2. Country Context
Geography/Culture:
African country, part of the Economic Community of Central
African States (ECCAS), and member of CEMAC;
Referred to as "Africa in miniature" for its geological and cultural
diversity; It is also home to over 200 different linguistic groups.
Located in Gulf of Guinea, with a Surface area of 475,442 km2
Population:
Population estimated at 19.5 million in 2009, and projected to
reach 26.5 million in 2020.
Basically young, with youth less than 15 years old accounting for
45% of population as against 3% for aged people above 65 years
old.
Women account for 50.5 per cent of the population.

3. Country Context
• National Development Processes (climate and water
related):
– Currently implementing the first phase (2010 – 2014) of the
Growth and Employment Strategy Paper (GESP) within the
context of the 2035 national vision;
– National IWRM Strategy and Action Plan currently being
elaborated;
– National Climate Change Adaptation Strategy drafted, and yet
to be presented for validation;
– National Biodiversity Strategy and Action Plan elaboration
process is ongoing;
– National Climate Change Observatory created since 2009, but
not yet operational. ONACC is Cameroons « NIE ».

4. Water Resource Situation
• Cameroon is endowed with
abundant water resources both
in quantity and quality, with a
dependency ratio of 4.4%.
• The countries water resources
are contained within five major
river basins: Lake Chad basin,
Niger basin, Sanaga basin,
Congo basin, and the Coastal
basins.

5. Climate Situation
• Cameroon is characterized by diverse
and distinct ecosystems and related
climates, and have been organized into
five major agro ecological or agro
climatic zones distinguished by dominant
physical, climatic, and vegetative
features
– tropical forest zone with “bimodal”
rainfall;
– tropical forest zone with “mono-
modal” rainfall;
– coastal and maritime zone;
– savannah zone; and
– Sudano-Sahelian zone

6. Work Package 2:
• Title:National development and Sector Plans
• Objective:
– Support government of Cameroon to mainstream
water security and climate resilience into
development planning, decision-making processes;
– ensure national level investment options developed
are aimed at securing water resources for climate
resilient development.

7. Work Package 2
• Activities planned / Progress
– Support Ministry of water in the elaboration of climate
resilient national IWRM Action Plan;
– Situation Analysis Report validated
– Consultant recruited to develop strategic options
– Taskforce set-up by Ministry in charge of water
– Support Ministry of Environment and UNDP Cameroon in
integrating water security issues into the national vulnerability
and risk analysis report for Cameroon;
– Report elaborated and validated in June 2012, with GWP-
Cmr inputs. GWP Cmr participated in three validation
workshops.

8. Indicator
• Number of national organisations / institutions
supported in developing legal frameworks/policies
/strategies, sector and national development plans-
integrating water security and climate resilience;
• Target:

9. Recommendations
• Identify ongoing and strategic processes early, and
strive to understand the entire process;
• Organise targeted meetings with individuals leading
the processes;
• Members of taskforce responsible for processes you
intend to influence should be target of your capacity
building activities;
• Be realistic with your indicators

10. Main challenges/constraints
• Lack of capacity in the relatively « new » domain of
climate change adaptation;
• Government acceptance, involvement and ownership is
a time consuming process.
