- IFAD launched the Special Programme for Sub- Saharan African Countries Affected by Drought and Desertification (SPA) in 1986- (Phase I&II up to 1995) following a food emergency triggered by prolonged drought. The priority for smallholders, particularly the poorest, was to have more reliable food production and so increase food security. The most successful projects were those that visibly helped restore the productivity of the land. In Niger, tassas– shallow pits that retain soil and moisture – were dug on over 6 000 ha. In Burkina Faso, stone bunds were built on 30 000 ha of sorghum and millet fields. More than 6 000 compost pitswere dug.BURKINA FASO: Special Programme for Soil and Water Conservation and Agroforestry in the Central Plateau 1988-1995 (13,700 hh)NIGER: Special Country Programme 1988-1994 (6,700 hh)Promotion of simple and replicable water and soil conservation technologies (such as tassa/zai, half-moons, contour stone bunds, etc) – Combination of water and soil fertility also creates favourable conditions for the emergence of woody species. Farmers increasingly protect and manage these species and, by doing so, create new agroforestry systems on what used to be barren land. = re-greening or “farmer managed natural regeneration”As a result of the increased integration of trees, crops and livestock, farming systems have become more drought-resilient, more productive and more sustainable, which has led to improved household food security and rural poverty reduction.

- One GEF programme in Burkina Faso and one in Niger Collaboration between national and international research organisations, governmental agencies, other experienced donors (i.e. GTZ) and NGOs is essential to support a wide scale adoption of agroforestry. A recent example is the on-going collaboration between IFAD and WFP in coordinating cash-for-work in Tahoua and Maradi (Niger) to promote re-greening in farm plots and in natural forest/pastoral areas. Building on the Burkina and Niger experience a loan programme in Mauritania adopts SWC and Re-greening techniques. 2 grants, respectively to ICRAF and CIS-VU (Amsterdam University), support farmer managed natural regeneration also in Mali and SenegalThe above mentioned two grants support farmer managed natural regeneration as a principal livelihood support and climate adaptation strategy and therefore as an important innovation for scaling up. Regreening is being supported by ICRAF in terms of technology transfer and by CIC-VU in terms of improved documentation of experience, strengthened analysis, and the creation of broader awareness and policy space for expansion of existing regreening/agroforestry successes in the Sahel. In order to provide national and international policymakers with more realistic data about the costs and benefits of on-farm regreening. A rigorous quantitative and qualitative economic and social impact analysis to substantiate more adequately the different types of benefits of farmer-managed regreening as a major climate adaptation practice will be undertaken.
