Aim of this Brainstorming-Session

Broad presentation of indicators considered to be important when
assessing the cluster management excellence (indicators, where
the project partners have agreed on)
Prioritization of these indicators by the broad public
Discussion of open issues which might be further to be integrated
(work in small groups?)
Providing an opportunity to propose additional indicators

Characteristics of Quality Indicators

Focused on level 1 or level 2 of the shell model
Method of measurement of the parameter(s) of the indicator
shall be clear (not to be presented in public yet)
Lower value threshold defined (not to be presented in public
yet, however not being the only sufficient negative finding
when assessing the cluster management excellence)

for the cluster management excellence? How can the value chain coverage be
measured in a manner valid and comparable for all industrial sectors?
3. How to measure outputs and effects of actions/services stimulated by the cluster
     management?
4. Any items missing, which shall be assessed in the context of determining the
excellence of cluster management? How can the items be measured?
