- Current agenda less successful
- Ignores key realities of gender and power
What new narrative will increase understanding of
realities of power that block poverty reduction?
4. Global ‘Welfare State’
- Shift from country level averages to
commitment to ensure every individual has
access to basic minimum of services and
income
5. - Responsibility still with national governments to
deliver
- But focus on individuals forces discussion of
barriers to access
- Shift of funding mechanism from uncertain ‘aid’
to more predictable redistributive mechanisms,
e.g. innovative financing, tax, CTT, based on
rights rather than charity.
