This document discusses 10 years of open educational resources (OER) and recurrent issues and innovative practices. It summarizes several OER initiatives in Brazil from 2007-2012, focusing on using OER as a strategy to achieve national education priorities. It presents recommendations for OER development at six levels: quality control, policy, copyright, higher education sector, pedagogy and technology. It also discusses the OportUnidad project which aims to develop a common higher education area between Latin America and Europe while fostering open educational practices through a bottom-up approach from 2012-2014.
