dimostrare durabilità;
mostrare un degrado proporzionale alla causa scatenante, mostrando robustezza;
prestazione adeguato, mostrando resilienza.
designed» (nel progetto), «as built» (appena costruita), «as actual» (in un momento qualsiasi
FB - 20/11/2018 Sicurezza nelle infrastrutture esistenti 4
5. Note 1
• Design is a synthesis activity based on the prediction of what the structure will experience in
the future. The forecast concerns situations of normal operation, high load and accidental or
exceptional situations, in compliance with the precautionary principle.
• A structure along its useful life, will address:
• A continuous degradation, related to the environment in which it is immersed and to its
use, having to prove durability;
• A damage in discrete events, of an accidental or exceptional nature, in which it must
show a degradation proportional to the triggering cause, showing robustness;
• An easiness of being repaired, i.e. being brought back to a degree of safety and adequate
performance, showing resilience.
• The evaluation of the qualities of a structure can therefore be developed as «as designed» (in
the project), «as built» (just built), «as actual» (at any time during the useful life), «as failed
»(In case of structural crisis).
• It is necessary to critically consider the cultural climate in which the project was developed
and the structural concept underlying the project. Furthermore, it is necessary to distinguish
between evolutionary works and innovative works by scheme, material, use.

18. Nota 2
• Aspetti di dettaglio – livello micro – che riguardano proprietà sezionale come gli spessori;
parti;
FB - 20/11/2018 Sicurezza nelle infrastrutture esistenti 18
19. Note 2
• The analytical evaluation of structural safety is a systematic and hierarchical process that
starts from an understanding of the organization of the structure (systemic vision).
• In a structure they must distinguish the various structural parts (at macro-level, meso-level,
micro-level) in order to immediately highlight the criticality and the appropriate levels of
protection.
• In general terms we have in a structure:
• Detail aspects - micro level - that concern sectional properties such as thicknesses;
• Aspects at the element / substructure level, which relate to the shape or shape of these
parts;
• Aspects at the macroscopic level concerning the topology or the connections to the various
structural parts, influencing the path of the loads.
• This identification is linked to the modeling levels in the overall structural analysis process,
with possible ocular sub-structuring or multi-level setting strategies.
• All this in order to give a well-founded opinion on the results of the verifications and on the
state of the structure in question, with necessary confidence on the meaning of the
verifications themselves.

37. Nota 3
38. Note 3
• Developing a historical analysis, at the beginning the totality, that is, most of the failures is
due to lack of knowledge of scientific and technical aspects. As time goes by, as research and
scientific knowledge grows, the unknown phenomena are reduced. With a little 'delay, even
the regulations (design code level) cover more and more different phenomena, thus reducing
the cases of known and unregulated phenomena. With the evolution of scientific and
technical knowledge, the majority of failures are due to human error.
• The quantitative increase of the normative corpus from this point of view is inefficient,
actually making things worse, with a consequent increase in the possibility of error: this is
the final result of non-normative ergonomics.
• A further, large, possibility of generating human errors is linked to numerical modeling. In
particular, the current established impossibility of developing calculation calculations in
manual form, without the use of calculation codes or spreadsheets, increases the distance
between physical awareness of the object and its rational evaluation.
• In general terms, a structural system can be thought of as being composed of a layer of
defensive layers: each of these layers can be imperfect and in itself it is not said that these
single deficiencies lead to the collapse of the system. This happens only when more failures
coagulate in a critical phenomenon.

dianzi citati e in particolare:
- l'impoverimento dell'autonomia e della creatività, in quanto l'opera
del progettista è irretita dalle norme;
- la difficoltà di discernere ciò che veramente conta;
alleviate;

incertezze presenti nelle:
a) differenti assunzioni di base (ipotesi di partenza);
b) diverse modellazioni e diversi parametri fissati per la modellazione delle azioni pertinenti;
• individuazione della sensibilità della risposta strutturale;
FB - 20/11/2018 Sicurezza nelle infrastrutture esistenti 52
53. Note 4
• The systemic vision allows in general terms to organize the overall process of structural
analysis. The structural decomposition, in fact, focuses the attention of the analysis process
on different scales of the construction, from the whole system to the minor detail. In this way
the results of the evaluations at a scale serve as a starting point for the analyzes at a
subsequent scale, both lower and upper.
• The structural analysis must develop a survey of the structural response to the considered
actions that allows both qualitative and quantitative evaluations, taking into account the
uncertainties present in the following:
a) different basic assumptions (starting hypothesis);
b) different modeling and different parameters set for modeling relevant actions;
c) different modeling and different parameters set for modeling the structural system,
according to a strategy that pursues the following two general objectives:
• identifying the sensitivity of the structural response;
• delimitation of the extremes of the structural response.
• One can therefore speak of exploration of structural modeling in order to confidently assess
structural behavior.

71. Nota 5
proporzionata all’evento negativo originante tale perdita.
FB - 20/11/2018 Sicurezza nelle infrastrutture esistenti 71
72. Note 5
• Structural robustness is the property of a construction to show a loss of quality
commensurate with the negative event originating this loss. In this way, if the structure is
robust, there is a continuous and regular relationship between the cause triggering the decay
and the consequent effect.
• The concept of structural strength can be illustrated graphically by considering the
measurement of the quality under examination in orderly order: this quantity can be, for
example, the load-bearing capacity with respect to a load condition, represented by the load
multiplier; in general, in the ordinate one can report any performance capacity or a
representative quantity the structural safety; in abscissa it is reported the entity of the
negative event, which can be thought of as a structural damage or even an error in the
conception or in the calculation of the structure.
• Of the two structures under examination, we note that the one indicated with the green
color is of better quality in the conditions intact, or nominal, compared to that indicated with
the color blue: the same is however less robust than the second, as seen from the greater
degradation of quality, with the same damage, which is even lower than the minimum level
expected. This example may be typical of the case of a reinforced concrete pillar circled with
a spiral (green case) compared to that of a squared square pillar (blue case).
FB - 20/11/2018 Sicurezza nelle infrastrutture esistenti 72
73. Structural Robustness (1)
• Capacity of a construction to show regular decrease of its
structural quality due to negative causes.
• It implies:
a) some smoothness of the decrease of structural
performance due to negative events
(intensive feature);
a) some limited spatial spread of the rupture
(extensive feature).

trasmettere l’azione;
direzione orizzontale, una frazione dei carichi agenti in direzione verticale;
strutturale.
FB - 20/11/2018 Sicurezza nelle infrastrutture esistenti 75
76. Strategy for structural robustness
• The strategies, in a sense a dual of the other, are:
I. increase the connection of the various structural parts, introducing a high degree of
continuity, so that the actions can be transferred from the collapsed to adjacent ones,
or the building has inside there is a redundancy of paths to transmit the action;
II. subdividing the building into compartments, so that the collapse of a part of the
structure does not propagate to the adjacent parts.
• The robustness of the work must be tested by imposing, individually, the following causes:
a) nominal loads, arbitrary but significant for the considered scenario, in order to test the
overall behavior: it is necessary to consider however arranged in a horizontal direction, a
fraction of the loads acting in a vertical direction;
b) absence of structural elements, to evaluate the consequences of their loss regardless of
the cause, in order to identify the critical ones.
• These evaluations can also highlight errors in the conception of the structural scheme.
