, hearings will take place as scheduled, with or without the presence of all parties.

15.4 Notices of Protests by the Race Committee or Jury under RRS 61.1(b) will be posted on the Official Notice Board before the
expiration of the Protest Time Limit.

15.5 For the purpose of RRS 64.3(b) The "authority responsible" shall be the Class Measurer or his nominated deputy.

15.6 A breach of Instructions 17, 20, 21 and 22 will not be grounds of protest by a competitor. This changes RRS 60.1(a).

15.7 On the last scheduled day of racing a request for reopening a hearing shall be delivered within the protest time limit if the
requesting party was informed of the decision on the previous day no later than 30 minutes after the requesting party was informed
of the decision on that day. This changes RRS 66.

15.8 On the last scheduled day of racing a request for redress based on a jury decision shall be delivered no later than 30 minutes
after the decision was posted. This changes RRS 62.2.

16 SCORING
16.1 A minimum of three races shall be completed to constitute the North American Championship.

16.2 If six races or more are completed, a boats worst score shall be excluded. This changes RRS A2 and International 505 Class
Rule C – 12.1.

17 SAFETY REGULATIONS
17.1 Personal Buoyancy ‐ All competitors are required to wear adequate personal buoyancy having a minimum buoyancy of 4.5kg
for each competitor and shall be worn while racing. A wet suit does not alone constitute adequate personal buoyancy The “Y” flag
will not be displayed. This changes RRS 40.

17.2 Safety Equipment – The following equipment shall be carried at all times while racing:
        A compass.
        A paddle not less than 75cm in length, of practical design capable of propelling the boat.
        A towing line not less than 10 meters long and not less than 6 mm in diameter

18 REPLACEMENT OF CREW OR EQUIPMENT
18.1 Substitution of damaged or lost equipment will not be allowed unless authorized by the Race Committee. Requests for
substitution shall be made at the first reasonable opportunity.

18.2 In the event of a boat having suffered serious damage, either while in transit or during a race, the Race Committee may
authorize the use of another boat.

18.3 No change of crew with helmsmen and/or crew is permitted except at the discretion and the expressed permission of the Race
Committee.

19 EQUIPMENT AND MEASUREMENT CHECKS
19.1 The Race Committee may measure any boat, spars, or sails during the championship.

19.2 All boats spars and sails shall be produced for measurement at the time and place designated by the race
committee on the official notice board and only boats, spars and sails passed and in the case of spars and sails,
distinctly stamped or marked, shall be used for racing. Only foils weighed with the boat and distinctly stamped or
marked shall be used for racing.

19.3 No more than two suits of sails, one set of spars, one centerboard and one rudder may be presented for
measurement.

19.4 Additional sails or spars may subsequently be allowed only at the discretion and with the express permission of
the jury.

20 DRY STORAGE
All boats competing in the regatta shall be stored in their designated location upon the lawn adjacent to the launch facilities south
of the club.

21 ADVERTISING
During the measurement process deck decals and boom decals may be applied to each boat as per ISAF regulation 20.4.1.1.

22 SUPPORT BOATS
Team leaders, coaches and other support personnel shall not, unless requested by the Race Committee or in the case of emergency,
enter an area defined by a perimeter drawn 100 m outside the marks of the course, including the starting signal vessel and a point
defined by the intersection of a close hauled port tack course from the starting vessel and the starboard tack lay line to Mark 1
from the time of the preparatory signal until all boats have finished or the race committee signals a postponement, general recall or
abandonment. The penalty for failing to comply with this requirement will be points for twenty additional places or points for last
place, whichever is lowest, added to the scores of all boats associated with the support personnel.

23 RADIO COMMUNICATION
23.1 When racing a boat shall not make or receive any radio transmissions except in the case of an emergency.

23.2 GPS tracking of individual boats may be used for public media purposes and to provide displays onshore. Information from
the tracking system shall not be used as evidence, or be used as a basis for a protest or request for redress by either the Race
Committee or a boat, although the Jury may use available information from the system at their discretion. This changes RRS 60.1
and 60.2.

24 PRIZES
Prizes will be awarded to teams finishing 1st through 5th. Prizes will also be awarded to the top female finisher and to the top
under 25 team. The Dennis Surtees Service Award and the Dave Cahn Sportsmanship Award will be awarded by the American
Section.

25 DISCLAIMER OF LIABILITY
Competitors participate in the Regatta entirely at their own risk. See RRS Rule 4, Decision to Race. The organizing
authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or
prior to, during or after the regatta.

26 INSURANCE
Every boat shall be covered by insurance for third party risks in a sum of not less than USD 500,000. Certificates of
insurance shall be presented at the registration desk during the measurement period.

Sailing Instructions, 2010 505 North American Championship

  • 1. The International 505 Class North American Championship June 23-27, 2010 Chicago Yacht Club Chicago, Illinois USA Sailing Instructions 1 RULES 1.1 The Regatta will be governed by rules as defined in the Racing Rules of Sailing (RRS). 1.2 The following prescriptions of US SAILING shall apply: RRS 61.4 Fees for Protests and Requests for Redress US SAILING prescribes that no fees shall be charged for protests or requests for redress. RRS 68 Damages US SAILING prescribes that: (a) A boat that retires from a race or accepts a penalty does not, by that action alone, admit liability for damages. (b) A protest committee shall find facts and make decisions only in compliance with the rules. No protest committee or US SAILING appeal authority shall adjudicate any claim for damages. Such a claim is subject to the jurisdiction of the courts. (c) A basic purpose of the rules is to prevent contact between competitors. By participating in an event governed by the rules, a boat agrees that responsibility for damages arising from any breach of the rules shall be based on fault as determined by application of the rules, and that she shall not be governed by the legal doctrine of ‘assumption of risk’ for monetary damages resulting from contact with other boats. RRS 76.1 Exclusion of Boats or Competitors US SAILING prescribes that an organizing authority or race committee shall not reject or cancel the entry of a boat or exclude a competitor eligible under the notice of race and sailing instructions for an arbitrary or capricious reason or for reason of race, color, religion, national origin, gender, sexual orientation, or age.” RRS 76.3 Exclusion of Boats or Competitors US SAILING prescribes that a boat whose entry is rejected or cancelled or a competitor who is excluded from a race or series shall be, upon written request, entitled to a hearing conducted by the protest committee under rules 63.3, 63.6. 1.3 If there is a conflict between the meaning of these Instructions in different languages, the English text will prevail. 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located at Chicago Yacht Club, Belmont Station. 3 CHANGES IN SAILING INSTRUCTIONS Any change to these sailing instructions will be posted before 0830 hrs on the day it will take effect, except that any change to the schedule of races will be posted by 1930 hrs on the day before it will take effect. 4 SIGNALS MADE ASHORE Signals made ashore will be displayed from the flagpole located on the patio. When Flag AP is displayed ashore, “1 minute” is replaced with “not less than 60 minutes.” This changes RRS Race Signal AP. Flag B fully hoisted with one horn means Protest Time has begun. When lowered it means Protest Time has ended.
  • 2. 5 SCHEDULE OF RACES 5.1 Races are scheduled as follows: Day Date Races Time of First Warning Thursday June 24 3 1000 (race 1 to follow one practice start) Friday June 25 3 1000 Saturday June 26 3 1000 Sunday June 27 1 1000 5.2 No warning signal will be made after 1400 on the last day of racing. 5.3 The races will be sailed consecutively. 5.4 Under no circumstances will more than four races be sailed on any one day. 6 CLASS FLAG The class flag will be code flag Foxtrot. 7 RACING AREA The racing area is located in Lake Michigan approximately two nautical miles east of the Belmont Harbor red nun buoy or as posted on the official notice board at Chicago Yacht Club, Belmont Station. 8 THE COURSE 8.1 The diagrams in Attachments A-D show the courses, the order in which marks are to be passed, and the side on which each mark is to be left. Mark W will be approximately 1.25 nautical miles from Mark L. The first and last legs will be approximately 0.1 nautical miles longer than the distance from Mark W to Mark L. 8.2 The approximate compass bearing from the Port Limit Mark to Mark W will be displayed from the race committee signal boat. 8.3 The starting area will normally be approximately 1.35 nautical miles to leeward of Mark W. 9 MARKS Marks W, L, and G will be orange tetrahedrons. The port limit mark will be a white tetrahedron. New marks as provided in Instruction 12, Change of Course After the Start, will be yellow tetrahedrons. The finish mark will be a white tetrahedron. 10 THE GATE START 10.1 Starting Marks will be: The Port Limit Mark, (a white tetrahedron on the starboard side of the race committee signal boat), the Pathfinder, and the Gate Launch (displaying flag G). 10.2 Races will be started using RRS 26. The G flag signifying a gate start shall be displayed 8 minutes before the starting signal from the Race Committee Signal Boat and Gate Launch. Remaining signals will be displayed from the Race Committee Signal Boat. The time between the starting signal and the time at which the Gate Launch will stop at the starboard end of the starting line will be posted on the Race Committee Signal Boat. 10.3 The Pathfinder for the first race sailed will be appointed by the Race Committee. The Pathfinder for subsequent races will be the boat that finished sixth in the preceding race. When this boat is unable to race or has acted as Pathfinder previously, the Pathfinder will be appointed by the Race Committee and will normally be the boat that finished seventh in the preceding race. The national letters and sail number of the Pathfinder will be posted on the official notice board for the first race of the day and on the Race Committee Signal Boat for subsequent races that day. Prior to the preparatory signal the Pathfinder shall report to the Gate Launch, which will be near the Race Committee Signal Boat.
  • 3. 10.4 Approximately 10 seconds prior to the starting signal: The Pathfinder will begin a close‐hauled port tack from the Port Limit Mark. The Gate Launch will keep station close astern of the Pathfinder. 10.5 The starting line (except for the Pathfinder) will be between the Port Limit mark and the center of the stern of the Gate Launch. 10.6 The starting line will be open from the time The Pathfinder and the Gate Launch have passed the Port Limit Mark. This changes RRS 26. 10.7 All boats (except for the Pathfinder) shall start on starboard tack after the Pathfinder and the Gate Launch pass the Port Limit Mark. RRS 29.1, Individual Recall, shall not apply. 10.8 The Pathfinder shall sail its close‐hauled course until it is released by the hail from the Gate Launch, after which it ceases to be a starting mark and may continue or tack onto starboard tack. 10.9 After the release of the Pathfinder the Gate Launch will continue its course and speed until the gate has been opened for the posted period in sailing instruction 11.2. It will then stop, make a long sound signal, drift for two minutes, and finally signal the close of the gate by lowering flag G with a short sound signal. Thereafter no boat shall start. 10.10 Before starting, a boat shall not interfere with the Pathfinder. Any boat that interferes with, or passes between or attempts to pass between the Pathfinder and the Gate Launch or that causes another boat to interfere in any of these ways as it opens the gate, shall retire from that race and shall be ineligible for any restarts of that race unless the infringing boat can satisfy the Race Committee that its actions were caused either by another boat not having right of way or by some other unavoidable circumstance. This changes RRS 36 and RRS 63.1. 11 MARK BOATS Mark boats may be stationed beyond each mark. At the finish, the Mark Boat may be stationed beyond the finishing line. Mark Boats will display a blue flag with RC on it. Failure of a Mark Boat to be on station or to display her signal will not be grounds for redress. This changes RRS 62.1. 12 CHANGE OF COURSE AFTER THE START To change the position of the next mark, the Race Committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 13 THE FINISH The finishing line will be between the staff displaying an orange flag on a race committee boat on one end of the finishing line and the apex of the yellow tetrahedron on the other end of the finishing line as shown in Attachments A-D. This instruction shall not apply when RRS 32.2 applies. 14 TIME LIMIT The time limit will be two hours. Boats failing to finish within thirty minutes after the first boat finishes or within the time limit, whichever is later, will be scored Did Not Finish. This changes RRS 35. 15 PROTESTS AND REQUESTS FOR REDRESS 15.1 Protests shall be written on forms available at the Race Committee room located next to the Official Notice Board, and delivered there within the Protest Time Limit. 15.2 The Protest Time Limit shall be 60 minutes after the Race Committee Signal Boat has docked at Chicago Yacht Club.
  • 4. 15.3 Protest notices will be posted no more than 30 minutes after the Protest Time Limit to inform competitors of hearings in which they are parties or named as witnesses, the time of the first hearing and the order in which the hearings will be held. Except for RRS 69, at the discretion of the Jury, hearings will take place as scheduled, with or without the presence of all parties. 15.4 Notices of Protests by the Race Committee or Jury under RRS 61.1(b) will be posted on the Official Notice Board before the expiration of the Protest Time Limit. 15.5 For the purpose of RRS 64.3(b) The "authority responsible" shall be the Class Measurer or his nominated deputy. 15.6 A breach of Instructions 17, 20, 21 and 22 will not be grounds of protest by a competitor. This changes RRS 60.1(a). 15.7 On the last scheduled day of racing a request for reopening a hearing shall be delivered within the protest time limit if the requesting party was informed of the decision on the previous day no later than 30 minutes after the requesting party was informed of the decision on that day. This changes RRS 66. 15.8 On the last scheduled day of racing a request for redress based on a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2. 16 SCORING 16.1 A minimum of three races shall be completed to constitute the North American Championship. 16.2 If six races or more are completed, a boats worst score shall be excluded. This changes RRS A2 and International 505 Class Rule C – 12.1. 17 SAFETY REGULATIONS 17.1 Personal Buoyancy ‐ All competitors are required to wear adequate personal buoyancy having a minimum buoyancy of 4.5kg for each competitor and shall be worn while racing. A wet suit does not alone constitute adequate personal buoyancy The “Y” flag will not be displayed. This changes RRS 40. 17.2 Safety Equipment – The following equipment shall be carried at all times while racing: A compass. A paddle not less than 75cm in length, of practical design capable of propelling the boat. A towing line not less than 10 meters long and not less than 6 mm in diameter 18 REPLACEMENT OF CREW OR EQUIPMENT 18.1 Substitution of damaged or lost equipment will not be allowed unless authorized by the Race Committee. Requests for substitution shall be made at the first reasonable opportunity. 18.2 In the event of a boat having suffered serious damage, either while in transit or during a race, the Race Committee may authorize the use of another boat. 18.3 No change of crew with helmsmen and/or crew is permitted except at the discretion and the expressed permission of the Race Committee. 19 EQUIPMENT AND MEASUREMENT CHECKS 19.1 The Race Committee may measure any boat, spars, or sails during the championship. 19.2 All boats spars and sails shall be produced for measurement at the time and place designated by the race committee on the official notice board and only boats, spars and sails passed and in the case of spars and sails,
  • 5. distinctly stamped or marked, shall be used for racing. Only foils weighed with the boat and distinctly stamped or marked shall be used for racing. 19.3 No more than two suits of sails, one set of spars, one centerboard and one rudder may be presented for measurement. 19.4 Additional sails or spars may subsequently be allowed only at the discretion and with the express permission of the jury. 20 DRY STORAGE All boats competing in the regatta shall be stored in their designated location upon the lawn adjacent to the launch facilities south of the club. 21 ADVERTISING During the measurement process deck decals and boom decals may be applied to each boat as per ISAF regulation 20.4.1.1. 22 SUPPORT BOATS Team leaders, coaches and other support personnel shall not, unless requested by the Race Committee or in the case of emergency, enter an area defined by a perimeter drawn 100 m outside the marks of the course, including the starting signal vessel and a point defined by the intersection of a close hauled port tack course from the starting vessel and the starboard tack lay line to Mark 1 from the time of the preparatory signal until all boats have finished or the race committee signals a postponement, general recall or abandonment. The penalty for failing to comply with this requirement will be points for twenty additional places or points for last place, whichever is lowest, added to the scores of all boats associated with the support personnel. 23 RADIO COMMUNICATION 23.1 When racing a boat shall not make or receive any radio transmissions except in the case of an emergency. 23.2 GPS tracking of individual boats may be used for public media purposes and to provide displays onshore. Information from the tracking system shall not be used as evidence, or be used as a basis for a protest or request for redress by either the Race Committee or a boat, although the Jury may use available information from the system at their discretion. This changes RRS 60.1 and 60.2. 24 PRIZES Prizes will be awarded to teams finishing 1st through 5th. Prizes will also be awarded to the top female finisher and to the top under 25 team. The Dennis Surtees Service Award and the Dave Cahn Sportsmanship Award will be awarded by the American Section. 25 DISCLAIMER OF LIABILITY Competitors participate in the Regatta entirely at their own risk. See RRS Rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta. 26 INSURANCE Every boat shall be covered by insurance for third party risks in a sum of not less than USD 500,000. Certificates of insurance shall be presented at the registration desk during the measurement period.
