BACKGROUND
The mission of the Division of Welfare & Supportive Services is to provide quality, timely,
and temporary services enabling Nevada families and the disabled and elderly to achieve
their highest levels of self-sufficiency
The Department approached HCL to develop a collection and disbursement system to
enhance State Collection and Disbursement Unit’s [SCaDU] existing DISC FS system
through design, development and implementation of a new web-based collection and
disbursement system

5. THE SOLUTION
The Collection & Disbursement System [CDS] is an imaging enabled web based solution, for SCaDU to automate the
statewide collection of child enforcement payments and distribution. The new system would replace the state’s existing DISC
FS system from ICON Business Information Services (BIS) – a 16-bit client/server solution on the Windows platform
HCL’s solution was developed using FileNet document imaging and workflow products. A custom developed application, it
captures incoming checks and supporting documents by scanning them in batches, automatically assigning a control number
to the images and queuing them for verification. These are verified for quality, and rejected images are separated for image
enhancement or rescanning
The system allows users to index document images and checks, by extracting the index data using OCR templates. Indexed
document images are stored in an electronic content repository and managed by the FileNet Content Manager. Customized
workflow components of the solution automatically invoke a routine to post check amounts to respective accounts and the
supporting documents are stored in the case file folder.
The system allows users to view/perform manual reconciliation of received checks with their respective accounts, together
with notes as annotations to the documents. A data extract file is generated to post check and payment details to the
mainframe based NOMADS application. The system also allows users make payments using Debit Cards and Electronic
Fund Transfers from employers. An automatic document retention and archival policy moves document images from an
online storage medium to the archival medium

Citizens from various counties of the state have a user friendly interface over the internet to search and track SCADU cases
A high-availability system with minimum downtime and high business continuity; a load distributed environment that increases the
performance, and a secure environment for document storage with minimum search and faster retrieval
An enterprise wide infrastructure for the development of new document management & workflow applications
Automatic Posting: Checks are automatically verified and posted to their respective accounts facilitating faster processing and
disbursements of payments
Automatic Review: Checks and the supporting documents are available online for review and approval. Alerts are provided to the staff
to carry out review of the supporting documents
Automatic Monitoring: Checks and supporting documents are monitored on a continuous basis based on parameter settings; these
could be escalations, reminders, notifications, etc. and pending checks will also be monitored by the system
Executive Information: The workflow system will provide a comprehensive set of management information reports, including graphical
outputs
Report Management: The entire reporting can be done from the workflow system
