2. INTRODUCTION TO PROJECT
Location: Project is located at right tributary of Indus, in Kohistan(L) KPK,
at a distance of 310 Km from Islamabad.
Cost: Project Cost (approved 2nd Rev. PC-I), is Rs. 26,084.178 M. 3rd Rev.
(Rs. 49,648.67 M) under process.
Salient Features:

Consultants: JV of Tractebel Engg. (former Lahmeyer), NDC & EASE-Pak.
Financer: KfW (Germany) Euro 97 Million (Intact)

Timeline: Expected commencement of Civil Works Contract is Aug 2023.

5. ACHIEVEMENTS
Land: Required Land 940 Kanal & 06 Marla acquired at cost Rs. 568.9 M.
Flood 2022 completely washed-out some patches of existing access
road, which require acquisition of additional Land.
O&M Colony: WAPDA Colony at Pattan has almost been completed.
Financial Status: Loan agreement of Euro 120 Million has been signed
between EAD (GoP) & AFD (France) on 16.01.2023. Hence, the financial
close has been carried out.
Contract-01(Ventilation Tunnel): The Contract for Exploratory Adit was
completed in May 2014 at a cost of Rs.112.88 Million.
Expenditure: Rs. 4,509.11 Million have been spent till Dec 2022, on
account of land acquisition, Ventilation tunnel, O&M Colony,
Consultant’s fee, Supervisory charges & Admin expenditure.
6. PROJECT PROGRESS
(Overall Physical Progress 11 % & Financial Progress 18 %)
Civil & Hydraulic Steel Works Contract:
KfW issued NOL for Pre-Qualification (PQ) Evaluation on 23.09.2022.
Wapda Authority accorded approval for Qualified firms on 19.10.2022
Notification of pre-qualified companies issued to all applicants, and
published in GTAI and PPRA / WAPDA website.
Bidding Documents submitted to the lead sponsor M/s KfW on
16.12.2022, for review and issuance of NOL.
Electrical and Mechanical (E&M) EQUIPMENT Contract:
Project Consultants submitted Final Evaluation Report on 09.01.2023.
Pre-qualification Report submitted to KfW on 13.01.2023 for NOL.
7. Technical Challenges & Major Issues.
Termination of Civil Works Contract in Dec 2017, due to Contractor’s
non-performance (Retendering in process).
Financial gap of Euro 100 Million arose after expiry / exit of loan of
Euro 100 Million from EIB (Loan signed with AFD on 16.01.2023).
Revision of PC-I is envisaged due to inflation, devaluation of Pak Rs. &
escalation. {Energy Wing (Planning Commission) returned 3rd Rev. PC-I,
to resubmit it after getting Bid prices of Civil & E&M Contracts}.
Destruction of existing access road to Dam site due to Floods-2022,
requires update in the design of this road. (Topographic Survey Report
prepared by M/s SPATIO, funded by AFD, has been provided to KHC in
Jan 2023, for re-alignment/re-designing of the access road).
9. Lessons Learnt and Recommendation
Land Acquisition: Land required for the Project (atleast the priority
areas) must be acquired prior to award of Contract to avoid delays.
Financial Closure: Financing of the Project must be secured in ICB
Contracts, prior to start of the Project.
PC-I: Project PC-I with accuracy of the Cost needs to be carried out to
avoid further revisions.
Local Contractor: For Joint Venture with International bidders, the
local contractor must be qualified, eligible and experienced in such
hydropower Projects.
Cooperation of related government departments for land acquisition,
Loan approval and other necessary matters is always required on
expedited pace to avoid unnecessary delays and future complications.
