Scope and Framework
Master Plan Framework and Scope of Work included:
 Coordination with the surrounding community including Fairfax City and GMU
 Site infrastructure analysis
 Integration of the historic structures into a vibrant urban community
 A coordinated long-term plan to meet the needs for multiple stakeholders
 A budget roadmap for future funding
 Opportunity for the County to synthesize and effectively facilitate a discussion of trade-offs,
challenges, and opportunities
 Possible public private development opportunities

Many structures exist on the 47.8 acre
complex and are planned to remain. The
master plan looked at strategic land use &
development planning for the best use and
integration within the surrounding area.

As identified by the Land Use Development Team:
 Sustain a judicial complex that is safe and secure for visitors and employees.
 Create a welcoming and accessible complex, designed to efficiently facilitate
access and interaction with county-wide judicial and public safety functions
that is compatible with the surrounding community and its context.
 Respect the integrity of on-site historic resources and enhance the public’s
experience of these assets.
 Identify opportunities for public private partnerships to create complementary
secondary uses through strategic planning and site design.
As identified by the Executive Leadership Team:
 Use available development capacity for consolidation of leased space and
additional county programs
